Prime Minister Abdul Hamid Dbeibah has ordered the establishment of a body independent from the Health Ministry to follow up on the oncology centres and help organize and secure the needed drugs. Dbeibah held an expanded meeting to discuss the matter with Health Minister Ramadan Abu Janah, the directors of oncology centres, the head of the Medical Supply Authority, and the director of the National Center for Decision Support. According to the GNU media office, discussions focused on the conditions of the oncology centres, their needs, and the challenges they face. "The PM issued instructions to the National Decision Support Center to discuss the issue and submit a final proposal in this regard," the office said. For his part, Health Minister Abu Janah praised the decision and said it would help regulate the work and care system in this area.

LNA Commander pointed out that experience had proven that any comprehensive solution or initiative would not succeed without the approval of the Libyan people. “LNA General Command urges the Libyan people to adhere to the right to self-determination and not to rely on foreign agendas,” he added. “We welcome the UN envoy and remind him of his pledges not to adopt any initiative to resolve the crisis unless it comes from the Libyan people,” Haftar stated. LNA Commander explained that the Libyan situation is different from what it had been, as it is witnessing a growing popular movement to bring about radical change. “Time is not on the side of parties seeking to manage the crisis without solving it in order to prolong it using flimsy pretexts and suspicious initiatives,” the Field Marshal said.

Libya has ‘‘concluded an agreement with Eni and BP to start drilling and producing gas in the Mediterranean’’, according to the chairman of its National Oil Corporation (NOC), Farhat Bengdara. Bengdara was speaking to Sky News Arabia during his participation in the Abu Dhabi International Petroleum Exhibition and Conference (ADIPEC) today. The gas field from which Eni and BP will start production is similar to the Egyptian Zohr field, but it is larger, he further added. Bengdara revealed that Libya expects oil revenues of between 35 and 37 billion dollars this year, the highest since 2013. He said the country’s proven gas reserves exceed 80 trillion cubic feet but that the sector needs new investments of US$ 4 billion annually to maintain the volume of oil production.

On this day, October 31, 1803 Libyan sailors captured the American frigate USS Philadelphia. Back then, captains of the Libyan navy, led by admiral Zureik, went out on several small dhows and lured the frigate USS Philadelphia to shallow rocky waters, where it was suspended and immobilized about 3 km off the coast of Tripoli. The Captain of Philadelphia, William Bainbridge, tried to refloat the frigate, which was subjected to a violent attack from the boats of the Libyan navy, but he failed, so he and his soldiers decided to surrender after they threw their guns into water and destroyed what they could destroy. Libya has agreed with Eni and BP to begin extracting natural gas from a Mediterranean gas field believed to be bigger than Egypt's huge Zohr field, the head of the National Oil Company (NOC) told Skynews Arabia on Monday. Eni will also invest $8 billion to develop natural gas fields in western Libya, NOC's Farhat Bengdara added. Speaking on the sidelines of an industry conference in Abu Dhabi, Bengdara told Skynews Arabia that Libya expects between $35 billion and $37 billion in oil revenue this year and that it has proven natural gas reserves that exceed 80 trillion cubic feet. WASHINGTON: An American woman who grew up on a farm in Kansas and joined the Islamic State in Syria, where she led an all-female military battalion, is to be sentenced Tuesday for providing support to a foreign terrorist group. Allison Fluke-Ekren, 42, faces up to 20 years in prison after pleading guilty to terror charges in June in a US District Court in Alexandria, Virginia. Born Allison Brooks, she grew up in a “loving and stable home” in Overbrook, Kansas, and was considered a “gifted” student, the US attorney said. She dropped out of high school in her sophomore year, however, and married a local man named Fluke, with whom she had two children. Her son from that marriage testified anonymously about years of abuse inflicted on him and his siblings by their mother.

