The Minister of Economy and Trade, Mohamed Al-Hwej, met last Tuesday (30 January) with business owners and Egyptian companies participating in the activities of the Libya Food Exhibition, in the presence of the Chairman of the Privatization and Investment Board (PIB), the Chairman of the General Authority for Exhibitions, the Minister’s Advisor, and the President of the Libyan-Egyptian Chamber of Commerce. The meeting was held on the sidelines of the Libya Food Exhibition held at the Tripoli International Fairgrounds from 28 – 31 January where 39 Egyptian companies were exhibiting. The Minister stressed the importance of activating the trade agreements concluded between the two countries to support trade exchange, facilitate the movement of business owners, and stimulate the investment partnership between the private sector. During his speech, he urged Egyptian companies to explore the promising investment opportunities in various sectors and build a partnership with the local private sector to establish investment projects and benefit from the advantages granted by the Libyan Investment Law to local and foreign investors. Libya’s state National Oil Corporation (NOC) announced yesterday that, Mellitah Oil and Gas Company was able to rehabilitate well A75 in the Abu Attifel field leading to an initial production rate of 4,000 bpd. This was up from its previous rate of 781 bpd. The NOC said Mellitah carried out re-perforation and extension operations for the productive layers, to reach the new initial productivity results. The NOC said this initiative comes as part of the implementation of its strategic plan to increase production.

The International Organization for Migration (IOM) has facilitated the voluntary return of 327 migrants from Libya to Nigeria on January 30th. According to a statement released by the IOM today, the migrants, who include 226 females and 101 males, arrived in Lagos on board two voluntary humanitarian return charter flights from Tripoli and Benghazi. “Throughout the flight, 21 passengers with medical needs received attentive care from dedicated Medical escorts,” IOM said.

The Department of Agriculture (DA) has banned temporarily the importation of live cattle, buffaloes, and their products and by-products from Libya and three other countries. This is to prevent the spread of lumpy skin disease (LSD) among the country's local cattle population, the DA said. LSD is a viral infection that can be fatal for cattle, the agency said in a press release issued on Saturday. Laurel ordered the confiscation, seizure and disposal of live cattle and buffaloes as well as products and by-products coming from Libya, Russia, South Korea and Thailand of shipments that do not comply with the memorandum, the DA said. He also tasked the DA's Veterinary Quarantine Office to conduct more rigorous and tighter inspections of live cattle and buffaloes arriving in the country, as well as their products and by-products.

The United States and its Western Allies began bombing Yemen on January 12th of this year. One of the poorest countries in the world, in what the United States called a defensive action against the Houthis, an Iranian-backed militia. The United States’ strategy of bombing nations to suppress terrorist groups has proven to be ineffective in most contemporary bombing campaigns. When the United States withdrew from Afghanistan in August 2021, the Taliban would take over the entire country within a year of the United States’ withdrawal. In Libya, the country has descended into multiple civil wars, with no stable governance and various factions competing for power.

Under the supervision of the Minister of Economy and Trade, Mohamed Al-Hwej, the electronic publication system for trademarks was launched yesterday in the presence of the Undersecretary for Commercial Affairs, Suhail Abu Shiha, the Director of the Ministry’s Trademark Office, Salah Al-Hawali, the technical team at the Economic Documentation and Information Centre (the creator of the system), and several owners of intellectual property companies. The Ministry said 6,236 applications for registering a local and foreign trademark filed with the Trademark Office were announced during the three years 2013 – 2014 – 2015. A timetable was also set to complete the process of electronic notification of trademark registration applications until the 2023 by June 2024, provided that the period for receiving requests for the objection form to register the mark is 30 days from the date of its announcement on the designated electronic system. The attendees also viewed a presentation of the electronic system and the data contained in registration applications, and discussed the procedures required at the local and international levels to achieve protection of registered trademarks. The Minister praised the efforts made by those concerned in launching the electronic trademark publication system and recommended developing the performance of the Trademark Office and the mechanism for announcing registration applications through the designated electronic system, and focusing on raising awareness of the importance of protecting the trademark and achieving ownership.

French NGO, Supernovae, along with the National Rehabilitation and Reintegration Programme of the Ministry of Labour and Rehabilitation, celebrated last Wednesday, (31 January), the end of the second phase of the Mouta’alleq programme. The programme involved the training of 200 people, including former fighters (militias) and family members of those affected by conflicts. The Mouta’alleq project comes with joint funding from the European Union in Libya and the French Embassy in Libya. It will be recalled that the Mouta’alleq Project was launched in May 2023 by targeting more than 200 young civilian trainees involved in armed formations, widows who lost their husbands in military operations, and their sons and daughters, through multiple training courses, starting with psychological and social rehabilitation. The project also provided specialized training for creative ideas and small projects, allowing them to be integrated into job opportunities according to the training they had received.

Days of U.S. warnings may have sent militia members scattering into hiding. Iran-backed militia groups throughout the region used the conflict to justify striking Israeli or U.S. interests, including threatening civilian commercial ships and U.S. warships with drones or missiles in almost daily exchanges. It wasn't clear whether militia members were killed. The UK-based Syrian Observatory for Human Rights reported that 18 militants were killed in the Syria strikes. A U.S. official also said the military took additional self-defense strikes Friday inside Yemen against Houthi military targets deemed an imminent threat.

That access would give Russia another Mediterranean naval base to add to its two berths in Syria — Tartus and Latakia. “A potential naval base facility in Libya could help Russia increase its foothold and influence in North Africa,” said Nick Childs, a naval analyst at the International Institute for Strategic Studies think tank in London. “In 2022 Hifter blocked oil production in eastern Libya, and he does not want to be worried about Turkish drones if he tries that again,” Harchaoui said. “If the U.S. is doing this, it may be a way to hurt Russia without harming Hifter,” Harchaoui said.

Libya’s state General National Maritime Transport Company (GNMTC) announced yesterday that its General Manager, Khalid Al-Tawati, had been kidnapped again. The kidnapping comes only five months after he had suffered a first kidnapping. It says it still does not know the reasons, who is responsible for his kidnapping, and what the health condition of Al-Tawati is. It says this constituted a legal breach of several crimes stipulated in the Penal Code. The GNMTC called on all legal entities to intervene directly and urgently for the freedom, safety and release of Al-Tawati, without any restrictions or conditions, to ensure the progress of its work in a manner guaranteed by the law for all.

After a 10-year absence, Japan has sent an ambassador to Libya. Yesterday, SHIMMURA Izuru, Japanese Ambassador Extraordinary and Plenipotentiary to the state of Libya, arrived at Tripoli’s Mitiga airport. In a social media post on his arrival, the Japanese embassy in Tripoli said Shimmura will lead Japanese diplomacy in Libya to advance Libya-Japan relation in various field. Shimmura was received by the Director General of the General Protocol Department of the Ministry of Foreign Affairs and International Cooperation of Libya, Al-Taher Hussein Hajyunis.
