The report titled “Turning off the Tap: How the world can end plastic pollution and create a circular economy” was released ahead of the second round of negotiations in Paris on a global agreement to beat plastic pollution. To slash plastic pollution by 80 percent globally by 2040, the report suggested first eliminating problematic and unnecessary plastics to reduce the size of the problem. “Plastic pollution, particularly from single-use items like plastic drinking straws, poses a considerable challenge to our constitutional right to a balanced and healthful ecology,” she said.

China's "hidden" local government debt was estimated to have reached as high as 58 trillion yuan (HK$64.7 trillion) by the end of last year, which was up to 1.7 times higher than the bonds that were known to have been issued, according to a Caixin report citing China Chengxin Credit Rating Group. China Chengxin, the first nationwide credit rating company in China, warned this would mean local government debt could be up to a high of 92 trillion yuan overall. It estimated that local governments' so-called "hidden" debts stood between 52 and 58 trillion yuan, or 1.5 to 1.7 times more than their "explicit" debts. The city's current "hidden" debts are estimated to be around 92.84 billion yuan, adding pressure to servicing debts and leaving limited room to resolve its debt crisis through alternative means. Although the mainland economy is recovering from the pandemic, local governments' revenue from land sales has continued to be sluggish.

MANILA, Philippines — The heat index in Aparri, Cagayan reached 49 degrees Celsius on Saturday as hot temperatures continue to affect the country, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said yesterday. The highest heat index from March 1 to May 20 was recorded in Legazpi City, Albay on May 12 with 50 degrees Celsius. Other areas with highest heat index were Aparri, Cagayan on May 20; Butuan, Agusan del Norte on May 12, and Guiuan, Eastern Samar on April 16 with 49 degrees Celsius. Heat indexes from 42 to 51 degrees Celsius are classified as “danger” heat index, the weather bureau said. LUCENA CITY — Cavite police arrested 217 suspected criminals in the province during the week-long operations from May 14-20. In a report on Sunday, the Cavite police provincial office said they busted 101 suspected drug traffickers and confiscated 27.85 grams of “shabu” (crystal meth) and eight grams of marijuana with a total street value of P190,340. An 8-year-old child was accidentally scalded by pipping-hot coffee when she collided with a customer in a Cafe de Coral branch in Tsueng Kwan O Friday night, with the father hunting for the woman who caused the daughter's injuries. The incident occurred at Choi Ming Shopping Centre and was reported to the police by the grandmother. The hot coffee was splashed all over the head of the girl, causing second-degree burns on her forehead, face and arms. The girl was taken to the Tsueng Kwan O Hospital on the night and currently stays at Hong Kong Children's Hospital for medical attention. Cafe-de-Carol stated that they are saddened by the incident and have maintained contact with the affected family.

The tropical storm, embedded in the intertropical convergence zone (ITCZ), could get stronger as it moves over the Pacific Ocean. PAGASA said the storm is forecast to start moving north and northwestward starting today.

At least eight people were injured and rushed to hospital as an elevation platform collapsed on a film set outside Regal Oriental Hotel in Kowloon City on Saturday afternoon. It was understood that a crew were shooting a movie there at the time when the elevation platform on top of a work vehicle collapsed and fell, suspectedly because of being overweight. Five people fell from the platform as it tipped backward. A man sustained injuries to his hands and fell unconscious and another person sustained fractures to the legs. They were rushed to Queen Elizabeth Hospital and Kwong Wah Hospital.
