Ms. Elangovan again wrote to the Indian Mission in 2007, marking copies to the Minister for Overseas Indian Affairs and the Minister for External Affairs. Libyan Foreign Minister Najla Mangoush participated on Saturday at a “preparatory ministerial meeting” of the Arab League Council ahead of the organization’s summit on November 1-2 in Algeria. According to a statement by the Libyan Foreign Ministry, the meeting aims to “strengthen coordination and consultation among Arab countries to confront regional and international developments”. The ministry said that Mangoush met with a number of Arab foreign ministers on the sidelines of the meeting “in the context of continuing the process of coordination”.

The United Nations and France have reaffirmed on Sunday “the importance of finalizing the constitutional basis” to Libya’s presidential and parliamentary elections “as soon as possible,” according to the French Embassy in Libya. This came following a meeting between UN Secretary-General’s Special Representative for Libya, Abdoulaye Bathily, and France’s Special Envoy to Libya, Paul Soler, in Tripoli today. During the bilateral talks, Soler reiterated France’s “full support” for U.N. mediation and “priority for the sovereignty of Libya”, according to the French embassy.

Prime Minister Abdul Hamid Dbeibeh held a meeting on Saturday with France’s Special Envoy to Libya, Paul Soler, in Tripoli for discussion on “political developments” and “unifying efforts to hold elections in Libya”, according to a statement by Dbeibeh’s media office. Six people were injured with varying degrees in an industrial fire in the Iron and Steel Complex in Misrata on Saturday morning, according to a statement by the Libyan Iron and Steel Company. The company said that the accident occurred in the dust suction unit of the furnace of the first unit at the direct reduction plant. Several workers were transferred to hospitals to receive treatment, while those whose cases need more care were transferred to the Burns and Plastic Surgery Hospital in Tripoli, the company explained.

Foreign Minister Najla El-Manqoush arrived in Algeria on Friday to participate in the foreign ministers' preparatory meeting for the upcoming "Arab Summit" scheduled on Nov. 1-2 in Algiers. The foreign ministers' meeting will feature the handover of the Arab summit presidency between Tunisia and Algeria. Abdul Hamid Dbeibeh, prime minister of the Tripoli-based government, said on Friday that his executive authority is a “fundamental part of the last transitional stage before going to the elections”. Dbeibeh made his remarks on Twitter as part of his declaration of support for the U.N. Security Council Resolution 2656, adopted on Friday, which recognizes the desire of the Libyan people for elections and urges the Libyan political institutions and key stakeholders to agree on a roadmap to deliver these elections as soon as possible. “The Security Council’s resolution to call for elections on a quick constitutional basis while adhering to the road map clearly confirms and means that the current executive authority is a fundamental part of the last transitional stage before going to the elections,” stated the premier. “Therefore, we renew the call for the parties obstructing the elections to fulfill their obligations,” he added. Meanwhile, he rejected “military solutions and attempts to seize power, which undermine the entire political process and threaten stability and civil peace”.

The government of Fathi Bashagha, designated by the House of Representatives, welcomed on Saturday the U.N. Security Council Resolution 2656. Bashagha’s government, which is rival to the international recognized Government of National Unity led by Abdul Hamid Dbeibeh, stated that the Security Council resolution adopted on Friday “will help Libyans hold presidential and parliamentary elections under a unified government capable of enforcing its authority on all Libyan soil”. The United Nations Security Council on Friday renewed the mandate of the United Nations Support Mission in Libya for a year, after months of extending the mandate for short periods due to divisions. Since the November 2021 resignation of Jan Kubis of Slovakia, who served as the UN envoy to the country, the mandate of the UN Support Mission in Libya (MANOL) has only been renewed for periods of a few months. But the position has been vacant for a long time, as Security Council approval is deemed necessary and he has rejected several proposals made by UN Secretary-General Antonio Guterres. On Friday, the Security Council unanimously approved the extension of Manol’s mandate until October 31, 2023. The resolution calls on “all Libyan parties and other key stakeholders to cooperate constructively with (Abdullah Batili) to accomplish his mission.”The United Nations is leading mediation between the two competing governments for power in Libya, to reach a constitutional framework that will allow elections.

The oil-rich nation has been split between rival administrations in the east and west, each backed by rogue militias and foreign governments. It backs the resumption of efforts to resume intra-Libya talks to create conditions for elections. So UNSMIL’s 12-month extension until Oct. 31, 2023, was a vote of confidence for the former Senegalese minister and diplomat. They emphasized “that there can be no military solution in Libya” and called on all parties to refrain from violence.
