The uprising in Libya that ended Muammar al-Qaddafi’s long reign in 2011 was supposed to provide a path to stability. Instead, the country descended into civil war, with regional powers vying for influence and resources. But while official negotiations have stalled, one peace group decided this summer to bring opponents together in Norway, where they would try to find a way forward. The group, Together We Build It, has been working on peace and security issues since 2011, in part by engaging more women and young Libyans in the process. While the Norway talks were held largely behind closed doors, reporter Amira Karaoud attended the conference and interviewed the participants.

The Minister of Planning and Finance in the Libyan Government, Osama Hammad, sent a letter to Attorney General Al-Siddiq Al-Sour, confirming that he had initiated a lawsuit against the Prime Minister in Tripoli, Abdel Hamid Dbeibah, and the Governor of the Central Bank of Libya, Al-Siddiq Al-Kabeer. “We would like to inform you that despite the adoption by the House of Representatives of the cabinet line-up, according to which confidence was given to the Libyan government headed by Fathi Bashagha as new Prime Minister, the dismissed Governor of the Central Bank of Libya obstructed the work of the Libyan government, and deliberately withheld the balances of bank accounts for state public revenues from the Ministry of Planning and Finance, the Minister of Finance in the Benghazi-based government said in an official letter. “The Dabaiba government blatantly usurped the authority and continues to seize the collected revenues, and spend them without legal authorization despite the expiry of its mandate,” Hammad added.

A number of Libyan civil society organizations have welcomed the visit of the Prosecutor of the International Criminal Court to Libya and his meeting with a number of active political and security leaders in the country. Plateau United today failed to reach the money-spinning group stage of the CAF Confederation Cup after they lost 3-0 to Al Akhdar of Libya to go out on the away goals’ rule. Plateau United won the first leg in Abuja 4-1 a week ago and the odd goal they let in at home proved to be decisive today. The Jos club failed to defend the advantage from the first game in the return leg in Libya today. The regional spokeswoman for the US State Department, Hala Ghrait, said: There is no military solution to the crisis in Libya, adding that her country firmly rejects the use of violence and supports the full implementation of the ceasefire agreement in the country. The Emirati newspaper Al-Ittihad quoted the American official as saying that the only way to proceed with the political process is through a road map for credible elections that enable citizens to choose their leaders themselves, noting that this requires diligent work in accordance with the constitutional foundations of elections.

MILAN (AP) — Italy’s new far-right-led government has blocked humanitarian rescue ships from accessing its ports, resulting in a standoff with charities that patrol the deadly central Mediterranean, rescuing people in trouble at sea. A third charity ship, carrying 89 people rescued at sea, unloaded all of the people it rescued in Calabria on Tuesday. Italy says it is not responsible for taking on migrants rescued by charity rescue ships. A German captain, Carola Rackete, famously defied Salvini and entered an Italian port despite orders not to, citing an emergency situation on board. Most arrived on their own, or were rescued by the Italian Coast Guard or other national rescue ships.

Speaker of Libya’s House of Representatives, Aguila Saleh, and Chairman of the High Council of State, Khaled Mishri, are preparing to hold a new round of “Turkish-mediated talks” to address forming constitutional basis for the long-delayed elections, reports London-based newspaper Asharq Al-Awsat. Citing unnamed parliamentary sources, Asharq Al-Awsat stated that Saleh is preparing to visit Turkey where he will meet again with Mishri. The two had agreed in Rabat in October on the implementation of the article on sovereign posts, addressed in the Bouznika agreement, before the end of the year. They also agreed on the resumption of dialogue with the aim of holding presidential and parliamentary elections with the agreement of the parliament and High Council of State.
