Libyan PC President leaves Algiers after two-day visit
The President of the Libyan Presidential Council (PC), Mohamed al-Menfi, left the Algerian capital, Algiers, after meeting President Abdelmadjid Tebboune, concluding a two-day visit accompanied by a number of officials. An official farewell ceremony was held for al-Menfi at Houari Boumediene International Airport in Algiers, where Prime Minister Ayman bin Abdulrahman and a number of Algerian officials. Al-Menfi had held talks with Tebboune at the headquarters of the Presidency of the Algerian Republic, without revealing their content neither by the Presidential Council or the Algerian Presidency. On Tuesday, al-Menfi arrived in the capital, Algiers, at a special invitation from the Algerian president, where he was received by Prime Minister Ayman bin Abdulrahman. This visit comes within the framework of strengthening bilateral relations between the two countries.

UN demands Russia reverse 'illegal' annexations in Ukraine
It was the strongest support from the General Assembly for Ukraine and against Russia of the four resolutions it has approved since Russian troops invaded Ukraine Feb. 24. The Western-sponsored resolution was a response to Russia’s announced annexation last month of Ukraine’s Donetsk, Luhansk, Kherson and Zaporizhzhia regions. By contrast, the General Assembly, where there are no vetoes, has now approved four resolutions criticizing Russia over Ukraine. Australian Ambassador Mitch Fifield called Russia’s attempted annexation “illegal and a dangerous escalation” and urged all countries to support the resolution to oppose acts of aggression. He argued that U.S. interference in the internal affairs of countries is continuing in the 21st century.

A new U.N. report finds migrants in Libya are subject to systematic human rights violations and abuse to compel them to accept so-called assisted returns to their countries of origin. Authors of the report say migrants in Libya are trapped in an untenable situation. The report says migrants frequently are compelled to accept assisted return to escape abusive detention conditions. The U.N. human rights office is calling on Libya and involved states to take immediate steps to address what it calls an indefensible, unconscionable situation. It says Libyan authorities must end all violations and abuses of migrants’ rights.

OPEC Raised Oil Production In September But Remained Below Target
OPEC raised its crude oil production by 146,000 barrels per day (bpd) in September compared to August, but the ten OPEC members in the OPEC+ pact still had their total output well below the target level under the agreement. OPEC’s oil production rose to 29.767 million bpd last month, according to secondary sources in the cartel’s closely watched Monthly Oil Market Report (MOMR) published on Wednesday. Despite the fact that Nigeria boosted its oil production by 31,000 bpd in September, it is massively lagging behind its quota, and its oil production is at the lowest level in at least three decades. Despite the rise in production last month, OPEC and the wider OPEC+ group that includes Russia are still estimated to be around 3.6 million bpd below the collective target. Despite the headline number of a cut of 2 million bpd, the actual reduction from current OPEC+ oil production would be half that figure, at around 1 million bpd-1.1 million bpd.

Algerian President hopes 2023 will bring about solution to Libya's crisis
The Algerian President Abdulmajid Tebboune met in Algiers on Wednesday with the Head of Libyan Presidential Council Mohammed Menfi and reiterated his hope that 2023 would bring about a solution to the Libyan crisis that could regain stability and achieve prosperity, adding all countries realized now that the solution would be through elections. "We are optimistic because all friends in Europe and abroad, even neighbors, are certain today that the solution in Libya inevitably goes through elections as per what Libyans themselves decide without interference from any party. It is a rich country, and the welfare of the people is supposed to be clear to all." Tebboune said. Menfi reiterated the Algerian important role l, especially in the Arab League, in achieving a unified Arab position on Libya, reiterating the significance of the constitutional basis for holding elections in order to start regaining stability in the country.

Menfi in Algeria for talks with Tebboune

Libya, Egypt health authorities review cooperation contract for muscular dystrophy treatment
Deputy Prime Minister/ Minister of Health Ramadan Abu Janah has discussed with the Director of the International Medical Center in Cairo, Dr. Ashraf Abdel-Radi, issues in the contract concluded with the center to treat Libyan patients with atrophy. Last March, Libya signed an MoU to send muscular dystrophy patients to receive treatment at the International Medical Centre during a visit by the health minister to Cairo. A statement by the Ministry of Health said the two sides discussed the financial settlement of previous patients and a mechanism for accepting new cases. According to the statement, the health ministry will resume dispatching Libyan patients to the centre provided the cases referred match the gene therapy. The agreement also allows Libyans to receive three months of physical therapy instead of a month, with an emphasis on the qualification of the accompanying medical staff.

Egypt’s intelligence chief arrives in Benghazi for meeting with Haftar
Egyptian intelligence chief Abbas Kamel arrived today in Benghazi in eastern Libya to meet the General Commander of the Libyan National Army (LNA), Field Marshal Khalifa Haftar, according to multiple press reports. HoR, HCS discuss return to 1951 constitution in Libya
Al-Orfi explained in press statements that this is the first meeting of its kind held in Cyrenaica between the Parliament members and the HCS members. The Parliament member indicated that the meeting discussed the demand of 30 MPs from Cyrenaica to return to the unamended 1951 Constitution, which constitute federal system. Waheida explained that the meeting is informal and will discuss the latest developments and demands to return to the 1951 constitution . It is noteworthy that 30 members of the Libyan Parliament demanded the Speaker, Aqila Saleh, to present the unamended 1951 constitution to the Parliament for deliberation regarding a return to the federal system in Libya.
