Of course we have all known that Khalifa Haftar pushed Belgassim, his brothers and other family members to take the lead on the reconstruction of the troubled region. The publication noted the fancy expressions from Belgassim Haftar, who spoke of the need for quality constructions and such. Good and all, but putting the Haftar family in charge is an affront for the Libya people and a sign that Libya is on the wrong track. Belgassim is not the only one in the Haftar family being propelled by the father. It is therefore crucial for the future of Libya to ensure that cronyism and nepotism do not take place, otherwise, as the French used to say: “Le roi est mort, vive le roi” (the king is dead, long live the king).

A video circulating on the internet showed a number of local protesters from Fezzan region in southern Libya announcing the closure of the Sharara field until their demands are met. "We have started a partial reduction in the production," one of the engineers said, confirming that protesters were "in front of the field gate". The Sharara field, one of Libya's largest, has been a frequent target for local and broader political protests. Libya's oil output has been disrupted repeatedly in the chaotic decade since the 2011 NATO-backed uprising against Muammar Gaddafi.

After false rumors of the closure of the giant Libyan Sharara oil field on Tuesday, a letter from Libya’s National Oil Company on Wednesday confirms the shutdown of one of Libya’s most important oil fields. According to Libya’s Al-Ahrar disgruntled protestors took to the field on Wednesday morning stating that the field would not be re-opened until their demands and those of the entire region of Fezzan in Southern Libya would be met. Fears are that the protests may spread to the nearby 60,000 bpd El Feel field. The 300,000 bpd Sharara field saw a short disruption for the last time in July of 2023 when protests erupted following the arrest of an official who tried to become the boss of Libya’s central bank. During a period of relative stability following the truce between the rivaling parties in 2020, Libya’s crude oil production has risen to around 1.2 million barrels per day, and Libya’s state oil firm has plans to ramp up production to 2 million bpd by 2030 according to Minister of Oil and Gas Mohamed Oun.

Germany expressed its eagerness to enhance cooperation with Libya during a recent meeting in Tripoli between German Chargé d’Affaires at the Germany Embassy in Libya, Sven Krauspe, and Libya’s Minister of Economy and Trade, Mohammed Al-Huweij. Targeting economic diversification, Krauspe highlighted the commitment of German institutions to partner on renewable energy and water resource projects; complete contracted projects; foster private sector participation; and enhance Libya’s revenues through the rollout of non-oil initiatives. Meanwhile, Minister Al-Huweij urged collaboration between Libya’s Department of Trade and International Cooperation and the Commercial Department of the German Embassy in facilitating investment meetings and partnerships between German and Libyan companies and institutions, such as the General Union of Chambers of Commerce, Industry and Agriculture, as well as the Business Owners Council. The head of the Libyan Business Council’s (LBC) Media and Public Relations, Tarek Smuee, confirmed to Libya Herald yesterday that LBC’s delegation, headed by Bashir Trabelsi, Vice Chairman of its Board, and his accompanying delegation, participated in the 21st Turkish-Arab Economic Cooperation Forum held in Istanbul from 19-22 December 2023. The event was attended by ambassadors and consuls of Arab countries in Turkey, in addition to heads and representatives of chambers of commerce, industry, agriculture, federations, unions, associations, and investment bodies in Turkey and Arab countries. Smuee said it was an important forum to present investment opportunities and provide the facilities and services provided by these institutions to their Arab and Turkish counterparts, companies and businessmen. The LBC was presented with a shield of appreciation for its participation in the forum.

Executive Director of Derna Reconstruction Fund, Belqasim Khalifa, and board chairman of Egyptian construction company Arab Contractors, Ahmed Al-Assar, signed today a “major” deal to rebuild city’s infrastructure. Both sides also signed a contract to construct a bridge at the top of Wadi Abu Mahboul on the sea road linking the cities of Sousse and Derna, and a bridge at the top of Wadi Markus on the sea road also linking the two cities. During the ceremony, Belqassim Khalifa stressed upon “the necessity of completing the work as soon as possible in order to solve the bottlenecks that the city of Derna suffers from, with the need to maintain quality,” according to the government’s statement. Last Wednesday, the parliament-backed government, led by Prime Minister Osama Hammad, announced the formation of the Derna Reconstruction Fund, and appointed Belqassim Khalifa as executive director of the fund. Yesterday, Belqassim Khalifa and Osama Hammad visited Dena, examining the scale of flood damage in multiple locations.

The Tripoli based Libyan Ministry of Health reported yesterday that 1,233 heart operations were conducted by its various medical centres. These included heart surgery, catheterisation, and open-heart surgery for children. The Ministry said the operations came in at a total cost of LD 14.1 million (US$ 2.35 million), with an average price of LD 11,500.00 (US$ 1,900) per operation. The statistics were revealed by the Head of the Health Ministry’s Documentary Credits Department during a meeting held by Deputy Prime Minister / Acting Minister of Health, Ramadan Abu Janah. The Minister urged those gathered to continue coordination to speed up financial procedures, so that medical centres can complete the implementation of surgical operations for patients awaiting scheduled operations on waiting lists.
