Al-Mishri reviews support for constitutional talks between HCS and HoR with French envoy
The Head of the High Council of State (HCS) Khalid Al-Mishri discussed with the French envoy to Libya Paul Soler support for constitutional track that includes the House of Representatives (HoR) as the two sides reiterated support for dialogue and rejection of military solutions. HCS media office said Al-Mishri talked about HCS vision for a solution to the current crisis via elections based on constitutional framework that leads to stability. The French envoy also met with HCS member Mossa Al-Koni and reiterated Paris support for Libyan efforts without external intervention to reach a solution as per a Libyan vision and sovereignty, extending French President's greetings and support to the HCS to achieve stability. The French envoy hailed the progress made by the 5+5 Joint Military Commission (JMC) as it keeps the calm on the ground and reiterated the importance of the role of the Presidential Council as a Chief Commander of the Libyan Army. Meanwhile, Al-Koni hoped that France would have a prominent role in this stage as it chairs the European Union and prepares to be president of the UN Security Council next month, which could help resolve the Libyan crisis.

Foreign powers hold meeting about Libya in Berlin
Representatives of China, France, Germany, the United Kingdom, Russia and the United States held a meeting on Thursday in the German capital to discuss the Libyan crisis, revealed the Presidential Council. The two-day meeting kicked-off Thursday evening and will continue on Friday, according to a statement by the council following a meeting between its deputy chairman Moussa Al-Koni and Italian Ambassador Giuseppe Buccino Grimaldi. According to the Presidential Council’s statement, European, international and Arab parties will “possible exits that would allow an end to the current stalemate in Libya.”Al-Koni and Grimaldi also discussed the upcoming “Rome Med – Mediterranean Dialogue”, which is an annual high-level conference on Mediterranean geopolitics promoted by the Italian Foreign Ministry. The Presidential Council said it will represent Libya at the conference’s 8th edition in December.

Libya records 3 new cases of COVID-19
The National Center for Disease Control in Libya (NCDC) reported on Thursday that 3 people tested positive for COVID-19, marking 2 percent of the infection rate. 64 people recovered in the same reporting period. The total recorded COVID-19 cases in Libya have reached more than 500,000 since the start of the pandemic, while over 490,000 of which have recovered, according to the NCDC. The virus has claimed the lives of 6,437 people in total. Over two million people received at least one dose of the COVID-19 vaccine, while over one million were fully vaccinated with two doses.

Power struggle continues in Libya
This development is a fresh diplomatic setback and ushers in a new chapter of power struggle in a country ravaged by a decadelong instability. Abdul Hamid Dbeibah was selected as prime minister and was supposed to assume power up to December 2021. In February, the Libyan parliament appointed Fathi Bashagha as the new prime minister after withdrawing confidence from Dbeibah. The latter remains the UN-recognized prime minister, and he insists that he will only hand over power after elections. Acting as the country's legitimate prime minister, Dbeibah said forces seeking to oust him are implementing foreign plans in Libya.

Oil prices rise after biggest fall since January
Oil prices increased Thursday after their biggest decline Wednesday by close to 6 percent, down to its lowest level in nearly 9 months, specifically since January 2022. Oil prices rose during trading Thursday within the range of 1 percent, before reducing part of that rise. Brent crude futures rose 63 cents, or 0.7 percent, to $88.63 a barrel, after closing at their lowest level since early February in the previous session. US crude futures rose 70 cents, or 0.9 percent, to $82.64 a barrel. Prices received a boost from Russian President Vladimir Putin’s threat to halt the country’s oil and gas exports if European buyers impose price ceilings.

The patient is a 47-year-old male from Niger who arrived from Cuba on 13 August 2022. He tested positive for COVID-19 and dengue in June 2022 in Cuba. The sample taken and sent to the Centre de Recherche Médicale et Sanitaire (CERMES) on 8 August 2022 tested positive for dengue. A second sample was sent to the Institut Pasteur in Dakar for confirmation and also returned positive for dengue on 24 August 2022.

Varjo Secures $40m in Funding for ‘Industrial Metaverse’
This Wednesday, Varjo completed a Series D funding round that secured the mixed reality (MR) technology firm with $40 million to establish an “industrial Metaverse” service. Varjo is using its secured capital to boost its XR research and development (R&D) services, namely Reality Cloud. Additionally, the firm is building an industry 4.0 Metaverse solution based on its XR technology portfolio. Varjo’s Reality Cloud solution enables MR headset operators to stream XR applications, experiences, and content without needing powerful computing hardware. Amazon Web Services and NVIDIA graphic processing units also power Varjo Reality Cloud service, which massively reduces local computing requirements.

In a meeting with Greater Tripoli elders, Dbiebah says elections are the main goal
The Libyan Prime Minister Abdul Hamid Dbeibah said in a meeting with Greater Tripoli elders that the main goal of his government is holding parliamentary and presidential elections, reiterating his rejection of seizing power by weapons and conspiracies. Dbeibah said elections are a national right and his government will work to achieve them despite difficulties and challenges, confirming that they have formed committees to assess damage to compensate those who suffered the damages in the recent clashes in Tripoli. He also reiterated the need to remove military camps and security posts inside Tripoli municipalities and activate the role of police stations as well as security apparatuses. The meeting was attended by the Ministers of Local Governing, and Housing and Construction as well as Deputy Minister of Sports.

Medical supplies airlifted to Libya
Today, the World Health Organization (WHO), with support from the International Humanitarian City in Dubai, United Arab Emirates, airlifted the first of three shipments of emergency medical supplies to Benghazi airport in Libya. The supplies will help health facilities respond to health needs across the country, particularly in the south where the situation continues to deteriorate. The shipment comprises more than 23 tonnes of medicines and medical supplies such as personal protective equipment, emergency health kits, burns kits, anaesthetics, and essential medicines and supplies to diagnose and treat patients with tuberculosis. The Head of Mission and WHO Representative in Libya, Ms Elizabeth Hoff, welcomed this support, saying, “This shipment is the first of several emergency airlifts to arrive in the next few weeks. It will help enable WHO to reach the most vulnerable people in the country with essential medical assistance.”
