It was, RFI reported, the second strike against General Command-affiliated forces in the Libyan desert within 12 days. United Nations experts have for several years documented what they describe as systematic cross-border smuggling facilitated by or connected to Russian paramilitary forces in southern Libya. The twin incidents have sharpened calls among Western governments and UN monitors for greater transparency around foreign military activities in southern Libya. The deaths of two Russian pilots near a Haftar-aligned base in the Libyan desert make that position increasingly difficult to sustain. And for the communities of southern Libya — chronically marginalised, fuel-starved, caught between armed factions — the violence offers little prospect of relief.

In the end, the bullets in Zintan have brought Saif al-Islam’s 2011 warnings to their grim zenith. While his supporters currently lack a unified military force on the ground, their political withdrawal effectively orphans the peace process.

The reopening of exploration licenses in Libya, after nearly eighteen years of inactivity, marks a significant transition for the country's energy sector. The most telling figure isn't so much who won, but rather how many blocks remained unassigned: only five out of twenty were actually awarded. For Energy Capital & Power, this doesn't represent a failure, but rather a sign of a "selective restart." The portal emphasizes that the companies' decisions reflect a risk management approach: not a massive and indiscriminate return, but a gradual and calculated one. When Gadhafi was captured and killed near Sirte in October 2011, Libya lost not only its ruler but the centralised authority that sustained its political system.
