Ubari Airport was reopened yesterday after receiving its first flight in four years. The flight from Tripoli carried on board the official party for the airport’s inauguration headed by the head of the Libyan Airports Authority, Mohamed Bait al-Mal, accompanied by a delegation consisting of the Airports Authority, the Ministry of Transportation, the Civil Aviation Authority, the National Meteorological Centre, the General Union of Air Transport and Afriqiyah Airlines Company. The airport was reopened after completion of maintenance and repaving projects for the entire runway, the aircraft parking apron, the delivery corridor, the construction of an administrative building and a fence around the airport borders. Security inspection devices, equipment to receive flights and some of the needs necessary to operate the airport were also provided. The Prime Minister of the internationally unrecognised eastern-based Libyan government, Osama Hamad, conducted a tour of the Storm Daniel destroyed areas of Derna on Monday with the chairmen of two Turkish construction companies. The eastern based government said the two ‘‘major’’ companies, Beser Engineering and Consultancy and Silahtaroglu Engineering and Construction Company, specialise in the field of engineering and general contracting. It said the tour was in preparation for starting work and rebuilding the area according to the latest international specifications and standards. Libya's prosecutor general ordered the detention of the country's ambassador to Brussels on Tuesday over alleged corruption, shortly after the internationally recognised government in Tripoli dismissed her. Prime Minister Abdul Hamid Dbeibah on Tuesday dismissed Libya's Ambassador to Belgium, Amal Al-Jarari after she was heard in an alleged leaked audio recording planning to fake government bills for self-interest. The PM media office said the procedures to suspend Al-Jarari have been referred to the Presidential Council as per the legislation in force. For his part, the Public Prosecutor ordered the pretrial detention of Ambassador Al-Jarari on charges of mismanagement and financial misuse. Al-Jarari faces charges of deliberately attempting to gain illegal benefits by seizing state funds and causing harm to the public interest. The charges stem from a leaked audio recording purportedly of Al-Jarari, where she requests her secretary's assistance to fabricate a massive bill for a supposed cancer patient, enabling her to access government funds in a manner that avoids legal prosecution.

TRIPOLI, Oct. 3 (Xinhua) -- The UN Support Mission in Libya (UNSMIL) announced on Tuesday that UN agencies in Libya had launched a year-long training program for Libyan women on leadership skills. "In September, the UN launched a training program for 30 young women from across Libya aimed at improving their communication, leadership and advocacy skills as well as increasing their knowledge of elections, women's rights, human rights, and reconciliation," UNSMIL said in a statement. "Libyan women often face obstacles in their efforts to engage in advocacy and politics at a decision-making level. Ra'idat is the first youth program of its kind for the UN in Libya. It aims to enable people in Libya, particularly youth and women, to better exercise their rights in an inclusive, stable, democratic and reconciled society.

Earlier, prosecutors said they had questioned several officials, including current members of the Water Resources Authority and the Dams Management Authority, over allegations of mismanagement and negligence. An arrest order was issued for a number of officials, including the former mayor of Derna, which bore the brunt of the deluge of water and debris that was unleashed following the dams' collapse last month. Every person responsible should be held accountable,” Deputy Prime Minister of the parliament-backed government Salem Al Zadma told The National. There will be many people, including some officials from the former government, who will be a part of this investigation. An arrest order was issued for officials including the former mayor of Derna.

Libya’s Attorney General, Al-Siddiq Al-Sour, said Tuesday there is no need for an international investigation into last month’s flood disaster in the eastern city of Derna, Anadolu Agency reports. Derna was hardest hit by the floods, causing the city’s dams to burst, washing away homes and people. Libya’s Parliament, on Tuesday, passed a law to establish an agency responsible for rebuilding flood-hit areas in the country, Anadolu Agency reports. The House of Representatives voted to pass a law to establish an agency for reconstructing areas affected by the floodsParliamentary spokesman, Abdullah Belhaq, said in a statement. The eastern government has called for holding a donor conference in October for rebuilding the flood-hit areas in Libya, before postponing the conference to November. On Monday, United Nations envoy to Libya, Abdoulaye Bathily, voiced concern over the emergence of unilateral initiatives for the reconstruction of flood-affected areas in Libya. Last month, Libyans took to the streets in Derna to demand the rebuilding of their homes and bringing those responsible for the flood disaster to accountability.

This house is the house they lived in when the flash floods hit, killing thousands of people. He has scoured mud banks, asked every hospital, pored over photographs of the 4,000 bodies recovered so far. One person would tell you they were sitting in the garden when the wave hit, another would say 'no, I saw them elsewhere'. Libya is split between a government in Tripoli that is internationally recognized and one in the east that isn't. Analysts say in a fractured nation, reconstruction and the coordination required could fuel another tussle for power.

International humanitarian aid continues to arrive in Libya over 20 days after the 10 September Storm Daniel devastated Derna and to a lesser extent parts of the eastern region of Libya. On 26 September the Canadian Embassy in Libya (relocated to Tunis) announced that, working with the Canadian Red Cross, humanitarian supplies from Canada’s stockpiles were sent to Libya as the country continues to deal with the devastating effects of the flooding. Blankets, hygiene kits and kitchen sets will be provided to those in need. The Turkish embassy in Tripoli announced on 28 September ‘‘Our fourth aid plane just landed in Benghazi. Our specialist medical teams on the plane are on the way to join our desert hospitals and our active teams in Derna with humanitarian aid and medical supplies.

Humanitarian aid efforts and reconstruction work in flood-devastated Libya are being seriously hampered as the country's two rival administrations remain bitterly at odds over three weeks after the disaster. The U.N. mission chief in Libya, Abdoulaye Bathily, stressed Monday that the competing efforts "are counterproductive, deepen the existing divisions in the country (and) impede reconstruction efforts." The United States, Britain, France, Germany and Italy backed his call for "a unified Libyan national mechanism" coordinated with international partners "to deliver transparent and accountable relief." "There are already signs of turf wars (and corresponding disinformation campaigns) between the rivals over who should take charge of reconstruction efforts," she warned. "We urge Libyan authorities now to form such unified structures – rather than launching separate efforts – that represent the Libyan people without delay."

VALLETTA : A supporter of former Libyan dictator Muammar Gaddafi who was involved in the hijacking of an aircraft to Malta in 2016 has been jailed for 10 years by a Maltese court after he pleaded guilty. Ali Ahmed Lano Saleh was one of two men who hijacked an Afriqiyah Airlines Airbus A320 to Malta on Dec. 23, 2016. The plane had been on an internal flight in Libya when the two hijackers ordered the pilot to divert to Rome. The hijackers had threatened to blow up the plane, but their weapons later turned out to be fake and the 109 passengers were released unharmed. The hijack mastermind, Soko Moussa Shaha Ali, was jailed for 25 years in 2020.
