TRIPOLI, Nov. 28 (Xinhua) -- The International Organization for Migration (IOM) on Monday said a total of 20,842 were rescued and returned to Libya so far in 2022. The rescued migrants include 19,075 men, 1,089 women and 678 children, IOM said. Also, 514 migrants died and 865 others went missing off the Libyan coast on the Central Mediterranean route, IOM added. In 2021, a total of 32,425 illegal migrants were rescued and returned to Libya. Rescued migrants end up inside overcrowded reception centers across Libya, despite repeated international calls to close those centers.

Until recently, the ICC considered itself virtually incapable of investigating human traffickers, given its jurisdiction to prosecute crimes of genocide, crimes against humanity, war crimes and crimes of aggression. “Khan says that crimes against migrants in Libya may constitute crimes against humanity and war crimes, paving the way for the ICC to take action against those involved. On his first visit to Libya, Khan announced that he would submit more requests for arrest warrants.” The report added.

The Libyan outgoing Prime Minister Abdul Hamid Dbeibeh has met with commanders of Al-Bunyan Al-Marsous military operation, conducted against ISIS in 2016 in Sirte city. It is noteworthy that this meeting comes days after commending the operation by the General Commander of the Libyan National Army (LNA), Field Marshal Khalifa Haftar, in a gathering with social components of Sirte. “Prime Minister Abdul Hamid Dbeibeh received, in his office at the Prime Minister’s Office, leaders of the Al-Bunyan Al-Marsous operation, Mukhtar Al-Jahawi, Salah Gaddafi, Osman Issa, Ali Ashtiwi, Muhammad Khalil and Muftah Abu Lifa, to discuss preparations for the commemoration of the seventh anniversary of the liberation of the city of Sirte,” Dbeibeh’s Media Office said in a statement.

The World Health Organisation (WHO) in Libya and the UK Government have partnered to enable people in 30 communities in Libya now have better quality mental healthcare, the British Embassy in Tripoli reported today. The partnership also includes the (Libyan) Primary Health Care Institute and the Libyan Ministry of Health to deliver Strengthening the Coordination and Availability of the Libyan Effective (SCALE) Mental Health Care project. The UK supported WHO in Libya to provide training for schools to better support mental health and wellbeing for students and parents, helping keep students learning and in school. The UK also supported the distribution of medicines to Libya health centres to support doctors to treat their patients. This comes as part of WHO in Libya’s efforts to strengthen mental health services in Libya by training general practitioners on mental health and psychosocial support.

The updated survey is being implemented with technical support from WHO and financial support from the United States Department of State. “The survey will yield invaluable data to help Libya meet today’s challenges and plan for those of tomorrow. Speaker of the House of Representatives, Aqila Saleh, said the executive authority represented in the government of Abdul Hamid Dbeibeh had certain duties in a certain period of time, but it failed. “During the coming few days, agreement with the State Council on the file of sovereign positions would be made,” Saleh confirmed in a press conference held at the Arab League headquarters in Egypt after his meeting with the Secretary-General of the League, Ahmed Aboul Gheit. “HoR made a constitutional amendment giving the authority to establish the constitutional rule by a joint committee between HoR and the State Council,” he added. HoR Speaker stressed that the absence of a UN envoy during the last period hindered the completion of the constitutional rule because the meeting of the committee must be under the auspices of the UN. Saleh called on the UN envoy, Abdoulaye Bathily, to invite the Constitutional Base Committee formed by the House of Representatives and the State Council to meet, noting that there would be an agreement between HoR and the State Council to choose a unified executive authority.

Libya’s Presidential Council, Mohamed al-Menfi, met on Sunday with tribal and community leaders of the country’s eastern region to discuss the council’s efforts on national reconciliation. This is according to a brief statement by the council, which also noted that Menfi expressed praise for the representatives’ position towards “national issues in this exceptional circumstance to achieve national reconciliation”. Menfi also told the representatives that he is “open to all initiatives aimed at bringing all Libyans together.”

Human Rights Team of the UN Support Mission in Libya (UNSMIL) met members of the General Union of Libyan Students and heard their calls for an updated education system that meets students’ needs, according to UNSMIL. Students are struggling to complete their studies due to a lack of equipment, teacher strikes, outdated curricula, and electricity cuts, the Mission quoted representatives from the General Union of Libyan Students. “In the last two years there has not been one semester in which my dental studies at the University of Misrata haven’t been stopped due to issues like strikes or electricity,” said Musab Gusaibat, the President of the General Union of Libyan Students. We need an education system that develops students to have the right skills for business, not one where the outdated curriculum means that even those who have access to education and complete their studies do not come out with the right skills, they said, calling for better coordination between ministries of education, planning, and economy. “We are learning a curriculum from 1980 in buildings which sometimes don’t have bathrooms,” explained Musab, “we need a government committee to work with us to update the curriculum to meet market needs.”

RIYADH, Nov 27 (MENA) - Secretary General of the Organization of Islamic Cooperation (OIC), Hissein Brahim Taha has underlined the increasing significance of the partnership between the OIC and the Global Forum of the UN Alliance of Civilization. In a statement at the High Level Ministerial Group of the Ninth Global Forum of the UN Alliance of Civilizations held in Fez, the secretary general appreciated the initiative by Morocco of hosting the Forum’s ninth edition, the Saudi Press Agency reported. Assistant Secretary General for Humanitarian, Social, and Cultural Affairs Ambassador Tarig Ali Bakheet was reading out the statement on behalf of Taha. He highlighted that the Forum provides the international community with a unique platform to develop joint initiatives and forge partnerships many of which are consistently supported and shared by the OIC. The Group of Friends of the UN Alliance of Civilizations needs to sustain its primordial role as a clearing house, a catalyst, and a facilitator for this much-needed dialogue-driven culture, he added.
