The President of the Libyan Presidential Council (PC), Mohamed al-Menfi, left the Algerian capital, Algiers, after meeting President Abdelmadjid Tebboune, concluding a two-day visit accompanied by a number of officials. An official farewell ceremony was held for al-Menfi at Houari Boumediene International Airport in Algiers, where Prime Minister Ayman bin Abdulrahman and a number of Algerian officials. Al-Menfi had held talks with Tebboune at the headquarters of the Presidency of the Algerian Republic, without revealing their content neither by the Presidential Council or the Algerian Presidency. On Tuesday, al-Menfi arrived in the capital, Algiers, at a special invitation from the Algerian president, where he was received by Prime Minister Ayman bin Abdulrahman. This visit comes within the framework of strengthening bilateral relations between the two countries.

A new U.N. report finds migrants in Libya are subject to systematic human rights violations and abuse to compel them to accept so-called assisted returns to their countries of origin. Authors of the report say migrants in Libya are trapped in an untenable situation. The report says migrants frequently are compelled to accept assisted return to escape abusive detention conditions. The U.N. human rights office is calling on Libya and involved states to take immediate steps to address what it calls an indefensible, unconscionable situation. OPEC raised its crude oil production by 146,000 barrels per day (bpd) in September compared to August, but the ten OPEC members in the OPEC+ pact still had their total output well below the target level under the agreement. OPEC’s oil production rose to 29.767 million bpd last month, according to secondary sources in the cartel’s closely watched Monthly Oil Market Report (MOMR) published on Wednesday. The Algerian President Abdulmajid Tebboune met in Algiers on Wednesday with the Head of Libyan Presidential Council Mohammed Menfi and reiterated his hope that 2023 would bring about a solution to the Libyan crisis that could regain stability and achieve prosperity, adding all countries realized now that the solution would be through elections. Deputy Prime Minister/ Minister of Health Ramadan Abu Janah has discussed with the Director of the International Medical Center in Cairo, Dr. Ashraf Abdel-Radi, issues in the contract concluded with the center to treat Libyan patients with atrophy. Last March, Libya signed an MoU to send muscular dystrophy patients to receive treatment at the International Medical Centre during a visit by the health minister to Cairo. A statement by the Ministry of Health said the two sides discussed the financial settlement of previous patients and a mechanism for accepting new cases. According to the statement, the health ministry will resume dispatching Libyan patients to the centre provided the cases referred match the gene therapy. The agreement also allows Libyans to receive three months of physical therapy instead of a month, with an emphasis on the qualification of the accompanying medical staff.

Egyptian intelligence chief Abbas Kamel arrived today in Benghazi in eastern Libya to meet the General Commander of the Libyan National Army (LNA), Field Marshal Khalifa Haftar, according to multiple press reports. It is noteworthy that 30 members of the Libyan Parliament demanded the Speaker, Aqila Saleh, to present the unamended 1951 constitution to the Parliament for deliberation regarding a return to the federal system in Libya.
