The authorities later said that the conference would draw in international companies, and on Sunday the committee said the postponed event would be held in both Derna and the eastern city of Benghazi. On Wednesday, the eastern authorities had announced the creation of a fund for the reconstruction of Derna and other areas affected by the flooding. According to the latest toll announced by the eastern authorities on Tuesday, at least 3,893 people died in the disaster.

CAIRO (AP) — Libyan authorities say commercial flights to and from Italy have resumed for the first time in a decade. Flight MT522, operated by the Libyan carrier Medsky Airways, departed Mitiga International Airport in Tripoli for Rome’s Leonardo da Vinci-Fiumicino Airport on Saturday morning. Air authorities in Libya say a return flight is scheduled to land in Tripoli in the afternoon. According to the Mitiga airport announcement, there will be round-trip flights between the Libyan and Italian capitals on Saturdays and Wednesdays. Italy and other western nations banned flights from Libya as the oil-rich nation in North Africa plunged into chaos after a NATO-backed uprising toppled and killed longtime dictator Moammar Gadhafi in 2011.

Since the 2011 revolt resulting in the death of longtime dictator Muammar Gaddafi, Libya has seen a seemingly never-ending revolving cast claiming authority. In western Libya, the Government of National Accord (GNA) produced by a 2015 United Nations agreement declares power from Tripoli. In the east, the Libyan National Army (LNA), led by several actors, including Field Marshal Khalifa Haftar, echoes a similar decree. Libya is in a spiral of its own design. International actors allowing this limbo to persist are not aiding the citizens of Libya or their interests.

TRIPOLI, Sept. 30 (Xinhua) -- A Rome-bound flight took off Saturday here in the Libyan capital, resuming direct scheduled flights between Libya and Italy after a nearly 10-year halt. Operated by Libya-based Medsky Airways, the flight took off from Tripoli's Mitiga International Airport for Rome's Leonardo da Vinci-Fiumicino International Airport. The airline offers a roundtrip flight on Saturdays and Wednesdays between Tripoli and Rome, Medsky Airways announced on its Facebook account. Meanwhile, the Libyan Ministry of Transport said that the two countries' civil aviation authorities signed a memorandum of understanding on civil aviation cooperation and air transport. In December 2014, the European Commission banned all Libyan airlines from operating in European airspace citing security reasons.

Video posted by Sea-Watch International shows Libyan coast guard crashing into a dinghy with dozens of migrants on board. Rescue group Sea-Watch International has condemned European Union’s migration policy after posting a video showing a migrant and refugee boat in the Mediterranean coming under attack by the Libyan coast guard. It’s the reality of European migration policy, which is empowering these coast guards to make sure that less people are reaching European shores,” he added. The group added that despite the group’s several warnings, the coast guard still went ahead and crashed into the dinghy and destroyed it. Starting in 2015, the EU has provided financial support to the Libyan coast guard as part of its plan to reduce the migration of people from North Africa.

Following the talks, the two sides signed a Memorandum of Understanding (MoU) for cooperation in the field of civil aviation. The MoU is part of joint efforts by both parties to deepen bilateral relations and put frameworks that contribute to developing ways of cooperation in the civil aviation sector, enhancing ways of cooperation in the field of security and safety, and exchanging experiences. Both sides also discussed many issues of common interest in the field of air transport.
