Egypt’s Bahna Engineering International has confirmed that it will activate its stalled rail contract to implement engineering works with the Libyan Railways Authority (Railways Libya), a source at Railways Libya confirmed to Libya Herald today. The news came on the back of a follow up field visit yesterday on Bahna’s work (in accordance with Contract No. (3/28) by Railways Libya chairman Saeed Salem Al-Kilani and his accompanying technical team to the Khoms sector of the Tripoli-Sirte project, which includes the seaport link and the project’s extensions to Khoms. Further to that, today, a virtual meeting was held with Bahna in which several technical issues were reviewed that will be discussed with the company delegation that will visit Railways Libya during the coming period in preparation for activating the contract.

French energy giant Total Energies confirmed its willingness to start implementing Libya’s planned 500 MW solar energy project, the General Electricity Company of Libya (GECOL) reported today. The revelation came after today’s meeting between Total Energies and GECOL at the latter’s Tripoli headquarters. GECOL reported that Total said it would implement the project within a short, specified time period agreed between the two parties – that would satisfy GECOL – and connect its production to the national grid. Total was also reported to have said that it looks forward to expanding the horizons of joint cooperation with GECOL by establishing other projects according to a set plan with a specific period of time. A number of members of the Council of State in Tripoli announced the suspension of talks with the Libyan House of Representatives because of their objection to the law recently passed by the House of Representatives regarding the establishment of a constitutional court in the second largest city in the country, Benghazi. In a statementtoday, 61 members of the State Council called for holding “an urgent session for the Stare Council to respond forcefully to the House of Representatives’ infringement of constitutional judicial powers that violates legislation and laws, and infringes on competences that are not of its business.”

Foreign Minister of the Tripoli-based outgoing government, Najla Mangoush, has said Greece is exploiting the Libyan crisis and imposing a fait accompli in defining the Libyan-Greek maritime borders. “Greece has conducted contracts to explore for oil and gas in a disputed area between us,” Foreign Minister of Dbeibeh’s government pointed out. “We condemn this behavior and warn of its consequences,” she added. “We affirm that we will defend our maritime borders and our sovereign rights with the available diplomatic means,” according to Mangoush.

The Ministry of Finance in Libya's Government of National Unity has revealed that staff salaries accounted for about 41.9 billion dinars, or 47 per cent of the budget spending, during the first eleven months of 2022. The ministry added in its "Disclosure and Transparency" report issued on Monday evening, that sovereign revenues amounted to 93.728bn dinars, of which 90.325bn came from oil revenues, representing more than 96 per cent of the total income. Spending was distributed in five categories: salaries at 41.92bn dinars, government operating expenses at about 8bn dinars, development projects at 687m dinars, support expenditures at 19bn dinars, and temporary financial arrangements for the National Oil Corporation put at 19.24bn dinars. The International Monetary Fund has said recently that Libya is expected to achieve the fastest economic growth in 2023, at a rate of 17.9 per cent. It also expects the inflation rate to decline to 2.6 per cent next year, compared with estimates of about six per cent for the current year, which will have a positive effect on citizens' purchasing power.

The UN Support Mission in Libya (UNSMIL) has called on Libyans from across the country to join an online dialogue on human rights in Libya that the UNSMIL head plans to host next Thursday. In a Facebook post, the UN mission said the digital dialogue comes to mark the International Human Rights Day, which falls on December 10 every year. "Ahead of International Human Rights Day on 10 Dec SRSG Bathily will be holding a live digital dialogue on 8 Dec with Libyan people from across the country on the challenges facing Human Rights in Libya". The UN mission urged Libyans to join the session and get their voices and ideas on improving the situation of human rights in their country heard.

The Prime Minister of the Government of National Unity, Abdul Hamid Dbeibah, has given permission to the Minister of Health, Ali Al-Zanati, and the Undersecretary of the Ministry of Health, Samir Koko, to return to their work after they were acquitted of the charges against them. This came during Dbeibah's reception of Al-Zanati and Koko, in his office, confirming his full respect for the legal procedures and instructing them to work seriously and sincerely to organize the health sector, which needs exceptional efforts.

Turkish naval forces have held training on board the country’s frigate known as TCG GÖKSU, which operates off the coast of the Libyan city of Misurata, according to the Turkish Defense Ministry. “Within the scope of the Turkish Naval Task Group; for the peace and security of Libya, SAT Team trainings were held on our frigate TCG GÖKSU, which operates in the Libyan offshore,” the Turkish ministry tweeted on Tuesday.

Libya's Government of National Unity has lifted force majeure on oil and gas exploration activities in the OPEC member and called on international oil companies that have previous agreements to resume their operations amid an improvement in security. National Oil Corp. also called on IOCs that have oil and gas exploration, and production agreements with the state-owned company to lift the force majeure declared by them and resume their exploration activities in the North African producer. Output recoversLibya's oil production had recovered sharply in recent months, averaging as high as 1.261 million b/d as of Nov. 17, NOC said. NOC said crude and condensate output averaged 1.207 million b/d and 54,000 b/d respectively as of Nov. 17. Libya holds the largest crude reserves in Africa and exports mainly light sweet crude grades such as Brega, Es Sider and Sharara.
