Tripoli – The Prime Minister of the Government of National Unity, Abdul Hamid Dbeibeh, sent an official letter today, Thursday. The letter was addressed to the Governor of the Central Bank of Libya. It called for the immediate halt of spending on Chapter Three. This chapter concerns project financing for the fiscal year 2026. It will also prevent the worsening of financial imbalances.

"Greece's unilateral activities with international companies in hydrocarbon fields south of Crete do not directly affect our country's maritime jurisdiction areas, but they constitute a violation of international law and good neighborly relations," the ministry said in its weekly press briefing. The ministry said these activities contradict the 2019 Maritime Jurisdiction Areas Memorandum of Understanding between Türkiye and Libya and Libya's maritime jurisdiction areas notified to the United Nations on May 27, 2025. Rather than swapping fuel imports for crude exports, it has instead awarded tenders to cover its fuel needs. RUSSIAN IMPORTS DROPPINGThe tenders will further reduce Russian product imports into Libya as Western firms source their volumes from refineries in the Mediterranean. The Kremlin has also seen its oil exports to India and Turkey fall under U.S. pressure, pushing more oil towards China. Overall fuel exports into Libya from all sources have averaged around 186,000 bpd since the start of 2024. The World Health Organization (WHO) announced this week that Libya has eliminated the neglected tropical disease (NTD) and blinding disease, trachoma as a public health problem. Libya’s achievement is particularly notable given years of political instability and humanitarian challenges that strained health services, displaced populations and increased demand for basic services, including water, sanitation and hygiene. Trachoma, caused by the bacterium Chlamydia trachomatis, is spread through contact with infected eye discharge via hands, clothing, or flies.

Parallel spending (by the eastern Libyan regime headed by Hafter) outside the state budget is the primary and sole cause of the current crisis. I warned three years ago of the dangers of parallel spending and called for its immediate cessation. The volume of parallel spending has exceeded 303 billion dinars and has been officially recognized as public debt. The hard currency issued by the Central Bank is consumed by parallel spending, driving up demand for the dollar. The Prime Minister reiterates his congratulations to the Libyan people on the arrival of the holy month of Ramadan and prays that God brings goodness, prosperity, and blessings to the nation.

In 2017, the Ministry of Health prioritized trachoma elimination as part of national eye health work within the National Prevention of Blindness Programme. WHO continues to support endemic countries to accelerate progress towards the global goal of eliminating trachoma as a public health problem worldwide. Public health targets for the control, elimination and eradication of these conditions were set in the road map for neglected tropical diseases 2021–2030.

Across the four tracks, the sense of urgency to resolve the political impasse and produce governance and economic reforms is palpable. This impasse was overcome through the negotiations of the Libyan Political Agreement. There is also a dispute over the organization of the judiciary including the Supreme Judicial Council, and which could lead to its division. It is important that our collective efforts, including bilateral initiatives, complement each other, and address critical economic and security risks.

In his capacity as an envoy of the President of the Supreme Court, Abdullah Abu Rzeiza, Nouri Abdelati, took over the headquarters of the Supreme Judicial Council in implementation of a ruling issued by the Constitutional Chamber of the Supreme Court. Following the takeover, the Supreme Judicial Council’s Facebook page, managed by Miftah Al-Qawi, appointed by the Speaker of the House of Representatives, issued a statement condemning what it described as a “storming” of the Council’s building in Tripoli. The Libyan Association of Members of Judicial Bodies welcomed the enforcement of the Constitutional Chamber’s ruling and the resulting takeover of the Council’s premises on Wednesday. The Association also called on members of judicial bodies to rally behind the Supreme Judicial Council under the leadership of the Supreme Court, considering this to reflect legal and constitutional legitimacy derived from a binding judicial ruling. It stressed that “the judicial institution is one unified entity; east, west, north, and south, indivisible and subject only to the rule of law.”
