OPEC oil production rebounded from its lowest this year thanks to Libya resolving, even if temporarily, a political crisis over control of the Central Bank, Reuters has reported. Libyan output has fully recovered after the country’s eastern-based government and Tripoli-based National Oil Corp (NOC) announced last week the reopening of all oilfields and export terminals. According to a Reuters survey, OPEC output clocked in at 26.33 million barrels per day in October, good for a 195,000 bpd increase from September's clip. Both Libya and Venezuela are exempt from OPEC+ production cut agreements. According to Reuters, Iraq cut output to 3.98 million bpd due to a drop in production in northern Iraq as well as lower domestic consumption.

In just its third year of operation, the U.S.-funded Cyprus Centre for Land, Open Seas and Port Security (CYCLOPS) has far exceeded expectations. On Monday, a group of Cypriot and Egyptian officials started a two-day seminar on maritime cybersecurity led by the U.S.-based Sandia National Laboratories. “There’s such a huge interest by different agencies of the U.S. and the U.N. too, because they have seen the value of utilizing CYCLOPS because of its proximity to their neighboring countries,” Chrysiliou said. The center's managers want to procure an expansive virtual reality system enabling officials to safely train on biological, chemical and radiological agents. It’s still early days for the center to count on headline-grabbing cases where WMD materials have been seized at any given border.

Abu-Obe urged citizens to remain calm and assured them that the Ministry is closely monitoring the situation to ensure the safety and well-being of Nigerians in Libya. Another local blog, Libya News Today 1, also called on the government to apprehend undocumented Nigerian workers, proposing a $500 fine and appropriate taxation. This confirmation came amidst rising tensions between Nigeria and Libya, after Nigerian football players were stranded at an airport in Libya for about 18 hours. Aftermath of the recent ruling by the Confederation of African Football (CAF) Disciplinary Board against the Libya Football Federation (LFF), members of the Nigerian community have reported mass arrests and fines imposed on them in Libya. This may not be unconnected to the verdict delivered by the Confederation of African Football, (CAF), in response to the complaint lodged by the Nigeria Football Federation, (NFF), over the treatment meted out to the Super Eagles in Libya. “The fine that Libya is accused of will be paid by Nigerian citizens who live in Libya. The Libyan government will pay the Nigerian government from their citizens’ money,” the post said. Meanwhile, the Ministry of Foreign Affairs has reaffirmed the government’s commitment to protecting its citizens in Libya.

The disciplinary board ruled that the Libyan Football Federation breached Article 31 of the Africa Cup of Nations Regulations and Articles 82 and 151 of the CAF Disciplinary Code. “The fine that Libya is accused of will be paid by Nigerian citizens who live in Libya. “Yesterday, the verdict was issued that Libya has to pay a fine of $50,000 to CAF due to the way they treated the Nigerian football team. One hundred and fifty seven more stranded irregular Bangladeshi migrants returned home today (October 22) from Libya. Upon arrival, the repatriated migrants were received by the officials of the foreign ministry and IOM at the airport. Many of them had suffered abduction and abuse during their time in Libya, said the foreign ministry. The foreign ministry’s officials urged the returnees to raise awareness within their communities about the danger of illegal migration, particularly the perilous journey to Europe via Libya. The IOM provided each repatriated individual with a cash grant of Taka 6,000, food supplies, medical assistance, and temporary accommodation if required.

Italian far-right leader Giorgia Meloni’s flagship ‘return hub’ for Albanian detention centres to take in failed asylum seekers from Italy, has hit an immediate legal hurdle. According to Italy’s own rules for the scheme, only adult men who are not vulnerable and who are from designated safe countries can be sent to the centers. In February 2024, Italy finalised a deal with Albania to transfer up to 36,000 asylum seekers to detention centres in Albania each year. Despite this investment, the opening of the detention centres has been delayed by more than three months. Individuals whose cases fit the criteria for “fast-track asylum procedures” will be transferred to detention centres in Albania.

A group of 157 undocumented Bangladeshi nationals, who wanted to voluntarily return home from Libya, arrived in Dhaka early Tuesday. Most of them entered Libya facilitated by human traffickers, with the intention of illegally travelling to Europe via the sea route. They were victims of kidnapping and torture at different times in Libya, according to the foreign ministry. After arrival, the returnees were received by ministry officials and the International Organization for Migration (IOM) at the Dhaka Airport. IOM provided each repatriated person from Libya with Tk 6000 and some food items.
