August 23, 2022 — Tripoli (AFP)The United Nations on Tuesday voiced "deep concern" over growing tensions between rival Libyan forces, calling for "immediate" moves to calm the situation. Libya has been ravaged by repeated conflicts since the 2011 revolt that overthrew dictator Moamer Kadhafi. In its statement on Tuesday, UNSMIL warned that "the current political stalemate ... cannot be resolved through armed confrontation." It called for an "immediate de-escalation" said that "the use of force by any party is not acceptable" and would not lead to international recognition. Last month, the most deadly clashes between rival groups in Tripoli since 2020 left 16 people dead including a child.

The Mission called for “immediate de-escalation” and reiterated that the use of force by any party is “not acceptable” and “will not lead to an outcome that secures recognition by the international community.”Libya has in recent times been confronted in stalemate after the eastern-based parliament swore in a new prime minister despite the incumbent in Tripoli refusing to cede power, leading to a standoff with armed factions backing each side. Rival forces have engaged in arm confrontation in the capital, Tripoli, raising the prospect of wider clashes and a return to sustained warfare after two years of comparative peace. In Tripoli, Abdulhamid al-Dbeibah was installed last year through a UN-backed process to head the new Government of National Unity and oversee an election that was scheduled to be held last December. After the election process collapsed, leading to rival factions refusing to agree on the rules, the eastern-based parliament said Dbeibah’s term had expired and it appointed Fathi Bashagha to lead a new government. However, Dbeibah and some major factions in northwest Libya have rejected the parliament’s right to replace him and he has said he will only quit after national elections.

In Tripoli, the UN in Libya commemorated the International Day of Remembrance of and Tribute to the Victims of Terrorism at the memorial that was erected in honour of staff who lost their lives during the 10 August 2019 attack in Benghazi. Acting Head of UNSMIL Assistant Secretary-General Raisedon Zenenga, who laid a wreath at the memorial on 21 August, said: “Today is an occasion to reiterate our commitment to honour and support victims and survivors of terrorism and to promote and protect the full enjoyment of survivors’ human rights and fundamental freedoms. The United Nations stands in solidarity with all victims and survivors of terrorism as they heal from their trauma, along with their families and communities.”

ANCONA, Italy (AP) — Leading her first election campaign rally, Italian far-right leader Giorgia Meloni on Tuesday slammed the European Union energy’s strategy, saying families and businesses are being “brought to their knees” by soaring prices. Meloni's main rival in opinion polls in the last several weeks is Democratic Party leader Enrico Letta, a former center-left premier. Sky-high energy prices “have forced businesses and families down to their knees," Meloni said. Meloni has called for naval blockades in the Mediterranean to foil migrant smugglers from launching unseaworthy vessels from Libya toward Italy's shores. A few protesters rallied near the square where Meloni spoke, with one of them holding a sign contending the leader foments hate.

And did I mention that, because Libya doesn’t have a constitution, it’s unclear what their powers actually involve? As for the Libyan Political Dialogue Forum, meant to represent a mystical “cross-section of Libyan society,” it’s now under investigation for corruption. As we now know, Libya is not a graveyard for diplomatic careers, even though it should be. He is coordinator of the National Initiative for the Return to Constitutional Monarchy.

The statement’s release follows appeals by the United States and the United Nations for Libyan parties to refrain from use of violence amid growing mobilization of forces in Tripoli, which could escalate into conflict. Tripoli is torn between armed groups loyal to Bashagha, who was selected by the House of Representatives to lead the country as interim premier lastFebruary, and groups which support Abdul Hamid Dbeibeh, who refuses to relinquish power and remains recognized as the country’s leader by the international community. After several abortive attempts to enter Tripoli, all of which led military confrontations, Bashagha decided to settle his government in Sirte in order to “avoid bloodshed”. However, he indicated on multiple occasions afterwards that he is still keen on assuming office in the capital. “Pardon, forgiveness and reconciliation for everyone who joins us under the banner of legitimacy and works under the authority of the state we represent,” concludes the statement of Bashagha’s government.

The National Center for Disease Control in Libya (NCDC) reported on Tuesday that 42 people tested positive for COVID-19, marking 26 percent of the infection rate. 93 people recovered in the same reporting period. The total recorded COVID-19 cases in Libya have reached more than 500,000 since the start of the pandemic, while over 490,000 of which have recovered, according to the NCDC. The virus has claimed the lives of 6,436 people in total. Over two million people received at least one dose of the COVID-19 vaccine, while over one million were fully vaccinated with two doses.