Various initiatives have identified Public-Private Partnerships (“PPPs”) as a viable basis to engage the private sector, with the aim of improving both the quality of public infrastructure and the standards of public services. A key obstacle to the widespread adoption of PPPs in Libya is the absence of a specific Libyan legislative framework regulating PPPs. A Libyan PPP legislative framework should not be overly prescriptive in respect of the type of contract structure but should allow the market freedom to choose the most appropriate contracting method. The enactment of a PPP legislative framework in Libya requires careful consideration of several issues, particularly in relation to the sectoral application and financial arrangements of PPPs. He recently co-led a team in developing a bespoke Libyan PPP legislative instrument (in light of international best practices developed by UNCITRAL and EBRD model laws and regulations).

The establishment of incubators and innovation and leadership centres in Libyan universities was the topic of discussion last Wednesday between the Undersecretary of the Ministry of Higher Education, Saleh Al-Ghoul during his visit to the National Program for Small and Medium Enterprises (Libya Enterprise) in Tripoli. The Undersecretary was hosted by the head of the National Program for Small and Medium Enterprises, Abdel Nasser Abouzakieh and the Director of the Technology Incubator, Ramadan Al-Marhag, and several programme directors. During the meeting, a visual presentation on the technology incubator was presented, as well as ways of cooperation between the National Program for Small and Medium Enterprises and the Ministry of Higher Education were discussed.

Head of the Presidential Council, Muhammad Menfi, approved Monday the credentials of five new ambassadors to Libya. "The PC head approved the credentials of the Extraordinary Ambassador of the Republic of Sudan, Ibrahim Mohamed, Ambassador Mostafa Mihraje of France, Extraordinary Ambassador Issa Ahmed of Eritrea, Extraordinary Ambassador Hassan Ibrahim of Ethiopia, and Extraordinary Ambassador Ziyad Al-Mashaan of Kuwait," the PC media office stated. The ambassadors stressed the importance of consolidating their countries' relations with Libya and hoped for the return of stability and peace to Libya and its nation. Arab foreign ministers started the preparatory meeting for the Arab League summit scheduled for next Tuesday and Wednesday, and the meeting discusses the Libyan situation in the presence of Foreign Minister of the Government of National Unity, Najla Al-Mangoush. The Tunisian Foreign Minister Othman Jerandi hoped that the Libyan parties would reach a lasting settlement of the current crisis through a comprehensive Libyan dialogue in which Libya’s interest will prevail over all considerations. Jerandi called for a solidarity Arab move that would allow taking the lead in settling crises in Arab countries including Libya, Syria and Yemen for their stability and security within the framework of national sovereignty and to alleviate the humanitarian problems experienced by the peoples of those countries. The Algerian Foreign Minister Ramtane Lamamra reaffirmed that his country relies a lot on the contribution of everyone in the Arab summit to achieve a new start for joint action, according to an approach that goes beyond traditional methods to respond to the requirements of the present situation and can collectively chart a better future for Arab peoples and countries. The Algerian Foreign Minister also called for the necessity of assisting countries that suffer from circumstantial economic, political or security difficulties, with upholding the principles of good neighborliness, non-interference in the internal affairs of countries and respect for their sovereignty, independence and territorial integrity.

CAIRO (Reuters) - The European Union signed an agreement with Egypt on Sunday for the first phase of an 80 million-euro border management programme, a statement from the EU delegation in Cairo said, at a time when Egyptian migration to Europe has been rising. Since late 2016, irregular migration to Europe from the Egypt's northern coast has slowed sharply. However, migration of Egyptians across Egypt's long desert border with Libya and from Libya's Mediterranean coast to Europe has been on the rise, diplomats say. In 2021 more than 26,500 Egyptians were stopped at the Libyan border, according to the EU Commission document. The EU Commission document says that to date, Egypt has addressed irregular migration "predominantly from a security perspective, sometimes at the expense of other dimensions of migration management, including the rights based protection migrants, refugees and asylum seekers".

The mechanism for activating transit trade, free zones and the latest developments and preparations for organizing the Africa Transport and Transit Trade Forum and Exhibition were discussed during a meeting at the Ministry of Economy and Trade in Tripoli last Wednesday.
