Libya: Experts troubled by discriminatory policy restricting movement of women and girls travelling abroad

In addition to being discriminatory, the policy has restricted the freedom of movement of women and girls, including students who study abroad. The experts are part of what is known as the Special Procedures of the Human Rights Council. Special Procedures mandate-holders are independent human rights experts appointed by the Human Rights Council to address either specific country situations or thematic issues in all parts of the world. Special Procedures experts work on a voluntary basis; they are not UN staff and do not receive a salary for their work. UN Human Rights, Country Page – State of Libya
