Turkey anticipates to open its consulate in Benghazi on December 24 if authorities in eastern Libya provides the conditions for that, Turkish ambassador to Libya Kenan Yilmaz told the press on Sunday. Yilmaz also revealed that there are “some obstacles that impede lifting the visa restrictions for Libyans now, and we hope that they will be lifted soon.”Commenting on the Turkish-Libyan hydrocarbons deal signed recently in Tripoli, the diplomat affirmed that the deal “does not target the interests of any other country”. He also maintained that “the agreement will not be subject to political blackmail.”The deal sparked wide controversy and angered Libyan and international actors who deemed the agreement as “illegal”. Libya’s east-based parliament have quickly rejected deal, declaring that the Tripoli-based transitional government, led by Abdul Hamid Dbeibeh, is unauthorized to broker long-term agreements with international parties since its mandate had expired. “When the political parties in eastern Libya look at the texts of the memorandum in detail, they will not reject it because it is in the interest of Libya and the Libyans,” Yilmaz said.

Libya and Serbia have signed on Monday a memorandum of cooperation between the Serbian Diplomatic Academy and the Libyan Institute of Diplomatic Studies in order to enhance the capacity of Libyan diplomatic cadres, according to a statement by the Tripoli-based foreign ministryOverseeing this cooperation is Libyan Foreign Minister Najla Mangoush and her Serbian counterpart Nikola Selakovic. The two diplomats held talks in Belgrade, discussing a variety of issues from economic trade to potential reopening of the Serbian embassy in Tripoli.

The Ministry of Foreign Affairs of the Government of National Unity offered its condolences to Turkey on the victims of the coal mine explosion in the north of the country, which killed about 40 people. The ministry said in a statement on Saturday that it expresses the solidarity of "the State of Libya with the Republic of Turkey as a result of the explosion at a mine in Bartin province in northern Turkey." It wished a speedy recovery for the injured, and that "the efforts of the relevant authorities be crowned with success in reaching and rescuing those trapped." Earlier on Saturday, Turkish Interior Minister, Süleyman Soylu announced that the death toll from the coal mine explosion had risen to at least 40, in an accident that occurred on Friday, the worst of its kind in years in Turkey.

It all started with proceedings from the parliament. The Naya Pakistan Housing Development Authority (NAPHDA) was asked to provide an update on progress made by them in building 5 million low cost units (LCUs) for lower income groups. In response, a very long tabulation came to the conclusion that in four years all NAPHDA has to show for itself are 172,428 housing units in various projects throughout the country.. Except even that number is a huge stretch.

The Prime Minister of the Government of National Unity in Tripoli, Abdel Hamid Dabaiba, met with the new Special Envoy of the Secretary-General of the United Nations and Head of the United Nations Support Mission in it, Abdullah Batili, today, Sunday, at the Cabinet Office, in the envoy’s first official meeting after his assignment, according to Dabaiba’s media office. The statement stated that Dabaiba affirmed his government’s support for the tasks entrusted to Batelli, in order to achieve stability and access to elections. During the meeting, Dabaiba presented a number of explanatory presentations on government spending indicators and distributive justice, and the features of the road map reached by the Committee for the Return of the Secretariat to the People, formed last March. Batili also met with the President of the Presidential Council, Muhammad Al-Manfi, who received him today in his office in Tripoli. The day before yesterday, Batili arrived in the Libyan capital on his first visit after his assignment last September.

Italian activists gathered on Saturday in front of the headquarters of the Italy-Libya Chamber of Commerce to demand revocation of their country’s 2017 memorandum with Libya. The activists held a slogan that reads “closed for violation of human rights” at the entrance gate of the Italy-Libya Chamber of Commerce. In 2017, Italy signed the memorandum with Libya for cooperation with the Libyan coastguard, which included the provision of four patrol vessels. The deal empowered the Libyan coastguard to intercept migrant boats at sea and redirect them to Libya, where aid agencies say refugees are abused and tortured. After the protest on Saturday morning, activists announced more actions in many other Italian cities.

The annual meeting of the World Bank Group and the International Monetary Fund discussed in Washington D.C. the factors that led to the decline in economic growth around the world. The Minister of Finance in the Government of National Unity, Khalid Al-Mabrouk attended the meeting in a delegation that included the Governor of the Central Bank, Al-Siddiq Al-Kabir. Discussions included tackling economic crises and global economies' challenges that held back growth in many countries. The meeting resulted in adopting annual reports, financial lists, auditing reports and steering budget for 2023 of the World Bank Group and the International Monetary Fund.

The new United Nations envoy and Head of its Support Mission in Libya (UNSMIL) Abdoulaye Bathily, who was appointed in last September to replace Jan Kubis, arrived Friday in Tripoli to start his work. Bathily arrived in Mitiga Airport and was received by Deputy Foreign Minister Omar Katti. UNSMIL said in a statement that Bathily will lead the United Nations’ good offices and mediation efforts to reach a sustainable and peaceful Libyan-led and Libyan-owned solution as well as oversee the work of UNSMIL. “Restoring the electoral process will support fostering national unity and stability and renew the legitimacy of institutions in the country.” The Senegalese diplomat said. The statement said the United Nations remains committed to supporting Libya to hold inclusive presidential and parliamentary elections, adding that the will of the millions of Libyan people who registered to vote should be respected.
