Patrols of the Tasks Department of the General Directorate of Security Operations managed to thwart a smuggling operation of migrants across the shores of Al-Qaraboli area, east of Tripoli. In a statement, the Ministry of Interior indicated that the number of migrants in this smuggling attempt totaled 94 from several African countries, including 45 women and 9 children. It also announced that it rescued 21 illegal migrants off the coast of Al-Qaraboli as well, confirming that two boats belonging to the General Administration of Coast Security Branch, Tripoli, Al-Qaraboli Post, had rescued the migrants who were on board a fishing boat on Friday night.

Minister of State for Communication and Political Affairs of the Dbeibeh’s outgoing government, Walid al-Lafi, who is accused of supporting extremist groups in Libya through media, headed a delegation participating in a conference against Islamophobia held in Istanbul, Turkey on 22 October. “Libya is participating in the 12th Conference of Information Ministers of the Organization of Islamic Cooperation held in the Turkish city of Istanbul, under the slogan “Combating Misinformation and Islamophobia in the Post-Truth Era,” according to the outgoing government of Abdul Hamid Dbeibeh. “Libya is represented in the conference by Minister of State for Communication and Political Affairs, Walid Al-Lafi,” the government said in a statement. Al-Lafi met, on the sidelines of the conference, with a number of information ministers of member states, to discuss cooperation in the fields of media and government communication, joint drama production and cooperation at the level of national channels and news agencies, the statement pointed out. Al-Lafi used to be in charge of a television channel that supported extremist groups and militias against the army.

Field Marshal Khalifa Haftar, the General Commander of the Libyan National Army (LNA), held talks today with the U.K. Ambassador to Libya, Caroline Hurndall, in Benghazi, according to LNA’s media office. The Tripoli-based Government of National Unity, led by Abdul Hamid Dbeibeh, is preparing for launch a second edition of the ‘Libya Stabilization Conference’, announced Foreign Minister Najla Mangoush on Friday. “Today we are closer to elections than ever before,” Al-Manqoush tweeted, explaining that the Libya Stabilization Conference was the first building block for stability and prosperity after more than 10 years. She did not, however, disclose the date for the second edition. “Following the global success achieved by the conference, in which Libya confirmed that it owns and leads its affairs in the events related to its security, stability and sovereignty, some parties have tried to obstruct our efforts, but we will not pay any attention”, she added. Last year, the capital, Tripoli, hosted the first conference on the stability of Libya, with the participation of 31 countries and international organizations, including the United Nations, the European Union, the Arab League, the African Union, neighboring countries, major countries, and others from the region.

The Security Council will convene Monday, October 24, for an open briefing, followed by closed consultations, on the U.N. Support Mission in Libya (UNSMIL), according to a statement by the council. During the meeting, the U.N. Special Envoy to Libya Abdoulaye Bathily will brief the Council for the first time in this capacity. The Council is also expected to vote on a resolution renewing the mission’s mandate, which expires on 31 October, in accordance with resolution 2647. When renewing the mission’s mandate, Council members might consider increasing UNSMIL’s advisory capacity with additional experts on constitutional and electoral matters. Council members could consider holding a closed Arria-formula meeting with Libyan civil society representatives to help generate ideas for promoting dialogue between the rival political factions in Libya and supporting an inclusive political process leading to elections.

The Italian Nova Agency has revealed that an international meeting to be held to discuss the Libyan crisis, in the British capital, London, from October 26 to 28, according to Libyan sources. The meeting will be held in the presence of representatives from the United Kingdom, the United States, France, Italy, Germany, Egypt and Turkey. The agency also indicated that these consultations came after a meeting was held last December in Berlin, which was under the so-called coordination of countries 2 + 3 + 2.
