The Speaker of Libya’s House of Representatives, Aguila Saleh, and the Chairman of the High Council of State , Khaled Al-Mishri, will hold a brief meeting in Cairo tomorrow, Wednesday, August 31, Italian news agency Nova reports. Citing unnamed “Libyan parliamentary source”, Nova stated the meeting would cover the most controversial issues of the basic constitution for the elections, namely the articles on the dual citizenship of the next president and the candidacy of military personnel. According to Nova’s source, Saleh does not intend to withdraw the confidence of the designated prime minister, Fathi Bashagha.

UN Fact-Finding Mission in Libya compiles evidence after Tripoli clashes
Independent Fact-Finding Mission on Libya announced on Monday that is monitoring the unfolding situation in the country’s capital and compiling evidence of human rights violations, few days after clashes erupted between armed groups causing the death of 32 people with 159 injured. In a statement published on the website of the Office of the U.N. High Commissioner for Human Rights (OHCHR), the mission said that its investigators are “monitoring reports of indiscriminate shelling resulting in civilian deaths and massive destruction of civilian property, including vehicles, houses, buildings, and medical facilities.”“The FFM Libya condemns the use of force and violence with heavy weapons and the failure by armed groups to take measures to safeguard civilians and civilian property from the impact of the fighting, and to take precautionary measures,” it said. The mission affirmed that it is “monitoring the unfolding situation and is compiling evidence of violations of international human rights law and international humanitarian law with a view to ensuring that those responsible for international crimes are brought to justice.”It also urged the Libyan authorities to “utilize maximum restraint and engage in dialogue to resolve political differences to facilitate a transition to peace, democracy, human rights and rule of law in Libya.”

Ministry of Health eyes cooperation with Bangladesh in pharmaceutical industries
The Deputy Prime Minister, who is the Acting Minister of Health, Ramadan Abu Jinnah, has discussed with the Ambassador of Bangladesh to Libya, Shamim-Uz-Zaman, the mechanisms for optimal utilization of Bangladeshi medical and auxiliary medical staff in operating hospitals and medical centers in southern Libya. During a broad meeting attended by Director of International Cooperation, Azzam Al-Qamoudi, the two parties discussed a number of issues, such as pharmaceutical industries, and international manufacturing companies that have Bangladesh as their headquarters, due to cheap labour. The meeting concluded with an agreement to form a technical committee from the Ministry of Health to visit factories specialized in pharmaceutical industries in Bangladesh, in addition to holding meetings with health officials there to discuss cooperation and exchange of experiences between the two countries.

China urges US not to be ‘troublemaker’ for peace in Taiwan Straits
BEIJING: China on Monday urged the United States not to be the “troublemaker for peace and stability of the Taiwan Straits,” one day after two U.S. warships sailed through the Straits. The U.S. cruisers Chancellorsville and Antietam sailed through the Taiwan Straits on Sunday, the first such transit publicized since U.S. House Speaker Nancy Pelosi made a provocative visit to China’s Taiwan region on August 2. The passage of the U.S. warships was “very consistent” with the U.S. “one-China policy” and seeking “a free and open Indo-Pacific,” a White House official said on Sunday, according to Reuters. Zhao Lijian, spokesperson for the Chinese Foreign Ministry, refuted the U.S. claim at a regular press briefing on Monday in Beijing. “China urged the U.S. side to stop hollowing out the one-China principle, abide by the one-China principle and the provisions of the three China-U.S. joint communiques honestly, and not to be the troublemaker for peace and stability of the Taiwan Straits,” he said.

Untangling the Libyan Crisis as violence surges in the country
The powerful eastern faction of Haftar, led by parliament speaker Aguila Saleh, has shown little inclination to compromise in its goal to depose Dbeibah and reinstate Bashagha. However, with Bashagha seemingly unable to form a coalition of western factions capable of installing him in Tripoli, they may have to reconsider. Tentative calm in Libyan capital after clashes kill 32
Certain armed groups seen as neutral in the latest crisis moved to back Mr. Dbeibah this weekend to push back Mr. Bashagha's second attempt to enter the capital. On August 27 evening, Mr. Dbeibah posted a video of himself surrounded by bodyguards and greeting fighters supporting his administration. Mr. Bashagha denied such talks had taken place, and accused Dbeibah's "illegitimate" administration of "clinging to power". On Saturday evening Mr. Dbeibah ordered the arrest of anyone involved in the "attack on Tripoli", both civilian and military. "The armed groups that found themselves on the same side in yesterday's Tripoli fighting will tomorrow clash over turf, positions and budgets," he wrote on Twitter.

Libya capital remains tense a day after clashes kill over 30 people
Militias patrolled nearly deserted streets in Libya's capital Sunday, a day after clashes killed over 30 people and ended Tripoli's months-long stretch of relative calm. They recounted horrific scenes of people, including women and children, trapped in their homes, government buildings and hospitals. Militia clashes are not uncommon in Tripoli. Last month, at least 13 people were killed in militia fighting. In May, Bashagha attempted to install his government in Tripoli, triggering clashes that ended with his withdrawal from the city.
