ISLAMABAD, (UrduPoint / Pakistan Point News - 10th Dec, 2023) The Federal Investigation Agency’s Anti-Human Trafficking Circle Rawalpindi arrested a gang leader involved in the Libyan boat accident on Sunday in a major operation. The accused Faizullah was arrested from Umarkot in a joint operation with the Counter Terrorism Department (CTD). The accused had collected some 6.5 million rupees to illegally send the un-named citizen's son and nephew abroad to Libya via Italy, however citizen's son and nephew were missing since arriving in Libya. It was revealed during an investigation that other accomplices of the accused took the citizen's son and nephew into the boat to send them to Italy. After the arrest of gang leader Faizullah, the hunt for the accomplices of the accused is continued while the investigation has been started in the case.

The United Nations Support Mission in Libya (UNSMIL) expressed concern about the “continuing crackdown on civic space and arbitrary detentions”, which it says “create a climate of fear across Libya”. In a statement released to commemorate International Human Rights Day, UNSMIL said that it documented, over the last nine months, “dozens of cases of arbitrary arrests and detention of men, women and children by security actors operating throughout Libya.”“These detentions violate Libya’s national laws and international obligations and are politically motivated with all individuals held for their actual or perceived political affiliation,” UN said. “Now more than ever we need to work together to safeguard the principles enshrined in the Universal Declaration,” he said, adding that “Libyan civil society actors and human rights defenders – who embody these very values – must be supported, protected and empowered to carry out their work in safety and dignity”. “Stifling their work, silencing them, and fostering a climate of fear undermines the foundations required for Libya’s democratic transition, emboldens the spoilers, and enables security actors in particular to perpetrate human rights violations with impunity. This must end”, said Bathily.

US Chargé d’Affaires Jeremy Berndt has urged Libyan stakeholders to name representatives to participated in the upcoming UN-sponsored conference on political process in the country. This was stated by the US Embassy in Libya on Sunday following a meeting between Berndt and UN Special Envoy to Libya Abdoulaye Bathily. “In my meeting with [Bathily] today, I expressed strong U.S. support for his efforts to bring together institutional stakeholders to resolve political issues standing in the way of elections,” Berndt was quoted as saying by the the American embassy. “We urge all stakeholders to quickly name their representatives to [UN] preparatory talks and engage in constructive dialogue to put Libya on the path to long-term stability.”For his part, Bathily said via X that he “welcomed the US support for bringing together the institutional stakeholders in a meeting to resolve the political issues around elections.”

The Tripoli based Libyan Ministry of Oil and Gas said that it denounces the agreement concluded between Egypt and South Korea regarding the export of Libyan oil through the Egyptian port of Garjoub, according to the official statement contained on the website and official Facebook page of the Egyptian Ministry of Transport. Libya unaware of agreementAl-Tarhouni explained that the statement of condemnation confirmed that the Ministry of Oil and Gas was not aware, neither closely nor remotely, of the agreement concluded between the Egyptian side and South Korea regarding the export of Libyan oil through the port of Garjoub. The Ministry encourages all development, energy and economic programmes related to the oil and gas sector in Libya, such as Libyan oil refining projects in Egypt for example. Libya has seven oil exporting ports on the Mediterranean! Al-Tarhouni noted that the ministry’s statement indicated that Libya has seven oil ports on the Mediterranean Sea through which crude oil, petroleum products, condensates, petrochemicals, etc.

EU High Representative for Foreign Affairs and Security Policy/Vice-President of the Commission, Josep Borrell, met in Brussels with Mousa Al-Koni, Vice President of the Presidential Council of Libya. The discussion focused on how to enhance the ongoing cooperation between the European Union and Libya on key areas, including improving migration governance and management, as well as regional cooperation between Libya and the Sahel. Borrell highlighted the importance to make progress on the political process to overcome the current situation in Libya. He also reiterated the support of the European Union for a UN-mediated political solution, based on an inclusive dialogue among all Libyan stakeholders, and ultimately aimed at elections.

