1 The United Nations Independent Fact-Finding Mission on Libya urges all parties involved in the hostilities in Tripoli to refrain from any further military escalation and to protect the human rights of civilians, including their lives and property, and to comply with international humanitarian law, amid reports. 2 of armed clashes in Tripoli in recent days, particularly intense fighting between various armed groups, which involved indiscriminate shooting in densely populated neighborhoods of the capital. 6 The Libyan FFM also reminds all parties of their combined obligations under international human rights law and international humanitarian law to protect civilians and civilian objects, in particular, while respecting the principles of international humanitarian law of distinction. 7 between civilians and combatants; the prohibition of attacks against those not taking part in hostilities; need; and proportionality in the attack. 8 The FFM Libya is monitoring the development of the situation and is collecting evidence of violations of international human rights law and international humanitarian law in order to ensure that those responsible for international crimes are brought to justice.
