Somali President Hassan Sheikh Mohamud accused Ethiopia on Saturday of trying to annex part of his country’s territory by signing…Somali President Hassan Sheikh Mohamud accused Ethiopia on Saturday of trying to annex part of his country’s territory by signing a sea access deal with the breakaway region of Somaliland. The agreement between Ethiopia and Somaliland signed Jan. 1 “is nothing more than annexing part of Somalia to Ethiopia, and changing the borders of Somalia,” Mohamud told reporters. Mohamud claimed senior officers from Ethiopia’s military were in Somaliland “preparing the ground” for the territory’s annexation. Somalia has suggested it would be prepared to go to war to stop Ethiopia from building a port in Somaliland. The deal between Ethiopia and Somaliland would grant Ethiopia access to the strategically important Gulf of Aden and, beyond that, to the Red Sea.

ADDIS ABABA, Feb. 17 (Xinhua) -- Ethiopian Prime Minister Abiy Ahmed on Saturday called for reforms to the international financial system to enhance access to finance for developing countries. "The international financial architecture treats the world unequally, resulting in inadequate and expensive access to finance for developing countries," he said at the opening of the 37th Ordinary Session of the African Union (AU) Assembly of the Heads of State and Government at the AU headquarters in Addis Ababa, the capital of Ethiopia. Africa needs to develop, build infrastructure, ensure food security, strengthen health and education systems, and create jobs. All of these require long-term financing," the prime minister said. Ahmed urged major international financial agencies to consider the realities faced by today's world, particularly for middle- and low-income countries.

Tensions between Horn of Africa rivals Ethiopia and Somalia boiled over on Saturday on the opening day of an African Union summit in Addis Ababa. The two neighbours -- already at odds over a controversial maritime pact -- locked horns over Somalia's claims that Ethiopian security tried to block its President Hassan Sheikh Mohamud from accessing the summit venue. The feud is one of a "litany of difficulties" referred to by AU Commission chief Moussa Faki Mahamat in his opening address to the gathering in the Ethiopian capital. "A soldier with a gun stood in front of us and denied us access to this facility," he said after later attending the summit. "Africa cannot remain arms folded and not work to promote genuine peace in the region," Faki added.

Angolan President Joao Lourenco hosted a mini-summit in Addis Ababa on Friday in a bid to revive peace efforts for the violence-wracked eastern Democratic Republic of Congo. Diplomatic efforts have so far failed to quell the conflict between the M23 rebel group and the Congolese army in the mineral-rich east of the vast central African nation. Angolan state news agency Angop has said earlier that the mini-summit would "discuss the relaunch of the peace process" in the eastern DRC. It said Lourenco was expected to be joined by the leaders of Burundi, DR Congo, Equatorial Guinea, Kenya, Malawi, Rwanda, South Sudan, Sudan and Tanzania. Militias have plagued the eastern DRC for decades, many of them a legacy of regional wars fought in the 1990s and the early 2000s.
