I visited the most devastated areas: Al Bayda and Derna, the epicenter of the catastrophe. Libya, a nation already battered by conflict, now has to cope with the aftermath of a catastrophe on a scale unprecedented in its history. In addition, many children are being affected by the lack of essential services such as healthcare, schooling, and water supplies. UNICEF has also deployed mobile protection and psychosocial support teams to help children and their caregivers navigate through these harrowing experiences. Our protection team has been particularly active, reaching hundreds of children with psychosocial support and recreational activities.

Following the devastation wrought by Storm Daniel, hundreds of thousands of people in eastern Libya are mourning the loss of loved ones, homes, possessions and livelihoods. Mental health services were one of the top 3 priorities – along with safe water and primary health care services – identified by an interagency assessment team that visited eastern Libya in the early days of the disaster. The need for mental health care is becoming even more acute in the aftermath of the crisis. Dr Ahmed Zouiten, WHO Representative in Libya, said that mental health services are essential. We are working with the authorities to make sure that people can obtain basic mental health support in primary health care facilities and community centres.

Libya requested UNESCO's assistance in helping rebuild the affected areas, as part of its mandate for education, culture and science. The Organization immediately responded favorably to this request, preparing to send a delegation of experts, in close cooperation with the United Nations Support Mission in Libya (UNSMIL) and the entire UN system. The UNESCO delegation is then scheduled to visit the site of Cyrene, inscribed on the World Heritage List in 1982 and on the List of World Heritage in Danger since 2016. Lastly, the UNESCO delegation will visit Derna, one of the towns hit hardest by the disaster, to assess the damage to educational and heritage buildings. Extreme rainfall from hurricane-strength Storm Daniel hit eastern Libya on September 10, flooding the city of Derna and other neighbouring towns and regions. UNESCO experts are expected to visit Cyrene, a World Heritage Site that is threatened with collapse after the flooding sent water circulating around its foundations. Other sites of rich archeological heritage in Libya will also be inspected, notably the "Ancient City of Ptolemais and The Haua Fteah Cave, both of which are on the national World Heritage Tentative List, as well as the ancient city of Apollonia". In the framework of this mission, requested by Libya, UNESCO intends to examine how to contribute to "helping rebuild the affected areas". The first scheduled services saw Air Malta fly to the UK, Germany, France, Italy and Libya. Air Malta was Dom Mintoff’s brainchild in a Malta that was industrialising and finding its feet economically ahead of the withdrawal of British forces in 1979. After two unsuccessful attempts to rescue the airline in 2004 and 2010, Air Malta plc will be wound down to make way for KM Malta Airline plc. The new State-owned company will inherit the Air Malta brand name but only if it successfully wins a bidding process. “When I was at Air Malta, at budget time the minister used to go around to see what employment he could factor in.

GENEVA, Switzerland, October 9, 2023 (ENS) – Two huge disasters have hit northern African countries in the past month – a major earthquake in Morocco and devastating flooding in Libya caused by Storm Daniel. The scientists found that human-caused climate change has made heavy rainfall in north-eastern Libya up to 50 times more likely to occur than it would have been in a world not experiencing human-caused climate change. They found that there was up to 50 percent more intense rain than there would have been in a comparable rainstorm in a pre-climate change world. The scientists are clear that, even in a 1.2°C ‘warmed’ world, the rainfall that fell on Libya was extreme. Still, “climate change was a significant factor,” they said.
