Libya’s National Oil Corporation (NOC) has unveiled ambitious plans to expand the country’s oil and gas production over the next few years. NOC chairman Farhat Bengdara announced intentions to offer new licensing bids for onshore and offshore exploration by end-2024. Speaking Tuesday at the COP28 climate summit, Bengdara said “we are in initial phases of mapping prospective areas.” The NOC seeks to double Libya’s current oil output to 2 million daily barrels within 3-5 years, eyeing preliminary boosts by 100,000 bpd through existing fields by end-2024. Bengdara also set goals to eliminate all flaring of associated gas by 2030. Rampant gas flaring has plagued Libyan petroleum facilities for decades.

The Federal Government in collaboration with the International Organisation for Migration has rescued 145 stranded Nigerians from Libya under the IOM Voluntary Humanitarian Return programme. According to Mr Musa, the stranded Nigerians were in various detention centres for living illegally in Libya and without travel documents. Mr Musa said that the evacuees who departed from the Mitiga International Airport in Libya on Monday were expected to arrive at the Murtala Muhammed International Airport on Monday evening. “Today, 145 stranded Nigerians were evacuated from Mitiga Airport, Libya, aboard chartered flight No UZ 189, and are expected to arrive at the Murtala Muhammed International Airport on Monday evening. Mr Musa stated that the Federal Government would continue to work with IOM to repatriate stranded Nigerians in Libya under the Voluntary Humanitarian Return programme.

Libyan authorities on Friday released four members of the Palestinian militant group Hamas who were arrested in 2016 on charges including trafficking arms to Gaza, according to Libyan media. The four men — Marwan al-Ashqar, his son Baraa, Mouayad Abed and Nasib Choubeir — were detained in Tripoli in October 2016. Their release on Friday was reported by several Libyan media, which said that the men were freed at the request of the Libyan prosecutor’s office following Turkish mediation. Two-thirds of the vast oil-rich country is desert and difficult to monitor, though gold mining is not thought to be widespread. The foreign nationals who carried out the mining were staying illegally in Libya, the attorney general said, without clarifying when they were arrested.

In terms of solar power potential, Libya boasts approximately 3,200 annual brightness hours and an average radiation of 6 KWh per m2 per day. For reference, each km2 of desert in the country receives solar energy equivalent to 1.5 million barrels of crude oil annually. A 115 MW solar power plant in Tajura and a 100 MW solar power plant in Kufra are also in the construction phase.
