ओम बिरला ने कहा कि ये सदन 1975 में देश में आपातकाल (इमरजेंसी) लगाने के निर्णय की कड़े शब्दों में निंदा करता है। इसके साथ ही हम, उन सभी लोगों की संकल्पशक्ति की सराहना करते हैं, जिन्होंने इमरजेंसी का पुरजोर विरोध किया, अभूतपूर्व संघर्ष किया और भारत के लोकतंत्र की रक्षा का दायित्व निभाया। भारत के इतिहास में 25 जून 1975 के उस दिन को हमेशा एक काले अध्याय के रूप में जाना जाएगा।नई दिल्ली। लोकसभा स्पीकर पद के लिए ओम बिरला को चुना गया है। लोकसभा में ध्वनि मत के जरिए इसका फैसला हुआ। आईएनडीआईए गठबंधन की ओर से के. सुरेश को लेकसभा अध्यक्ष पद का उम्मीदवार बनाया गया था। पक्ष और विपक्ष के सांसदों द्वारा बधाई मिलने के बाद लोकसभा स्पीकर ने अपने पहले संबोधन में आपातकाल की निंदा की। हालांकि, इस दौरान विपक्षी सांसद हंगामा करते रहे। इस दौरान दो मिनट का मौन भी रखा गया।देश पर थोपी गई तानाशाहीइसी दिन तत्कालीन प्रधानमंत्री श्रीमती इंदिरा गांधी ने देश में इमरजेंसी लगाई और बाबा साहब आंबेडकर द्वारा निर्मित संविधान पर प्रचंड प्रहार किया था। भारत की पहचान पूरी दुनिया में ‘लोकतंत्र की जननी’ के तौर पर है। भारत में हमेशा लोकतांत्रिक मूल्यों और वाद-संवाद का संवर्धन हुआ, हमेशा लोकतांत्रिक मूल्यों की सुरक्षा की गई, उन्हें हमेशा प्रोत्साहित किया गया। ऐसे भारत पर श्रीमती इंदिरा गांधी द्वारा तानाशाही थोप दी गई, भारत के लोकतांत्रिक मूल्यों को कुचला गया और अभिव्यक्ति की आजादी का गला घोंट दिया गया।जेलखाना बना दिया पूरा देशइमरजेंसी के दौरान भारत के नागरिकों के अधिकार नष्ट कर दिए गए, नागरिकों से उनकी आजादी छीन ली गई। ये वो दौर था जब विपक्ष के नेताओं को जेलों में बंद कर दिया गया, पूरे देश को जेलखाना बना दिया गया था। तब की तानाशाही सरकार ने मीडिया पर अनेक पाबंदियां लगा दी थीं और न्यायपालिका की स्वायत्तता पर भी अंकुश लगा दिया था। इमरजेंसी का वो समय हमारे देश के इतिहास में एक ‘अन्याय काल’ था, एक काला कालखंड था।संविधान की भावना को कुचलाआपातकाल (इमरजेंसी) लगाने के बाद उस समय की कांग्रेस सरकार ने कई ऐसे निर्णय किए, जिन्होंने हमारे संविधान की भावना को कुचलने का काम किया। क्रूर और निर्दयी मेंटेनेन्स ऑफ इंटरनल सेक्योरिटी एक्ट (मीसा) में बदलाव करके कांग्रेस पार्टी द्वारा ये सुनिश्चित किया गया कि हमारी अदालतें मीसा के तहत गिरफ्तार लोगों को न्याय नहीं दे पाएं। मीडिया को सच लिखने से रोकने के लिए पार्लियामेंट्री प्रोसिडिंग्स (प्रोटेक्शन ऑफ पब्लिकेशन) रिपील एक्ट, प्रेस काउंसिल (रिपील) एक्ट और प्रिवेन्शन ऑफ पब्लिकेशन ऑफ ऑब्जेक्शनेबल मैटर एक्ट लाए गए।संविधान में संशोधनइस काले कालखंड में ही संविधान में 38वां, 39वां, 40वां, 41वां और 42वां संशोधन किया गया। कांग्रेस सरकार द्वारा किए गए इन संशोधनों का लक्ष्य था कि सारी शक्तियां एक व्यक्ति के पास आ जाएं, न्यायपालिका पर नियंत्रण हो और संविधान के मूल सिद्धांत खत्म किए जा सकें। ऐसा करके नागरिकों के अधिकारों का दमन किया गया और लोकतंत्र के सिद्धांतों पर आघात किया गया। इतना ही नहीं, तत्कालीन प्रधानमंत्री इंदिरा गांधी ने कमिटेड ब्यूरोक्रेसी और कमिटेड ज्यूडिशियरी की भी बात कही, जो कि उनकी लोकतंत्र विरोधी रवैये का एक उदाहरण है।गरीबों, दलितों का जीवन तबाहइमरजेंसी अपने साथ ऐसी असामाजिक और तानाशाही की भावना से भरी भयंकर कुनीतियां लेकर आई, जिसने गरीबों, दलितों और वंचितों का जीवन तबाह कर दिया। इमरजेंसी के दौरान लोगों को कांग्रेस सरकार द्वारा जबरन थोपी गई अनिवार्य नसबंदी का, शहरों में अतिक्रमण हटाने के नाम पर की गई मनमानी का और सरकार की कुनीतियों का प्रहार झेलना पड़ा। ये सदन उन सभी लोगों के प्रति संवेदना जताना चाहता है।