"But the non-pro-establishment candidates are not that appealing to voters as they are lesser-known, and surveys also showed that the majority of pro-democracy supporters do not support members from the camp to stand in the December elections," Choy said. Pro-democracy supporters were in fact among the first 4.7 million voters to cast their ballots after Beijing overhauled Hong Kong's electoral system in March this year. Apart from the record-breaking voting rate in the 2019 District Council elections, which was at over 71 percent, the voter turnout usually stands at 30 to 40 percent, according to Cheung. "Even with immense promotion, the voting rate could only reach some 30 percent, and if the final voter turnout is 35 percent, it is just a 10 percent drop from the 45 percent voting rate in 2008," he added. Instead of a proportional representation voting system that was used in elections since Hong Kong's handover in 1997, a single non-transferable voting system will be used in future elections.

ADVERTISEMENTInfections and deaths have been climbing steeply since mid-October, in an outbreak blamed on Germany’s relatively low vaccination rate of just over 67 percent. At nearly 250 infections per 100,000 people, Germany is faring much worse than France (94), Italy (73) or Spain (41), according to the Statista data agency. Presenting proposed measures drafted by the three parties in parliament, Scholz said new restrictions were necessary to “get through this winter”. However news magazine Der Spiegel slammed the measures — and Scholz’s speech — as totally inadequate to the crisis. Over 4.9 million people have been infected by Covid-19 in Germany since the beginning of the pandemic.

Duterte pushes for greater public-private partnershipSpeaking during the 2021 Asia-Pacific Economic Cooperation (APEC) Business Advisory Council dialogue with economic leaders, Duterte said the areas of collaboration are improving digitalization and literacy in rural communities, establishing a national social protection floor and facilitating developing economies’ transition to a low-carbon economy. MANILA, Philippines — President Duterte yesterday pushed for greater public-private collaboration as the world faces challenges brought about by the pandemic and climate change. Duterte also stressed the need to “establish the necessary infrastructure for accessible, stable and affordable energy supply in remote communities” to facilitate digital inclusion. He said a social protection floor would address the gaps in social protection programs that were exposed during the pandemic and guarantee a minimum set of social security benefits for all. Duterte cited the need for developed countries to provide “sustainable, scaled-up and predictable support” that would enable developing economies to adapt to and mitigate the effects of climate change.
