This involved the bank manager opening a bank account in a different bank for the purpose of entering an amount of LD 15 million into a bank transfer ring. In this process, the accused facilitated the seizure of an amount equivalent to 1.3 million euros, using forged bank papers. The Attorney General’s Office said the case was initiated as a result of revelations made during the Audit Bureau’s examination of the administrative and financial work assigned to the Al-Refee (Rural) Bank, Tripoli branch manager.

An investigation by Greek newspaper Kathimerini says that mistakes and oversights in the planning and execution of a fatal mission undertaken by the Special War Command (DEP) of the Greek Armed Forces in Libya on September 17, in the aftermath of deadly floods. The search-and-rescue mission resulted in the deaths of three Greek military personnel and two volunteer interpreters in a road accident. Furthermore, officials disregarded explicit warnings regarding the high accident risk in the region. "The RSF's expansion does give it an open line between the capital and Darfur, but that's a very long line," he told AFP, speaking on condition of anonymity out of fear for his safety.The vast western region is nearly the size of France, "and a lot of it is open areas the army can attack by air", he explained.But with the RSF now controlling most of Darfur, key oil infrastructure, parts of central Sudan and much of the capital itself, he said an army victory is also unlikely. "Even if they succeed in taking control of Khartoum, which is very difficult, sending forces to regain areas of Darfur from RSF control would be a massive logistical challenge. "To get from Khartoum to El Geneina, on Sudan's western border, the army would have to fight across over 1,400 kilometres (870 miles) about the distance between Berlin and Kyiv.

The European Union Mission in Libya reported that its Ambassador to Libya, Nicola Orlando, and members of the European Union delegation participated in the opening ceremony of the 2nd Annual exhibition of NGOs / Civil Society Organizations held in Tripoli. The Mission said European Union will continue to support non-governmental organizations in their recovery efforts following the flood disaster that struck northeastern Libya last September. The annual NGOs exhibition is organized as part of the activities of the Let’s Cooperate Project, co-financed by the European Union. Some members of the Libyan House of Representatives (HoR) have denounced in a statement today the military movements in the Western Region. Four HoR members said they “followed with great concern the military movements of the Government of National Unity (GNU) in the Western Region, which could explode the situation and threaten social peace and the unity of the Libyan territory.”In this regard, the members rejected the military approach and the use of weapons to address crises and challenges in the Western Region. They held GNU, led by Abdul Hamid Dbeibeh, fully responsible for all resulting losses of lives and properties, and tearing apart the social fabric. HoR members called on all political parties, civil organizations, and regulatory bodies to assume their responsibilities in this regard. Libya’s National Security Adviser Ibrahim Bushnaf concluded his visit to Russia, which came at the invitation of Russian Security Council Secretary Nikolai Patrushev. Nearly 70 days after Storm Danielle devastated Derna and the Green Mountain region of Libya, a member of Derna’s crisis committee has warned that the death toll has now surpassed 20,000. Hamad Al-Shalwi, in remarks to the media, stated that the crisis committee confirmed over 20,000 fatalities in Derna alone from the devastating flooding caused by Danielle. He said rescue efforts have been “nonexistent” and citizens are distraught over being unable to retrieve relatives’ remains, causing immense psychological distress. The committee member detailed that the floods inflicted horrific destruction in Derna, obliterating 12,000 housing units. He said 60-70% of the town is still covered by dirt and debris from the storm.

For the second time this year, the Japan International Cooperation Agency (JICA) and the United Nations World Food Programme (WFP) have partnered with the governments of Tunisia and Libya to train 44 youth and women entrepreneurs and government officials using the innovative Japanese management technique ‘Kaizen’, which means ‘change for the better’. Libya is represented by its Tripoli based Ministry of Industry and Minerals. The first Kaizen training took place between February and March this year also in Tunis. This latest training, launched on 13 November, will take place over the next two weeks in Tunis and aims to help participants improve their business skills and productivity, thereby driving economic development in their communities and strengthening their commitment to promoting sustainable resilience in Libya.
