In 2004 a Forum member based in New Jersey raised a very insightful grammar question on infinitive usage that I think would be a very useful guide to all those aiming for greater mastery of their English. The infinitive may be preceded by "to" (the to-infinitive) or can stand alone (the zero or base infinitive) depending on usage. This is not to say, of course, that there aren't some hard-and-fast rules on the use of the two forms of the infinitive. (3) Omit the "to" when the infinitive is used after the verbs "make" and "let" in the sentence pattern "make/let + object + zero infinitive": "She made me [to] pay for the lost cell phone." KYIV—Ukraine has invited Russia to talks near the Azovstal plant in Mariupol, where Ukrainian fighters and civilians are holding out in a city largely under Moscow’s control, Kyiv said Sunday. Talks near the sprawling steel works would provide a dramatic and symbolic backdrop because the site is the last stronghold of Ukrainian forces in the strategic port. Earlier in the day, Kyiv called for a truce in battered Mariupol for Orthodox Easter, celebrated in both Russia and Ukraine. “Russia is continuously attacking the Mariupol Azovstal. Russian President Vladimir Putin ordered his forces not to assault the plant this week, but to keep it under siege instead.

Speaking to tens of thousands of people in St. Peter’s Square, he noted that the day most Eastern Christians, including Orthodox and Catholics in Ukraine and Russia, celebrate Easter coincided with the two-month mark of the war. ADVERTISEMENT“Instead of stopping, the war has become more harsh,” he said from the window of the official papal study. “I renew an appeal for an Easter truce, the minimum and tangible sign of a willingness for peace. Vietnam, for instance, has imposed many foreign investment restrictions, and yet, it threatens to overtake the Philippines because of its faster pace of economic growth. Even more challenging for foreign investors, Vietnam controls the repatriation of income. Since then, economic policies have remained consistent, except, of course, when Beijing decided to open and liberalize its economy. Apolitical bureaucracyCarrying over major economic policies will be a good start but hardly enough.
