President Joe Biden on Thursday traded Viktor Bout, the notorious international arms dealer known as the "Merchant of Death," to Russia for U.S. basketball player Brittney Griner, who was arrested at a Moscow airport earlier this year with cannabis oil in her luggage. Bout allegedly delivered surface-to-air missiles to Kenya for an attack on an Israeli airliner in 2002. And four years later, Bout reportedly met with Islamic terrorist organization Hezbollah prior to the Lebanon war. A U.S. jury sentenced Bout to 25 years in prison in Manhattan in 2011. Russia did not agree to include Whelan in the deal, according to the New York Times, leaving Biden to agree to a "one-for-one swap."

The Justice Ministry of the Government of National Unity, led by Abdul Hamid Dbeibeh, has requested that the Foreign Ministry removes infamous human trafficker Abdel Rahman Milad, known as Bija, from international sanctions list, leaked document shows. Milad is suspected of being part of a criminal network operating in Zawiyah in north-west Libya. In June 2018, the U.N. Security Council imposed sanctions on him and five other alleged leaders of criminal networks engaged in trafficking migrants and others from Libya. He was arrested in October 202o, but was freed in April 2021 after the military attorney general of Tripoli dropped charges against him “for lack of evidence”. He remains on the U.N. sanctions listIn October of this year, the Tripoli-based government honored Milad as he received a “letter of recognition and appreciation” directly from Fathallah Al-Zinni, who currently serves as minister of youth in Dbeibeh’s cabinet.

Health Minister of the Government of National Unity (GNU) Ali Al-Zanati resigned on Thursday. Al-Zanati announced his resignation via a recorded video, in which he cited the end of the government’s legal mandate, as per UN peace plan, as the reason for his decision. “It is difficult for me to continue as health minister in the Government of National Unity, whose mandate was expired according to the Geneva political agreement and the decision of the legislative authority,” Al-Zanati said in the video with the picture of Khalifa Haftar, the General Commander of the Libyan National Army (LNA), appearing behind him. Al-Zanati’s resignation comes just two days after GNU’s Prime Minister Abdul Hamid Dbeibeh reinstated him to his post in the wake of court ruling that cleared him from financial misconduct charges. The decision to reinstate Al-Zanati was announced by Dbeibeh’s own media office, which reported that the two met last Tuesday with the premier urging the former minister to work “seriously and sincerely in order to organize the health sector, which needs exceptional efforts”.

In a statement issued Thursday, the CAPMAS said Egypt exports to Arab countries rose by $620 million to reach $8.8 billion in the first nine months of 2022, compared to $8.2 billion in the same period in 2021, with an increase rate of 7.6 percent. The list of top Arab importers from Egypt also included Morocco, Jordan, Algeria, Iraq, Kuwait and Lebanon, recording imports worth $628.2 million, $554.5 million, $546.8 million, $379 million, 346.9 million and 335.3 million, respectively, the CAPMAS added. Egypt imports from Arab countries rose 27.9 percent, to reach $13.1 billion in the first nine months of 2022, compared to $10.3 billion in the same period in 2021, it said. The list of top Arab exporters to Egypt included Saudi Arabia, Kuwait, the UAE, Oman, Bahrain, Sudan, Jordan, Lebanon, Algeria and Libya with exports worth $6.4 billion, $2.4 billion, $2.2 billion, $625.7 million, $423.4 million, $364.3 million, $184.5 million, $161.4 million, $101.3 million and $80.5 million, respectively, it added. According to CAMPAS, Arab investments in Egypt spiked 163.8%, to hit $8.2 billion in FY 2021/2022 compared to $3.1 billion in FY 2020/2021.

Member of the Libyan Political Dialogue Forum, Ahmed Al-Sharkasi, said that the solution to the Libyan crisis is based on four pillars, including changing the government and sovereign positions. “The solution in Libya is based on four main pillars: first: a constitutional base for presidential and parliamentary elections. And second, “changing the executive authority with a respectable one to lead the country to elections,” al-Sharkasi said in a tweet. He concluded by explaining that the third pillar of the solution is “changing sovereign positions,” and fourth: drawing up “a national pact that includes consent, participation, and acceptance of the political process, elections, and their results.”

The Presidential Council announced that it will participate in the constitutional track negotiations, and launch an initiative to overcome the political crisis between the House of Representatives and the State Council. “The Presidency Council’s initiative aims to overcome the political impasse and achieve national consensus, in line with the provisions of the road map issued by the Libyan Political Dialogue Forum governing the stage and based on the moral responsibility of the Presidency Council,” said a statement issued by the Presidency Council. The statement added, “The Presidential Council announces an initiative to solve the crisis that will be launched through a consultative meeting between the three councils, in coordination with the Special Envoy of the UN Secretary-General, for preparing for a constitutional dialogue as a priority to end the transitional stages, in which the initiatives, ideas and visions put forward by the national parties and forces to the Presidency Council will be included.”

“The issuance of the Constitutional Court Law by the House of Representatives is a matter that achieves and reinforces justice in Libya, and has no effect on the constitutional path in talks with the State Council, Speaker of the House of Representatives, Aguila Saleh, announced. “We affirm that the House of Representatives’ issuance of the law establishing the Constitutional Court is an affirmation of the protection of freedoms and rights and the addition of a specialized judiciary in constitutional matters,” Saleh said in a statement today. “The establishment of a constitutional court by the House of Representatives and the legislative authority is confirmation of what the members of the Constitutional Track Committee formed from the House of Representatives and the State Council agreed upon, and no one objected to it, which confirms everyone’s desire to establish a constitutional judiciary that protects rights and freedoms,” he added.
