The Minister of Foreign Affairs and International Cooperation in the Government of National Unity (GNU), Najla Al-Manqoush, said on Friday that the government is preparing for launching the second edition of Libya Stabilization Conference. "Today we are closer to elections than ever before," Al-Manqoush tweeted, explaining that the Libya Stabilization Conference was the first building block for stability and prosperity after more than 10 years. “Following the global success achieved by the conference, in which Libya confirmed that it owns and leads its affairs in the events related to its security, stability and sovereignty, some parties have tried to obstruct our efforts, but we will not pay any attention”, she added. Last year, the capital, Tripoli, hosted the first conference on the stability of Libya, with the participation of 31 countries and international organizations, including the United Nations, the European Union, the Arab League, the African Union, neighboring countries, major countries, and others from the region.

The Italian Nova Agency has revealed that an international meeting to be held to discuss the Libyan crisis, in the British capital, London, from October 26 to 28, according to Libyan sources. The meeting will be held in the presence of representatives from the United Kingdom, the United States, France, Italy, Germany, Egypt and Turkey. The agency also indicated that these consultations came after a meeting was held last December in Berlin, which was under the so-called coordination of countries 2 + 3 + 2.

Meta’s AI researchers use machine learning (ML) data to create the aural translation system, including data gathering, model design, and evaluation. Meta is releasing its integrated ML Hokkien translation data and research papers as open resources, enabling AI developers to create UST projects which cover more languages. In the process, Meta AI developers use a pre-trained speech encoder that aligns unwritten Hokkien speech data to similar English text, enabling an ML system to translate Hokkien based on pre-existing language data. Meta notes that its translation system is a work in progress and can only translate one sentence at a time. Should Meta integrate its real-time translation systems into a Metaverse platform like Horizons, it could allow users to chat with individuals worldwide with lower language barriers.

Tadweer and Eureka Consulting, funded by USAID, held a meeting last Friday within the Taqarib project and in partnership with Benghazi Municipality and the Libyan Red Crescent Society (Benghazi Branch) to discuss recycling in the city of BenghaziAt the meeting, the project, its most important objectives, its work plan and timetable were presented. The team and partners are ready to start working on the project, Eureka stated. The recycling project aims to provide a detailed study on waste in the city of Benghazi, and the rate of waste consumption for citizens living in the city. The project also aspires to achieve other goals such as stimulating waste reduction and instilling a culture of recycling.

The Deputy Governor of the Central Bank of Libya (CBL) Ali Al-Hibri said the Board of Directors decided to adjust the dinar exchange rate as per the law and its authorization, adding in a press conference on Thursday in Benghazi that the Board was appointed in 2011 by the Transitional Council and is still in place. Al-Hibri revealed talks on the “WhatsApp” application between him and CBL Governor Al-Siddiq Al-Kabir regarding the exchange rate adjustment, which the latter rejects, as he described, for economic and political reasons. Al-Hibri said, describing his WhatsApp conversation with Al-Kabir, adding that he had sent Al-Kabir the documents for dinar exchange rate adjustment and urged him for unifying the Board of Directors. Al-Hibri said he held a press conference to talk about the importance of adjusting the exchange rate of the Libyan dinar given the economic impact on people and other relevant risks to the state's economy. CBL Board of Directors, without the Governor Al-Kabir, met on October 03 in Benghazi and decided to adjust the dinar exchange rate for 4.48 dinars to the US dollar to 4.26 dinars.

Libya has suggested forming a joint commission with Bangladesh to identify major areas of cooperation between the two countries. Newly appointed Libyan Ambassador to Bangladesh Abdulmutalib S M Suliman put forward the suggestion when he met Foreign Minister AK Abdul Momen at the latter's office at the Ministry of Foreign Affairs on Thursday. Momen underlined the importance of continued cooperation in different sectors of mutual interest including promotion of trade and investment between Bangladesh and Libya. The Chairman of the High National Elections Commission (HNEC), Emad Al-Sayeh, discussed on Wednesday with the UN envoy and Head of UNSMIL, Abdoulaye Bathily, in Tripoli, the electoral process, including ways to strengthen efforts to hold elections. The two sides also reviewed international technical support through the bodies of the UN, led by the United Nations Development Program, for HNEC, touching upon the challenges facing progress in the field of cooperation, the readiness of the HNEC to implement electoral processes, and the time required for each process. They also discussed the electoral processes implemented by the HNEC since its establishment, and the lessons learned in order to advance the HNEC's work toward internationally recognized standards and principles. During the meeting, Al-Sayeh briefed the UN envoy on the plans and procedures of the HNEC, its administrative and technical structure, and its capabilities to carry out its tasks. The UN envoy, meanwhile, stressed the continued support of the mission and the international community in general for Libya's elections, encouraging the HNEC to continue working on achieving the aspirations of Libyans in holding free and fair elections that will result in legitimate institutions in the country.
