Italian activists gathered on Saturday in front of the headquarters of the Italy-Libya Chamber of Commerce to demand revocation of their country’s 2017 memorandum with Libya. The activists held a slogan that reads “closed for violation of human rights” at the entrance gate of the Italy-Libya Chamber of Commerce. In 2017, Italy signed the memorandum with Libya for cooperation with the Libyan coastguard, which included the provision of four patrol vessels. The deal empowered the Libyan coastguard to intercept migrant boats at sea and redirect them to Libya, where aid agencies say refugees are abused and tortured. After the protest on Saturday morning, activists announced more actions in many other Italian cities.

The annual meeting of the World Bank Group and the International Monetary Fund discussed in Washington D.C. the factors that led to the decline in economic growth around the world. The Minister of Finance in the Government of National Unity, Khalid Al-Mabrouk attended the meeting in a delegation that included the Governor of the Central Bank, Al-Siddiq Al-Kabir. Discussions included tackling economic crises and global economies' challenges that held back growth in many countries. The meeting resulted in adopting annual reports, financial lists, auditing reports and steering budget for 2023 of the World Bank Group and the International Monetary Fund.

The new United Nations envoy and Head of its Support Mission in Libya (UNSMIL) Abdoulaye Bathily, who was appointed in last September to replace Jan Kubis, arrived Friday in Tripoli to start his work. Bathily arrived in Mitiga Airport and was received by Deputy Foreign Minister Omar Katti. UNSMIL said in a statement that Bathily will lead the United Nations’ good offices and mediation efforts to reach a sustainable and peaceful Libyan-led and Libyan-owned solution as well as oversee the work of UNSMIL. “Restoring the electoral process will support fostering national unity and stability and renew the legitimacy of institutions in the country.” The Senegalese diplomat said. The statement said the United Nations remains committed to supporting Libya to hold inclusive presidential and parliamentary elections, adding that the will of the millions of Libyan people who registered to vote should be respected.

The General Commander of the Libyan National Army (LNA), Field Marshal Khalifa Haftar, addressed a speech Saturday on the 8th anniversary of the popular uprising of Operation Dignity in the neighborhoods of Benghazi on 15 October 2014, against terrorist groups. Haftar said in a speech to the crowds participating in the anniversary, “Let me express my happiness with these joyful images where I see officers from the armed forces with their brothers from the police officers and a group of honorable civilian brothers.”He added, “This honorable image of this joyful scene must inspire the Libyans with feelings of pride and send a strong signal that the rebellious Benghazi, which was targeted by terrorism as its operations room for its crimes, has today become the capital of security, stability, vitality and activity.”LNA Commander saluted the heroes of Operation Dignity, and said, “A salute to the martyrs and wounded heroes of the Epic of Eternal Dignity, and to all those who fought on its side, adhered to it and provided it with support and assistance. Before the launch of Operation Dignity, Benghazi used to be a den for terrorist groups that assassinated hundreds of police and military officers and soldiers, in addition to journalists and political activists. Dignity Operation started in May 2014, but it took LNA forces about 5 months to enter Benghazi, when it stormed the city on 15 October and controlled most of its neighborhoods with the support of the people against the terrorist groups.

The movement of the 444 militia south of Misrata to Bani Walid on Friday took place after the Turkish container ship MATILDE A docked at the Port of Misrata on Wednesday around 1:30 pm, which continued unloading its cargo until Friday, according to the Libyan Silphium Foundation for Studies and Research. The ship MATLILDE A refused to be inspected by EU Operation IRINI in the Mediterranean, and two days after its arrival in Misrata, 444 militia moved south to Bani Walid. The Silphium Foundation said it would publish a report of the types of weapons that appeared in the photos of Militia 444 convoy.

The Prime Minister of the Government of National Unity (GNU), Abdel Hamid Dbeibah, has stated that his government is not responsible for any financial obligations arranged by the parallel government. “This comes from the role of the GNU since it began its duties to unify state institutions and end the long-standing political division that has negatively affected all aspects of social and economic life”, Dbeibah added. He also criticized the contradictions and restrictions facing the GNU's work by forming a parallel government and returning to the first square of the political division, saying “this has a direct impact on the life of citizens”.

The Government of Grenada successfully negotiated the settlement of US$5 million in longstanding debt arrears owed to the State of Libya. These debts were contracted in the 1980s by the People’s Revolutionary Government (PRG). Longstanding unresolved debt arrears to Libya, Algeria, and Trinidad and Tobago have adversely affected Grenada’s credit rating, placing the country in the category of “Selected Default” or “SD.”The Government of Grenada says it will continue to make concerted efforts to resolve the remaining debt arrears to Algeria and Trinidad and Tobago, respectively, as regularisation of these arrears will greatly assist in unlocking the financial resources needed to support government’s transformational agenda. The settlement agreement was signed in Washington, D.C. yesterday by Libya’s Minister of Finance, Dr Khalid Al Mabrouk Abdalla, and Grenada’s Minister of Economic Development, Planning, Tourism, ICT, and the Creative Economy, Lennox Andrews, on behalf of Prime Minister and Minister of Finance, Dickon Mitchell. Minister Lennox Andrews is currently in Washington, D.C. attending the 2022 Annual International Monetary Fund (IMF) Meetings.

The new UN envoy to Libya, Abdallah Batili, the Senegalese, took office on Friday in Tripoli, according to the United Nations mission in the country, which suffers from security and political chaos. “I arrived in Tripoli today to begin my duties in my capacity as the Special Representative of the Secretary-General of the United Nations to Libya and head of the United Nations Support Mission in Libya,” Batelli said in a statement published by the mission in an Arabic version. A senior foreign ministry official has received the ninth UN envoy since 2011, according to local media. The most prominent challenges to the stability of the country are the holding of the presidential and parliamentary elections that were scheduled for December 2021 and then postponed indefinitely due to strong differences on their constitutional basis. Abdullah Batili, who assumed the position that has been vacant since the resignation of his Slovak predecessor Jan Kubis in November 2021, stressed that the priority is to find “a consensual path leading to the organization of comprehensive and credible national elections as soon as possible”, “based on a solid constitutional framework.”He added that “the United Nations is committed to its support for Libya to hold comprehensive presidential and parliamentary elections, as the will of the millions of Libyans who have registered to vote must be respected.”

The National Emergency Management Agency (NEMA) has received 126 Nigerians from Libya, IgbereTV reportsThe stranded Nigerians arrived on Thursday at the Murtala Muhammed International Airport, Lagos at about 4:22 pm. They consist of 46 male adults, 62 female adults, two male and six female children, as well as four female and six male infants. NEMA acting Coordinator of the Lagos Territorial Office, Mr Ibrahim Farinloye, confirmed the incident in a statement sent to Channels Television. Represented the Director General, Alhaji Mustapha Ahmed, the Coordinator said the returnees were received at the Cargo Wing of the MMMIA. The Coordinator asked the returnees to turn a new leaf in looking for ample opportunities that abound in the country, which are enough for everyone to achieve their desired goals.
