After President Rodrigo Duterte warned that he could overhaul PhilHealth’s leadership and staffing, acting President and Chief Executive Officer Roy Ferrer said “economic saboteurs” were already being investigated by the National Bureau of Investigation and other authorities. “Congress first pointed out in July last year that a ‘mafia’ exists in the state agency, and they meant these cheating and colluding officials. Their sustained but sporadic activities do not qualify them as ‘mafia’ — but they can be called economic saboteurs,” he added. In the first quarter of 2019 alone, PhilHealth reported that 34 cases had been filed against 14 facilities and professionals, and that it was currently hearing 4,419 more cases.
