An $8 billion gas development deal signed in Tripoli this weekend by Eni and Libya’s state oil company is illegal, according to a key ministry in the United Nations-backed Government of National Unity (GNU). On 28 January, the Italian major and Libya’s National Oil Corporation (NOC) signed an agreement to move ahead with the long-delayed Structures A&E gas, condensate and carbon capture project, in the presence of the GNU’s Prime Minister Abdul Hamid Al-Dbeibah and his Italian counterpart Giorgia Meloni.
