They became larger-than-life presences because of their personal magnetism, eloquence, and deep understanding of the imperatives of public office and governance. Broadcast media appearance and noise became a very effective substitute for the assiduously cultivated public life. From then on, aspirants for elective public office no longer needed to possess the intellectual capacity and aptitude it requires. All one has to do is to get sustained exposure on broadcast media, preferably television.

WASHINGTON, D.C.: US and Chinese officials held a "productive" first meeting on Monday of a new economic working group, the Treasury Department said, as both countries seek to steady ties. The economic working group was set up after US Treasury Secretary Janet Yellen visited Beijing in July, where she met high-level officials including Chinese Vice Premier He Lifeng. While the United States has said it now sees China as its top geopolitical rival, China has pushed back over what it calls a US policy of containment and encirclement against it in the Pacific and elsewhere. US Commerce Secretary Gina Raimondo said on a visit to China in August that the United States was seeking a more normalized relationship with the world's second-biggest economy. Last week, the United States accused China of orchestrating a "concerted" campaign of dangerous and provocative air force maneuvers against US military planes in international airspace, warning such moves could spark inadvertent conflict.

On Wednesday, October 18, the lower house of Russia's Duma overwhelmingly approved a bill that would withdraw Russia's ratification of the Comprehensive Nuclear Test Ban treaty. Even though it was the driving force behind the creation of the Comprehensive Nuclear Test Ban treaty in the first place, the US has itself never formally ratified it. Elsewhere, China, desperate to put itself on par with the traditional nuclear superpowers, is currently undergoing a rapid expansion of its nuclear capabilities. We call upon our government to take a strong stand against nuclear proliferation and seek the support of the Association of Southeast Asian Nations (Asean) as well. We must demand that all nuclear-armed nations, friend or foe, immediately return to formal adherence to the test ban treaty, stop producing new weapons, and work together to eliminate nuclear weapons once and for all.

THE Philippines has contributed $30,000 to support the Integrated Technical Cooperation Program (ITCP) of the International Maritime Organization (IMO). Philippine Ambassador to the United Kingdom Teodoro Locsin Jr., the permanent representative of the Philippines to the IMO, presented the donation to IMO Secretary-General Kitack Lim. Pia underscored the role of the Philippines in ensuring the sustainability of the IMO's technical cooperation programs during the 73rd Session of the IMO Technical Cooperation Committee (TC73) at the IMO Headquarters in London from Oct. 16 to 19, 2023. The Philippines assured the IMO that it will continue to host the regional presence scheme in East Asia, and its IMO regional coordinator, Josephine Marie Uranza, will ensure the implementation of the IMO technical assistance needs of the region.
