Lee made the remarks at a symposium commemorating the 33rd anniversary of the promulgation of the Basic Law of the HKSAR held by the Joint Committee for the Promotion of the Constitution and Hong Kong Basic Law on Saturday. The Hong Kong leader said both the Constitution and the Basic Law form the constitutional basis of the city and reflect the inseparable relationship between the central government and Hong Kong. Based on the solid legal foundation jointly established by the Constitution, the Basic Law and the national security law as well as the city's long-term prosperity and stability have been safeguarded in an effective manner, he added. The Land Transportation Office (LTO) is seeking a full takeover of the IT system, which the government contracted from a German firm to handle all transactions in the agency since 2019 to finally resolve the perennial issues hounding the LTO. LTO chief Vigor Mendoza II said the takeover of the Land Transportation Management System (LTMS) would not only expedite the services provided by the agency, but also address all the technical issues raised by the Commission on Audit and the Department of Information and Communications Technology. “Our IT experts are capable of operating and maintaining the system. The LTO is pushing for full digital transactions before the end of November this year. According to Mendoza, the LTMS is currently handling 100 percent of the issuance of the driver’s license, while the renewal of motor vehicle registration is at 95 percent.

A 27-year-old biker is now in critical condition after he was hit by a van which suddenly cut into his driving lane on Tuen Mun Road Saturday morning. The crash occurred around 7.32 am today on the Kowloon-bound section of Tuen Mun Road. The biker was traveling in the fast lane on the right but the van on his left suddenly cut into his lane and hit him. He was rushed to Princess Margaret Hospital and now remains in critical condition. It is understood that the driver of the van has turned himself in at the New Territories South Regional Headquarters.

Marcos signs law formalizing income classification of LGUsMANILA, Philippines — President Marcos signed into law Republic Act 11964 or the Automatic Income Classification of Local Government Units on Oct. 26, institutionalizing the automatic income classification of LGUs. Under RA 11964, provinces, cities and municipalities shall be categorized into five classes according to their income ranges and average annual regular income for three fiscal years preceding a general income reclassification. The classifications of provinces are as follows: First Class, provinces that have obtained an average annual regular income of P1.5 billion or more; Second Class, provinces with an average annual income of P900 million or more, but less than P1.5 billion; Third Class, provinces with an average annual regular income of P700 million or more but less than P900 million; Fourth Class, provinces that have average annual regular income of P500 million or more but less than P700 million; Fifth Class, provinces that have averageannual regular income of less than P500 million. Cities will also be classified into five classes: First Class, cities with an average annual regular income of P1.3 billion; Second Class, cities with an average annual regular income of P1 billion or more but less than P1.3 billion; Third Class, cities with an average annual regular income of P800 million or more but less than P1 billion; Fourth Class, cities with an average annual regular income of P500 million or more but less than P800 million; Fifth Class, cities with an average annual regular income of less than P500 million. “Income classification impacts their ability to undertake development projects, access financial grants from various sources and determine the salary of LGU personnel,” Abalos explained.

A worker was hospitalized after his lawn mower suspectedly hit wire netting on a slope in Tsuen Wan and a piece of the metal wire sprang out and accidentally stabbed his left leg. The incident occurred around 9.24 am on Saturday while he was trimming the lawn on a slope along Yau Ma Hom Road. The worker couldn’t move and was trapped on the four-meter-high slope. About four inches of the metal wire that impaled the worker’s leg was exposed, according to the work supervisor at the scene. Firefighters later came to the rescue and sent the worker to Princess Margaret Hospital.

The federal constitution requires the monarch to act upon the advice of the prime minister and cabinet with only a few exceptions. He picked Anwar Ibrahim as prime minister in late 2022 when a general election resulted in a hung parliament. Unlike other sultans, Sultan Ibrahim has been outspoken about politics, and has said he has a good relationship with the prime minister.