1975 से 1977 का वो काला कालखंड अपने आप में एक ऐसा कालखंड है, जो हमें संविधान के सिद्धांतों, संघीय ढांचे और न्यायिक स्वतंत्रता के महत्व की याद दिलाता है। ये कालखंड हमें याद दिलाता है कि कैसे उस समय इन सभी पर हमला किया गया और क्यों इनकी रक्षा आवश्यक है। ऐसे समय में जब हम आपातकाल (इमरजेंसी) के 50वें वर्ष में प्रवेश कर रहे हैं, ये 18वीं लोकसभा, बाबा साहब आंबेडकर द्वारा निर्मित संविधान को बनाए रखने, इसकी रक्षा करने और इसे संरक्षित रखने की अपनी प्रतिबद्धता दोहराती है।हम भारत में लोकतंत्र के सिद्धांत, देश में कानून का शासन और शक्तियों का विकेंद्रीकरण अक्षुण्ण रखने के लिए भी प्रतिबद्ध हैं। हम संवैधानिक संस्थाओं में भारत के लोगों की आस्था और उनके अभूतपूर्व संघर्ष, जिसके कारण इमरजेंसी का अंत हुआ, और एक बार फिर संवैधानिक शासन की स्थापना हुई, उसकी सराहना करते हैं। 1975 में आज 26 जून के दिन ही देश इमरजेंसी की क्रूर सच्चाइयों का सामना करते हुए उठा था। 1975 में आज के ही दिन तब की कैबिनेट ने इमरजेंसी का पोस्ट-फैक्टो रेटिफिकेशन किया था, इस तानाशाही और असंवैधानिक निर्णय पर मुहर लगाई थी। इसलिए अपनी संसदीय प्रणाली और अनगिनत बलिदानों के बाद मिली इस दूसरी आजादी के प्रति अपनी प्रतिबद्धता को दोहराने के लिए, आज ये प्रस्ताव पास किया जाना आवश्यक है।काले अध्याय के बारे में जाने युवाहम ये भी मानते हैं कि हमारी युवा पीढ़ी को लोकतंत्र के इस काले अध्याय के बारे में जरूर जानना चाहिए। इमरजेंसी के दौरान, गैर-कानूनी गिरफ्तारियों और सरकारी प्रताड़ना के चलते अनगिनत लोगों को यातनाएं सहनी पड़ीं थीं, उनके परिवारवालों को असीमित कष्ट उठाना पड़ा था। इमरजेंसी ने भारत के कितने ही नागरिकों का जीवन तबाह कर दिया था, कितने ही लोगों की मृत्यु हो गई थी। इमरजेंसी के उस काले कालखंड में, कांग्रेस की तानाशाह सरकार के हाथों अपनी जान गंवाने वाले भारत के ऐसे कर्तव्यनिष्ठ और देश से प्रेम करने वाले नागरिकों की स्मृति में हम दो मिनट का मौन रखते हैं।

Complaint against Ponnam: AAG asked to furnish info
HYDERABAD : Justice Surepalli Nanda of the Telangana High Court has directed Additional Advocate General (AAG) Mohd Imran Khan to furnish all details by Wednesday regarding a plea filed by BRS MLA Padi Kaushik Reddy, seeking to declare the actions of the respondents, who have prevented him from distributing Kalyana Lakshmi Shaadi Mubarak cheques to beneficiaries, as illegal and arbitrary. Kaushik contends that the authorities’ refusal to permit the distribution of these cheques, issued under GO No.18 by the BC Welfare Department and GO No.25 by the Minorities Welfare Department, is in violation of his fundamental rights guaranteed under the Constitution. The BRS Huzurabad MLA alleged that the authorities concerned are acting on the instructions of Minister for Transport and BC Welfare Ponnam Prabhakar.

KOZHIKODE : Amoebic meningoencephalitis, a rare disease, has claimed one more life in the state. A 13-year-old girl who died while undergoing treatment at a private hospital in Kozhikode was confirmed with the disease. The disease was confirmed in the test report made available on June 25. Dakshina, initially admitted to a private hospital in Chala, for headaches and vomiting was later transferred to a private hospital in Kozhikode when her condition worsened.
