ISTANBUL: Turkish President Tayyip Erdogan spoke by phone with Russian counterpart Vladimir Putin about improving bilateral ties and he repeated Ankara’s willingness to do its part to peacefully resolve the war in Ukraine, Erdogan’s office said on Friday. The latest developments in Ukraine, which Russia invaded earlier this year, were also discussed in the call, according to Turkiye’s Directorate of Communications. NATO member Turkiye has close relations with both Ukraine and Russia and has sought to balance ties during the war, rejecting Western sanctions on Moscow while criticising the Russian invasion and supplying Kyiv with armed drones. Along with the United Nations, Turkiye brokered the July deal to unlock Ukrainian grain exports from its Black Sea ports, in what remains the only significant diplomatic breakthrough in the seven-month-old conflict. Ankara’s relations with Russia are complex, with the two countries cooperating closely on energy supplies while being at odds over Syria, Libya and Azerbaijan.

BENGHAZI, Libya (AP) — A spokesman for Libya’s Red Crescent said Friday that at least 15 bodies have been recovered after a migrant shipwreck off the country's western coast. Tawfik Al Shukri said that local authorities had informed the aid group of bodies washing up onshore. The shipwreck took place off the western Libyan city of Sabratha, a major launching point for the mainly African migrants making the dangerous voyage across the Mediterranean. Libya has emerged as the dominant transit point for migrants fleeing war and poverty in Africa and the Middle East amid internal strife. Many of those who have been intercepted and returned to Libya — including women and children — are held in government-run detention centers where they suffer from abuse, including torture, rape and extortion, according to rights groups.

Libya’s Foreign Minister, Najla Mangoush, discussed developments in her country with the British Undersecretary of State for African Affairs, Gillian Keegan, during a phone call yesterday, according to a statement by the Libyan Foreign Ministry. During the call, which the ministry said was initiated by Keegan, the two also discussed “ways to support and strengthen bilateral relations between the two friendly countries”. Mangoush confirmed that “the government had begun to implement the measures taken to proceed towards achieving political stability and conducting elections according to a short and clear roadmap that defines the commitments towards the electoral process”.

Libya's Grand Mufti sheik Sadeq Elgheryani on Wednesday hailed the MoU the Government of National Unity signed with Turkey to activate the maritime border deal struck between the two countries in 2019. Libya and Turkey on Monday inked a series of economic and maritime agreements during a visit to Tripoli by a high-level Turkish delegation headed by Foreign Minister Mevlüt Çavuşoğlu. "When Haftar shelled Tripoli with artillery, we found no one to stand with us except our brotherly country Turkey, sheik Elgheryani noted, underscoring that in bilateral agreements, the government should give priority to Turkey ahead of the UAE and France. The Mufti indicated that only the Zionist and those working in line with their project denounced the agreement with Turkey. sheik Elgeryani asked, insisting that the US should be officially informed that Libya is an independent country and not one of the US states, so the Libyans are the ones to decide its fate.

“If, in this case, two states enter into an agreement at the expense of Greece, then in all cases Greece is not bound by it and, in this sense, it has no legal effect,” Burger noted. “…it is a principle of international law that states cannot conduct transactions with each other at the expense of third parties. We know this also from civil law. “Two parties cannot come to an understanding that something belongs to them and does not belong to some third party,” he said, adding that the principle that two states cannot enter into an agreement at the expense of a third also applies in international law. The German response follows the announcement that Libya’s Tripoli government signed a series of preliminary economic agreements with Turkey on Monday that included potential energy exploration in maritime areas, but Libya’s eastern-based parliament rejected the move.

October 6, 2022 — Tripoli (AFP)Libya's Tripoli-based prime minister Abdulhamid Dbeibah has defended a deal signed earlier this week with Turkey over oil and gas exploration in the Mediterranean, which angered European nations. In the 2019 agreement, Turkey had laid claim to large areas of the eastern Mediterranean, angering Greece, France and the EU. On Monday, Greek Foreign Minister Nikos Dendias said he and his Egyptian counterpart "both challenged the legitimacy" of the deal. Greece, Egypt and Cyprus believe the 2019 agreement violates their economic rights in an area suspected to contain vast natural gas reserves. Dbeibah retorted on Wednesday that he was "not concerned about the stance of states that have opposed the deal".

PHOENIX (AP) — Arizona voters this November will decide whether to allow students regardless of their immigration status to obtain financial aid and cheaper in-state tuition at state universities and community colleges. Voters in 2006 overwhelmingly approved a proposition that prevented students who entered the U.S. without authorization from getting in-state tuition and other financial benefits. Arizona Republican State Sen. Paul Boyer introduced the measure for the ballot and it was passed by both houses. The Arizona Board of Regents this spring approved base in-state undergraduate tuition of $10,978 for the 2022-2023 school year and a $29,952 base tuition rate for out-of-state undergraduate students. Diego Diaz, a junior at Arizona State University, was brought to the U.S. by his family when he was 4.

HUNTSVILLE, Texas (AP) — A Texas death row inmate whose case redefined the role of spiritual advisers in death chambers nationwide was executed Wednesday, despite the efforts of a district attorney to stop his lethal injection. Ramirez challenged state prison rules that prevented his pastor from touching him and praying aloud during his execution, saying his religious freedom was being violated. On Monday, the Texas Board of Pardons and Paroles unanimously declined to commute Ramirez’s death sentence to a lesser penalty. Ramirez’s attorney, Seth Kretzer, said while he feels empathy for Castro’s family, his client’s challenge was about protecting religious freedoms for all. Also in April, four of Castro’s children filed a motion asking that Ramirez’s execution order be left in place.

Energy ministers meeting at the Vienna headquarters of the OPEC oil cartel cut production by 2 million barrels per day starting in November at their first face-to-face meeting since the start of the COVID-19 pandemic. The fall in oil prices has been a boon to U.S. drivers, who saw lower gasoline prices at the pump before costs recently started ticking up, and for U.S. President Joe Biden as his Democratic Party gears up for congressional elections next month. The EU agreed Wednesday on new sanctions that are expected to include a price cap on Russian oil. At its last meeting in September, OPEC+ reduced the amount of oil it produces by 100,000 barrels a day in October. That token cut didn’t do much to boost lower oil prices, but it put markets on notice that the group was willing to act if prices kept falling.
