MANILA, Philippines — President Rodrigo Duterte's threat to arrest those who have not been vaccinated against COVID-19 may be illegal, unconstitutional and violative of human rights, the Commission on Human Rights said as it noted that there is no law criminalizing being unvaccinated. “The present directive to arrest unvaccinated individuals on-the-spot does not satisfy the said exemptions, aside from the fact that, as mentioned, no crime is being committed,” De Guia said. Domingo Egon Cayosa, a constitutional law expert and former Integrated Bar of the Philippines president, had already said that there is no legal basis to arrest unvaccinated individuals who are outside their homes.

The sample submitted by RTHK host Joyce Yeung was contaminated, and she was ruled a false positive case, while guests of a birthday party that were sent to the quarantine center because of her would soon get to leave. Yeung was among some 180 guests who attended the birthday party of Witman Hung Wai-man on Monday. She tested preliminary positive on Friday, but her case was ruled a false positive case on Saturday. He continued that the virus that tested positive was from the vaccine, but not the coronavirus spreading in the city due to the differences in the genetic sequencing. A dozen birthday party guests sent to the quarantine center because of Yeung's case would then be arranged to leave, controller of the Center for Health Protection Edwin Tsui Lok-kin said.

On the other hand, during Typhoon Yolanda, the world’s deadliest storm in 2013, Barangay Parina in Giporlos, Eastern Samar, was also saved from storm surges by its mangrove forests of nine hectares. Integrated coastal zone management will help address the root causes of coastal vulnerability. Nature-based solutions, such as planting mangrove greenbelts, are right in front of us and have been very effective in preventing further loss and damage.

Government advisor David Hui Shu-cheong expected the stringent anti-pandemic measure, effective until January 20, to be extended as Hong Kong was hit by the fifth wave of the pandemic. Speaking on a radio program on Saturday, Hui said Hong Kong has entered the fifth wave of the Covid-19 pandemic, given that several transmission chains have been detected by health authorities. He continued that the government would need to consider arranging civil servants to work from home and schools to suspend face-to-face classes. He stopped and began performing CPR as Sven’s wife called emergency services, and was there on the spot when the drone arrived with the defibrillator to help restart Sven’s heart. Ali said the drone “really helped” in saving the man’s life, as it was used in combination with quick CPR and medicines administered in the ambulance, which arrived minutes later. “We started with the defibrillator because it’s such a time-critical event” where a drone can really make a difference, he added.

Villager hurt as gunmen attack barangay tanods in Maguindanao townCOTABATO CITY, Philippines — A villager was wounded when gunmen attacked an outpost of volunteer barangay watchmen in Datu Piang town in Maguindanao on Friday night. The incident was preceded by last week’s bombing of a building near the house of Datu Piang Mayor Victor Samama using two 40 millimeter grenade projectiles fired from a distance. The volunteer barangay security team traded shots with the gunmen who fired at them assault rifles, sparking an encounter. Samama, who is seeking reelection, said he is convinced that last week’s grenade attack near his house and the harassment of their barangay tanods were “politically motivated.” He did not elaborate, however. Gen. Eden Ugale, director of the Police Regional Office-Bangsamoro Autonomous Region, said Saturday he has directed the personnel of the Datu Piang Municipal Police Station to identify the gunmen who attacked the barangay tanods for immediate prosecution.
