The Attorney General’s Office announced last Friday that, as of Friday, it has digitised 400,000 case evidence and records. The move, it explained, comes within its framework of implementing its transition strategy to a digital work model and part of its wider modernisation of the working methods of the criminal justice system. The digitisation process involved the courts of appeal in Tobruk, Gharian, Zawia, Misrata, Sebha and South Tripoli which now have access to the 400,000 digital archives. The Attorney General’s Office said this digital data will contribute to preparing accurate, classified statistics to provide an in-depth, realistic scientific reading of the data and its indicators demonstrating the state of human rights. During his visit on Saturday, Josep Borrell, the EU's chief diplomat, officially presented the 105 vehicles to Ghana's armed forces. This military equipment, comprising armoured vehicles, had been confiscated from a ship destined for Libya in the previous year by an EU maritime task force. "It is imperative to understand that no single country can confront the terrorist threat on its own," Ghana's president said. According to one of the EU officials, member states collectively agreed that this approach was more favourable than destroying the vehicles. Joseph Borrell said EU investment would also target job creation and services particularly in northern Ghana where there are concerns that jihadists may attempt to exploit socio-economic discontent.

The Security Council decided today to extend until 31 October 2024 the mandate of the United Nations Support Mission in Libya (UNSMIL), as it expressed concern about the humanitarian impact of catastrophic flooding in the east of the country and urged Libyan political institutions and key stakeholders to resolve outstanding differences on the road to nationwide elections. Unanimously adopting resolution 2702 (2023) (to be issued as document S/RES/2702), the Council reiterated its support for the Special Representative of the Secretary-General and Head of UNSMIL, Abdoulaye Bathily, in his efforts to further an inclusive political process based on the Libyan Political Agreement and the Libyan Political Dialogue Forum Roadmap. Through the text, it urged the Libyan political institutions and key stakeholders to resolve outstanding politically contentious issues pertaining to elections as soon as possible. Expressing concern at the humanitarian situation, particularly after September’s flooding, the Council called on the Libyan authorities and relevant stakeholders to allow and facilitate full, safe and unhindered humanitarian access to those in need. It also requested UNSMIL to facilitate confidence-building measures, dialogue and reconciliation between armed actors to prevent violence and conflict escalation through its mediation and good offices.

Authorities in Libya exhumed on Sunday the skeletal remains of 50 flood victims in Derna to collect DNA samples, hoping to identify missing people among those buried. In a statement via Facebook, the Medical Emergency and Support Center said these DNA samples were collected from bodies of victims who were buried in a mass grave in Al-Dhahr Al-Ahmar cemetery after Storm Daniel unleashed extreme floods that devastated the city and killed over 4,000 people on September 10. The fate of thousands remain unknown as they went missing, while others were hastily buried without proper identification and documentation procedures, which caused a need to look for the missing among the dead, according to the Medical Emergency and Support Center. Authorized by Public Prosecution, the exhumation was conducted by the center in cooperation with forensics teams.

The Libyan Prime Minister, Osama Hammad, held on Monday an expanded security meeting to review the progress of the work of all security agencies, and all the capabilities they need in order to conduct their work to the fullest extent, in addition to joint coordination between them to secure the international conference for the reconstruction of Derna and other flood-affected towns. The meeting, held at the headquarters of the Internal Security Service in Benghazi, included the Undersecretary of the Ministry of Interior, Faraj Aqaim, the Head of the Internal Security Service, Lieutenant General Osama Al-Darsi, and the Head of the General Intelligence Service, Major General Suleiman Al-Abbar.

The governor of the Central Bank of Libya, Al Saddiq al Kabir, met with the deputy foreign minister of Turkey, Ahmet Yildiz, and the Turkish ambassador, Kanan Yilmaz, for talks on potential involvement of Turkish companies in the reconstruction of Derna which was destroyed by Storm Daniel on September 10. During the meeting, the interlocutors also discussed “the role of the Central Bank in maintaining the sustainability of the State, activating the role of the private sector especially in this important phase”, according to a statement by the Libyan bank.

Six people were killed and 12 wounded when armed groups clashed on Sunday in the western Libyan city of Gharyan, several sources said. Citing “local sources”, Bawabat Al-Wasat reported that a “fight for power” was the main cause of the clashes between the Stabilization Support Apparatus, led by Abdul-Ghani al-Kakli, known as Ghaniwa, and the Joint Security Force under the command of Abdul-Khaliq al-Daikh. Dbeibeh established joint operations room led by Abdul Salam Al-Zoubi and composed of several security and military agencies loyal to his government. During the clashes, eyewitnesses reported a heavy presence of drones that took off from the Mitiga airbase in Tripoli towards Gharyan. Director of Gharyan Hospital, Khaled Zuwait, told Al-Masar TV channel that the violent clashes caused the death of six people with 12 injured.

Expertise France announced last Thursday that a three-day workshop was conducted with the Libyan Credit Information Centre (LCIC) to design and validate the regulatory framework for credit bureaus in Libya. Expertise France explained that it is supporting the Libyan Credit Information Centre and key stakeholders to improve the credit reporting system in Libya. It is doing this by supporting enhancements to the regulatory framework for credit bureaus, strengthening the capacity of the LCIC to deliver high-quality data and provide value-added services, and increasing stakeholders’ awareness of the role and importance of credit information sharing. The overall object of the training, Expertise France added, is to increase access to finance for MSMEs in Libya. The workshop comes within the framework of the E-Nable project, a programme funded by the European Union and implemented by Expertise France.

The Security Council is expected to vote today on renewing the mandate of the UN Support Mission in Libya (UNSMIL), which expires on 31 October. The draft text maintains UNSMIL’s core mandated tasks, as set out in resolution 2542 of 15 September 2020 and paragraph 16 of resolution 2570 of 16 April 2021. The UK, the penholder on Libya, circulated an initial draft text on October 17 and convened one round of negotiations on October 19. “While it seems that Council members were generally supportive of this approach, certain thematic issues required some discussion during the negotiations,” said the Security Council Report. This paragraph was apparently included in the UK’s initial draft text and did not require substantive discussion during the negotiations.

The Ministry of Interior announced that the Libyan-Italian Working Group concerned with security affairs had reached an agreement last Wednesday (25 October) stipulating that Italy would continue to support the Libyan agencies concerned with combating irregular migration, crime, protecting borders, and securing the maritime coasts. This came during the team’s third meeting in the Italian capital, Rome, where the meeting discussed ways to implement training courses to develop Libyan cadres, programming a visit by Italian experts to the Technical School at the General Administration of Training in preparation for the localisation of training in Libya to benefit the largest possible number of Libyan police members and identify direct contact points to exchange information about human trafficking gangs.