The Libyan Ministry of Foreign Affairs and International Cooperation announced last Wednesday that December 12 has been set as the date for the reopening of the Ghadames-Debdeb border crossing with Algeria to citizens and trade, after it was closed for more than 8 years. The Tripoli based Libyan government’s media information site said the opening date of the crossing was announced after completing all technical, legal and regulatory procedures by the Libyan and Algerian sides, to facilitate the movement of citizens and trade between the two countries. It is noteworthy that Tripoli based Libyan Prime Minister, Abd Alhamid Aldabaiba issued Resolution No. 488 of 2023 to form a committee to complete all procedures to reopen the crossing with Algeria, to alleviate the suffering of citizens and support trade exchange. Mohamed Aoun, the Minister of Oil and Gas in Libya’s internationally-recognized Government of National Unity (GNU) in Tripoli, has made a series of media appearances over the last ten days, in what appears to be a response to a 26 November local television interview with his rival, the NOC chief Ferhat Bengdara (MEES, 1 December). Like Mr Bengdara, the minister mainly addressed the dispute between the Ministry and the NOC. Libya’s state National Oil Corporation (NOC) announced Wednesday that its subsidiary, Ras Lanuf Company, exported from its ethylene plant its first shipment of ‘carbon-four mixture’. The shipment of 6,000 tons, destined to China, is the first after a 12-year hiatus. The NOC said the export shipment enhances Libya’s position among the petrochemical exporting countries in the world and contributes to the advancement of the national economy.

An independent inquiry is needed to review failings in the Libyan authorities’ management of catastrophic flooding in eastern Libya in September 2023, Human Rights Watch (HRW) said in a report published Wednesday. Libya’s general prosecutor announced an investigation and Libyan authorities pledged to compensate affected communities and rebuild. Storm Daniel reached Libya on September 9, causing severe flooding the next day after two dams upstream from Derna collapsed. Schools were also affected, and a number of them in Derna continue to host displaced families, according to the UN. At 1:12 a.m., the Water Resources Ministry reassured residents under curfew that all dams in Derna had been inspected and were in good condition.

The tactical exercise “Desert Warriors” began Wednesday in Washtata - south of the city of Tarhouna - with the participation of a number of army units affiliated with the General Staff in Tripoli, and the presence of representatives of the member states of the 5+5 Defense Initiative, according to what was announced by Brigade 444 of the General Staff in Tripoli. The Libyan Army units that participated in implementing the activities of the tactical exercise that simulated combating terrorism were Brigade 444, the Chief of Staff of the Ground Forces, the Counter-Terrorism Force, the Special Forces Department, the Military Engineering Department, and the Intelligence Department, according to the media office of the West Coast Military Zone. Brigade 444 said that the tactical exercise came within the framework of joint cooperation between the member states of 5+5 Defense Initiative in the framework of raising the fighting spirit of the Libyan army units. The UN envoy to Libya Abdoulaye Bathily said on X platform that a part of his ongoing consultations with a wide range of Libyan constituencies, and in parallel with his efforts to bring the major political stakeholders together, he met with members of the High National Council for Libyan Women. Bathily added that the participants deplored the lack of women’s representation at all levels and called for meaningful political participation, saying that they had also welcomed his call for a dialogue between the main actors and promised to share a written contribution on the way to end the political stalemate. Bathily said he had urged the political leaders to create enabling conditions for Libyans to elect legitimate and accountable institutions, stressing that he had reiterated his call on Libyan leaders to come to alignment with the people's attachment to unity and desire for peace and stability. Bathily extended on November 23 invitations to key Libyan institutional stakeholders to attend a meeting in the coming period to reach a settlement on the politically contested issues pertaining to the implementation of the electoral process. UNSMIL said in a statement that Bathily had requested the institutional stakeholders to designate representatives to participate in a preparatory meeting, adding that the designated representatives of the Presidential Council, House of Representatives, High Council of State, Government of National Unity and the General Command of the “Libyan National Army” would discuss the date, venue, and agenda of the meeting of their principals.
