LAOAG CITY — Fully vaccinated residents who are returning to La Union province will no longer be required to present any negative COVID-19 test results beginning Nov. 8, an official said. ADVERTISEMENTThe new guidelines would cover not only returning residents, but also nonresidents who are traveling to the province for work, business, medical and other similar purposes. Fully vaccinated residents traveling to the province for work, business and medical purposes would only be required to present their COVID-19 vaccination cards. Both test results are only valid if taken within three days before traveling to the province. La Union is the first province in the Ilocos Region to relax its COVID-19 testing protocols for the fully jabbed.

MANILA, Philippines — Health Undersecretary Maria Rosario Vergeire on Friday said the country may have to implement mandatory vaccination to achieve herd immunity against COVID-19. The Philippine government is targeting 70 percent of the country’s 110 million population for inoculation to achieve herd immunity. The government has already used other means to boost jab acceptance, especially in the provinces through information drives, incentives and house-to-house vaccination, Vergeire said. But it wants to “push its campaign forward” to achieve herd immunity sooner, she said. After starting the inoculation of minors age 12 to 17 the government may soon administer booster shots or third doses of the COVID-19 vaccine.

THE Department of Science and Technology Science Education Institute (DoST-SEI) has extended the deadline for the filing of applications for the Junior Level Science Scholarship (JLSS). The new deadline, which will now be on November 30, will allow aspiring scholars to complete the requirements needed for their application. DoST regional offices, provincial science and technology centers and network universities were also notified of the extension through a memorandum. The JLSS "aims to support the education of third-year college students enrolled in priority science, technology, engineering and mathematics (STEM) courses from identified higher education institutions" determined by DoST. They may also be given a summer allowance of P1,500 for tuition and other school fees, P500 for book allowance and P7,000 monthly allowance for two months if summer classes are required under their curriculum.

It did not provide figures regarding patients getting the pill within three days of onset. Pfizer said about 20% of patients who received either the pill or a placebo experienced adverse events, mostly mild. Drugs in the same class as Merck’s pill have been linked to birth defects in animal studies. Britain has secured 250,000 courses of Pfizer’s drug, but prices for the British contracts have not been made public.

Cheung Kim-hung, former CEO of Next Digital which owned the now-defunct Apple Daily, who has been detained for almost five months awaiting trial under the national security legislation was denied bail in a Hong Kong court on Friday. The High Court turned down Cheung’s bail application after Judge D’Almada Remedios said she was not satisfied there were sufficient grounds to believe that Cheung would not continue to commit acts endangering national security if bail were granted. The 59-year-old Cheung is among six senior executives of Next Digital or Apple Daily who were accused of conspiring with the media company’s founder Jimmy Lai Chee-ying to request foreign powers to impose sanctions on Hong Kong and China. Three companies tied to the pro-democracy tabloid have also been charged. The seven are set to appear in court again on December 28.

MANILA, Philippines — Another 2,376 individuals have tested positive for the SARS-CoV-2 virus that causes COVID-19, the Department of Health (DOH) reported on Friday. According to DOH, there are now 37,377 active cases out of the 2,797,986 confirmed cases of the disease in the country. The DOH said 6.5 percent of 44,182 individuals tested were found positive for the virus on Wednesday. Four testing laboratories that contributed an average of 1.4 percent of samples tested and 0.9 percent of positive individuals in the last two weeks were not able to submit data on time. "King of judicial reviews" Kwok Cheuk-kin and social worker Hendrick Lui Chi-hang filed a judicial challenge against ding rights in 2015 as they felt the policy discriminates against non-indigenous and female indigenous villagers. The Court of Appeal, however, overturned that ruling earlier this year, a move the Court of Final Appeal has now ruled was correct. "'Lawful' in Article 40 of the Basic Law is not intended to refer to the absence of discrimination forbidden by Article 25 and 39 of the Basic Law and Article 22 of the Bill of Rights, whose application in the special context of indigenous rights is excluded by Basic Law Article 40." The top court, however, disagreed with the Court of Appeal which had pointed to a "glaring delay" in this legal challenge. The Court of Final Appeal judges said the rule that judicial reviews must be brought promptly has never been absolute.
