The shocking revelations made by the Customs Commission bring to mind a subject that should alarm Ethiopians, namely state capture. Most of the defining features of state capture presently exist in Ethiopia. Finally, engaging in international cooperation to address state capture challenges can be valuable. Sharing best practices, collaborating on investigations, and ensuring international financial systems do not enable state capture can go some way towards tackling the issue. If Ethiopians are to enjoy the dividends of peace, democracy and prosperity, it’s of the essence that the government cleans its house so that elements with sinister motives do not manage to engineer a complete state capture.

On December 1st, the UN Security Council lifted a 31-year arms embargo, signaling a policy shift and giving Mogadishu room to maneuver as security challenges evolve. While sanctions on terrorist group al-Shabab still stand, Somalia can now procure arms on the international market. Mohamud greeted the embargo’s lifting with open arms, saying Somalia can now acquire arms unfettered from allies. The Caliopians will perform at 5:30 p.m. Sunday, Dec. 10, at Murphy’s Irish Pub. Standing firmly behind their catch phrase, “California Music Goes Global,” they are simply all over the musical map. They are a touch of ska, a bit of low surf, some late-night lounge tunes, even some Ennio Morricone-inspired dance music. Connie Walkershaw plays the sax and handles most of the solos, and her husband, Jesse Walkershaw, is the singing bass player. “How we ended up with such a collection of musical interest, ideas and influences, I have no idea, as I often wonder why everybody else doesn’t,” Jesse Walkershaw said in an email.

"Unfortunately, in the short time available between commencement of discussions and the upcoming interest payment date, an agreement... could not be reached," the finance ministry added in a statement. The finance ministry said Ethiopia would "broaden the engagement with the holders of its Eurobond" and hold a call next week to set out a possible proposal for the debt. It said that during the talks with bondholders it had outlined an "initial restructuring proposal" and then after a counter offer from bondholders, a final proposal. The $1 billion bond, maturing in December 2024, was last bid around 61 cents on the dollar with a 66% yield. Devastating floods threaten to worsen food insecurity in East Africa as heavy rains lash a region that less than a year ago was in the grip of drought, warned Thursday the United Nations World Food Program (WFP). “ East Africa is being hit by the extremes of climate change - from no water to too much water, it's catastrophic. With more rain forecast, I fear the worst is yet to come,” said Michael Dunford, WFP Regional Director for Eastern Africa. Somalia, Ethiopia, and Kenya are the countries most affected by this crisis, followed closely by Sudan, South Sudan, Burundi, and Uganda**. WFP has provided food and financial assistance to nearly 580,000 people affected by floods in the Horn of Africa, in addition to those who benefited from its pre-existing aid operations.
