PHOENIX (AP) — Arizona voters this November will decide whether to allow students regardless of their immigration status to obtain financial aid and cheaper in-state tuition at state universities and community colleges. Voters in 2006 overwhelmingly approved a proposition that prevented students who entered the U.S. without authorization from getting in-state tuition and other financial benefits. Arizona Republican State Sen. Paul Boyer introduced the measure for the ballot and it was passed by both houses. The Arizona Board of Regents this spring approved base in-state undergraduate tuition of $10,978 for the 2022-2023 school year and a $29,952 base tuition rate for out-of-state undergraduate students. HUNTSVILLE, Texas (AP) — A Texas death row inmate whose case redefined the role of spiritual advisers in death chambers nationwide was executed Wednesday, despite the efforts of a district attorney to stop his lethal injection. Ramirez challenged state prison rules that prevented his pastor from touching him and praying aloud during his execution, saying his religious freedom was being violated. On Monday, the Texas Board of Pardons and Paroles unanimously declined to commute Ramirez’s death sentence to a lesser penalty. Ramirez’s attorney, Seth Kretzer, said while he feels empathy for Castro’s family, his client’s challenge was about protecting religious freedoms for all. Also in April, four of Castro’s children filed a motion asking that Ramirez’s execution order be left in place.

Energy ministers meeting at the Vienna headquarters of the OPEC oil cartel cut production by 2 million barrels per day starting in November at their first face-to-face meeting since the start of the COVID-19 pandemic. The fall in oil prices has been a boon to U.S. drivers, who saw lower gasoline prices at the pump before costs recently started ticking up, and for U.S. President Joe Biden as his Democratic Party gears up for congressional elections next month. The EU agreed Wednesday on new sanctions that are expected to include a price cap on Russian oil. At its last meeting in September, OPEC+ reduced the amount of oil it produces by 100,000 barrels a day in October. That token cut didn’t do much to boost lower oil prices, but it put markets on notice that the group was willing to act if prices kept falling.

Indianapolis Colts running back Jonathan Taylor will miss Thursday night's game at Denver with an ankle injury. The Colts (1-2-1) also ruled out linebacker Shaquille Leonard, safety Julian Blackmon and defensive end Tyquan Lewis for the Week 5 game against the Broncos (2-2). On Tuesday, Colts head coach Frank Reich and Taylor both said they were hopeful that the injury wasn't severe enough to keep him out. Taylor, the 2021 NFL rushing champion, sustained the injury in the fourth quarter of Sunday's 24-17 loss against the Tennessee Titans. Taylor, 23, has rushed for 328 yards and a touchdown and has nine catches for 44 yards in four games this season.

The representative of the World Health Organization (WHO) in Libya, Elizabeth Hof, has confirmed the organization’s priority to provide medicines and medical supplies to support emergency health services in Libya, reiterating the its commitment to supporting the efforts of the Ministry of Health. This came during her meeting with the Acting Minister of Health, Ramadan Abu Janah, where they discussed ways to enhance joint cooperation in the health field, according to the media center of the Government of National Unity. Both sides discussed setting up a mechanism for cooperation regarding strengthening the health response and providing medicines and vaccinations in the fastest possible way.

THE HAGUE, Netherlands (AP) — Ethiopia has turned over to Dutch judicial authorities a 38-year-old Eritrean man suspected of playing a leading role in a major international criminal network that smuggled Eritreans to the Netherlands. The man extradited to the Netherlands already has been convicted in Ethiopia and sentenced to 18 years. Prosecutors say he worked with alleged people smuggling kingpin Kidane Zekarias Habtemariam, who was put on the Netherlands most-wanted list last year. He escaped from custody in Ethiopia while on trial there on people smuggling charges, Dutch prosecutors said. “Since these criminal offenses partly took place in the Netherlands, the Netherlands Public Prosecution Service has jurisdiction to prosecute him for these crimes,” prosecutors said.

The U.S. State Department has stated that Libya’s Government of National Unity, led by Abdul Hamid Dbeibeh, is obligated “not to consider new agreements” after the latter recently a signed controversial hydrocarbons deal with Turkey. 121 migrants were disembarked back on Libyan shores in the period from 25 September to 1 October, 2022, according to the International Organization for Migration (IOM). So far in 2022, 16,627 migrants have been disembarked on Libyan shores, IOM said on Wednesday. It added that 415 migrants died and 714 went missing in the period from 1 Jan to 30 September, 2022 on the Central Mediterranean route. in 2021, 32,425 migrants were disembarked on Libyan shores, while 662 died and 891 went missing, the Organization added.

Speaker of the Libyan House of Representatives (HoR), Aguila Saleh, sent an official letter to the UN Secretary-General, Antonio Guterres, regarding the invalidity of any memorandums of understanding concluded by the Government of National Unity (GNU) headed by Abdel Hamid Dbeibeh, noting that they have no legal effect and do not bind the Libyan state. Saleh explained that the Dbeibeh government’s mandate had constitutionally ended in accordance with the terms of the political agreement, and had failed to carry out its duties and tasks specified in the road map issued by the Libyan Political Dialogue Forum (LPDF) issued in December 2020. HoR Speaker said that the Dbeibeh government was involved in concluding memoranda of understanding and agreements for oil and gas exploration in the economic waters of the eastern Mediterranean with Turkey, in violation of the text Article VI, the tenth paragraph of LPDF. It is noteworthy that the sixth article of the tenth paragraph of the political agreement stipulates that “the executive authority shall not consider, during the preliminary stage, new or previous agreements or decisions that harm the stability of the foreign relations of the Libyan state or impose long-term obligations on it.”Saleh said that “committing this deliberate violation would destabilize the security and stability of the eastern Mediterranean region and with the neighboring countries of Egypt, Greece and Cyprus.”On Monday, the Government of National Unity signed two memoranda of understanding on energy and gas with Turkey. GNU Foreign Minister Najla Manqoush said in a press conference: “The memorandum of understanding between the two countries is in the interest of both countries and contributes to solving the global crisis regarding energy and gas.”
