Libyan Parliament refers newly approved election laws to UN mission
Tripoli, Oct 7 (IANS) The UN Support Mission in Libya (UNSMIL) has said that it has received an official memorandum of the recently approved presidential and national assembly election laws from the Libyan House of Representatives, or Parliament. The Parliament unanimously approved the laws during a formal session on Monday. However, the Tripoli-based High Council of State rejected the new laws and decided to cancel its 6+6 representation on Wednesday. The 6+6 committee, a joint legislative committee composed of six members from the High Council of State and six members from the parliament, is tasked with legislating for the upcoming elections. Libya failed to hold general elections in December 2021 as previously scheduled due to disagreements over election laws among Libyan parties.

The United Nations Libya mission "will assess the implementability" of electoral laws issued by Parliament Speaker Aguila Saleh, it said in a statement on Friday, adding it had received a copy of the laws on Thursday. The mission would work towards compromise "including on the formation of a unified government" and believes political solutions must be "consensual and implementable" to ensure a smooth electoral process, it said.

Libya Fuel Smuggling Soars – UN Report
In a newly released report covering April 2022-July 2023, the UN Experts Panel on Libya identified a total of 24 small tankers (500 to 20,000dwt) loading refined oil products from Benghazi’s old harbor. Both the National Oil Corporation (NOC) and the Brega Petroleum Marketing Company confirmed to the UN that they regarded those exports as illegal. Benghazi and its port are under the control of Libya’s ‘second’ government based in nearby Tobruk and the affiliated ‘Libyan National Army’ of Khalifa Haftar with smuggling from the port nothing new (MEES, 20 May 2022). Charges filed against ex-French president Sarkozy in case linked to Libya
Mr Sarkozy has been under investigation in the Libya case since 2013. Investigators examined claims that Gaddafi’s government secretly gave Mr Sarkozy 50 million euros for his winning 2007 campaign. After becoming president in 2007, Mr Sarkozy welcomed Gaddafi to France with high honours later that year. Mr Sarkozy then put France at the forefront of Nato-led airstrikes that helped rebel fighters topple Gaddafi’s government in 2011. In an unrelated case, Mr Sarkozy was sentenced to a year of house arrest for illegal campaign financing of his unsuccessful 2012 re-election bid.

Sheikh Mohammed bin Rashid orders third airlift of aid for flood-hit Libya
Sheikh Mohammed bin Rashid, Vice President and Ruler of Dubai, on Friday ordered 90 tonnes of aid be flown to flood-hit Libya. It is the third consignment of relief aid in the past three weeks to be sent from Dubai’s International Humanitarian City to Benghazi, Libya, as part of continuing efforts to support people affected by Storm Daniel. The UAE team also assisted Libyan authorities and teams to provide and aid and relief to the affected and displaced. Last month, Sheikh Mohammed ordered the activation of the relief air bridge to send aid to the region. Since then, Dubai’s International Humanitarian City has extended its support to transport relief supplies for five prominent international humanitarian organisations.

NGO rescue ship saves 258 migrants off Libya in two operations
ABOARD THE GEO BARENTS (AP) — A nonprofit rescue ship operating off the coast of Libya has saved 258 migrants in two separate operations in the early hours of Friday morning. The first of the two rescues involved a a 7-meter wooden boat filled with 162 migrants, including 17 women and 29 minors, many of them in a cramped area below the deck. The boat had an engine but no system of navigation on it, according to Flavia Conte, rescue coordinator for the Doctors Without Borders rescue ship Geo Barents. The second rescue involved 96 people on a similar wooden boat, including nine children. 'Tortured' Yazidi released after weeks in Libya detention
A Yazidi man allegedly tortured in detention in Libya was released on Wednesday, his brother and a human rights organisation have said. How was a Syrian Yazidi detained in Libya? MENA Rights Group said migrants told their families they were abducted by the Tariq Ben Zeyad Brigade (TBZ) militia. Moustafa Mohammad Sharaf, a 37-year-old Yazidi, was being tortured and beaten, his brother said last week. Libyan state successful in two € 30 million court cases- against three Swiss companies and a Tunisian company
The Libyan state was able to obtain two successful rulings in September and October involving the equivalent of € 30 million. Libya’s Supreme Judicial Council’s Litigation Department / Disputes Hearing Abroad Committee reported last Monday that it was able to obtain a ruling from the Paris Court of Appeal in favour of the Libyan state on 5 September 2023 against three Swiss companies. The court ordered each company to pay an amount of 50,000 euros to the State of Libya. This prevented the Libyan state from paying the sums of money claimed in the settlement agreements that were allegedly signed based on a power of attorney from a representative in the Ministry of Finance to conclude an arbitration agreement on behalf of the Libyan state. It also obligated the Tunisian company to pay an amount of € 79,000.00 euros and an amount of US$ 134,41,886 with interest for the legal expenses and fees of the Libyan state.

Over 8.7 mln tons of debris in Libya's Derna require removal: UN
TRIPOLI, Oct. 5 (Xinhua) -- United Nations said in a report published on Thursday that over 8.7 million tons of debris from destroyed and damaged buildings require removal in the eastern Libyan city of Derna, which was recently hit by deadly floods along with other areas in the region. As of September 30, a total of 42,045 people were displaced from areas affected by the floods. Most internally displaced persons (IDPs) are currently located in Libya's northeastern municipalities, said the report from UN's Office for the Coordination of Humanitarian Affairs (OCHA). According to UNICEF, 98 schools in 14 municipalities remain closed due to damage in the floods and additional funding will be required for their rehabilitation. On September 25, the attorney general started an investigation into the failure to maintain the two dams, despite allocating sufficient funds for the maintenance.

'Broken In Two': Libya Flood Survivors Grapple With Mental Health
Tripoli, (APP - UrduPoint / Pakistan Point News - 6th Oct, 2023) Nearly a month after floods hit Derna in eastern Libya, survivors are struggling to overcome the psychological toll, with many grieving the loss -- or still without news -- of loved ones. "Some children refuse to drink water for fear of drowning," he said, after meeting flood survivors in Derna. The World Health Organization has said "tremendous mental health needs are emerging, and will continue to emerge, as the initial shock of the devastation and loss they have experienced begins to dissipate." The aid group deployed medical teams on the ground after the disaster, including mental health professionals, to respond to the crisis. It says it is working with Libya's health ministry to establish a mental health unit.
