During the meeting, they reviewed the latest developments in the situation in Libya and ways to enhance parliamentary cooperation between the two countries. HE the Speaker of the Shura Council affirmed Qatar's support for everything that would achieve peace and stability in Libya and its keenness on the sovereignty and unity of its territory, achieving the aspirations of the brotherly Libyan people for security and stability, and achieving national reconciliation among all its components, as well as full support for the relevant Security Council resolutions. Moreover, per Mr Halem’s compelling analysis, the Senussi under Idris, Libya’s first and only king, provided Libya with a reasonable political foundation. If Mussolini had not come to power, a multi-ethnic, multi-religious Libyan state may have emerged in the 1920s. Indeed, this was the explicit objective King Idris, and his designated heir, Crown Prince Hassan, had for Libya’s future. The Senussi must therefore be considered in any durable, legitimate peace settlement: after all, Libya’s Senussi constitution actually provides a way forward for the country.

Libyan Parliament Speaker Aguila Saleh arrived in Qatar to meet Emir Tamim bin Hamad Al-Thani, Qatari, according to media reports, Anadolu Agency reported. Libyan lawmaker Abdel-Men'em Al-Arfy told Anadolu Agency that Saleh was invited by Qatari Foreign Minister Mohammed bin Abdulrahman and the visit "aims to bring closer the views of the two sides." In recent years, the Libyan Parliament accused Qatar of supporting armed groups opposed to the East Libya-based assembly, an accusation denied by Doha. Oil-rich Libya has remained in turmoil since 2011 when longtime ruler Muammar Gaddafi was ousted after four decades in power. The situation has worsened since March when parliament appointed a new government led by former Interior Minister Fathi Bashagha.

Libya’s production of crude oil has climbed to one million and 205 thousand barrels per day during the last 24 hours, the state-owned National Oil Corporation (NOC) announced on Sunday. The NOC also reported that the total domestic consumption of natural gas has reached one billion and 103 million cubic feet during the past 24 hours. The General Electricity Company of Libya (GECOL) is the biggest consumer of natural gas in the country followed by the NOC and the Libyan Iron and Steel Company, according to the oil company’s data.

Reporters Without Borders (RSF) stated that the chaotic situation in Libya has made the country extremely dangerous for journalists and media outlets. RSF’s North Africa representative, Khaled Drareni said the situation in Libya is particularly difficult for media professionals. Military sources have told Al Jazeera Net website that forces loyal to Khalifa Haftar arrived in the biggest camp of forces loyal to Osama Juweili, a former Joint Operations Room commander, in Al-Aziziyah in south Tripoli. The sources said the forces had 600 vehicles, including a series of Kornet missiles, and 38 members of the Tariq bin Ziyad brigade that is led by Saddam Haftar. Identical sources said the forces loyal to senior leader at Tripoli Revolutionaries Brigade, Ayoub Abu Ras, who withdrew from Ain Zara in south Tripoli arrived with their armed vehicles in Al-Azizyah to be part of forces loyal to the House of Representatives-designated Prime Minister Fathi Bashagha. Abu Ras has vowed to return to Tripoli after striking an alliance with Juweili's forces in support of Bashagha as they wait forces withdrawing from Sirte to arrive and join them, the sources told Al Jazeera. According to the sources, Juweili's military equipment included the Russian Pantsir systems that Haftar's forces used extensively during the period of their offensive on Tripoli.

The Speaker of the Libyan House of Representatives (HoR) Aqila Saleh and the son of Khalifa Haftar, Belgassem - representing his father - arrived Saturday in Doha, Qatar; just two days after the visit of the Prime Minister, Abdul Hamid Dbeibah, who met with Qatari Emir, Tamim Al Thani. Qatar News Agency said Saleh and his accompanying delegation were received at Doha airport by the Head of Shura Council Hassan bin Abdullah Al-Ghanem and other officials, including Libyan ambassador to Doha, Hamad Al-Lafi and Qatar's ambassador to Libya, Khalid Al-Dawssari. Earlier on Saturday, sources said Saleh had tasked member of the HoR Essa Al-Arebi, who is loyal to Haftar, with going to Qatar to strengthen relations. HoR member Abdelmonem Al-Arefi, said Saleh's visit to Doha was part of the efforts to turn a new page as there can be no permanent friend or permanent enemy, adding that changing positions leads to changing political directions and that if Qatar isn't a mediator for stability then it won't be a mediator to see one party win over the other. Last Thursday, Emir of Qatar met with Dbeibah in Doha and reiterated the need to support international efforts to hold elections in Libya as the only choice for the people to reach stability, stressing rejection to transitional phases.

Saleh and his accompanying delegation, upon their arrival at Doha International Airport, were received by the Speaker of the Qatari Shura Council, Hassan al-Ghanim, and the Secretary-General of the Council, Ahmed bin Nasser, according to Qatar News Agency. The French Embassy in Libya announced the main points of the meeting of the French Special Envoy to Libya, Paul Soler, with the President of the Presidential Council (PC), Mohamed al-Menfi. This comes after the French envoy delivered, on Thursday, a written letter from French President Emmanuel Macron to al-Menfi. The French Embassy said the meeting focused on the priority of Libya’s sovereignty, support for the dialogue between Parliament and the State Council, support for the 5+5 Joint Military Committee, and support for the economic dialogue between Libyans. The Embassy indicated that the meeting also dealt with the importance of holding the presidential and parliamentary elections soon and in accordance with the aspirations of the Libyans. In a statement, the Presidential Council conveyed the French envoy and the French people’s aspiration for more cooperation at all levels, to consolidate relations between the two friendly countries, noting that the French President hopes to meet the President of the Presidential Council, during the high-level meetings of the upcoming 77th session of the United Nations General Assembly.

The Minister of Foreign Affairs in the Government of National Unity, Najla Al-Manqoush, said on Friday that the international meeting hosted by the German capital Berlin is a continuation of the commitment of the concerned countries to support a political solution in Libya. “ I discussed with the Italian ambassador, Giuseppe Buccino, the preparations for this meeting, who affirmed his country's desire to maintain security and peace in Libya”, Al-Manqoush tweeted. “The meeting was preceded by a phone call with the Special Envoy of the German Foreign Ministry to Libya, Christian Buck, during which we agreed on the necessity of accelerating the political process and preserving the outcomes of the Berlin conferences, leading to national elections in accordance with an agreed constitutional framework”, she added.

8 new people tested positive for COVID-19, marking 6 percent of the infection rate, according to a Friday report by the National Center for Disease Control in Libya (NCDC). The center also said 5 have recovered during the same reporting period. The total recorded COVID-19 cases in Libya have exceeded more than 50,000 since the start of the pandemic, while over 490,000 of which have recovered, according to the NCDC. The virus has claimed the lives of 6,437 people. Over two million people received one dose of the vaccination, while more than one million others were vaccinated with two doses.

The Chief of the General Staff of the Libyan Army, Mohammed Al-Haddad, has confirmed that they will prevent war and strike with an iron fist all those who call or mobilize for it. During his meeting with the representative of the notables of Zawiya city, Al-Bashti Al-Zahouf, Al-Haddad denied what was circulated on social media regarding the storming of the Warshafana area, stressing the importance of maintaining the stability of the western region and calling on everyone to heal the rift between all Libyans and to bring safety to the country.
