At its session held in Benghazi yesterday, parliament, the House of Representatives (HoR), agreed on nine issues the most prominent of which was the appointment of Abdalla Aburezeza as head of the Supreme Court. Aburezeza was nominated by the General Assembly of the Court and, according to the HoR, was approved by the High State Council. Here are the nine issues that the HoR agreed upon yesterday:Unanimously voted to assign Abdalla Aburezeza as head of the Supreme Court. Exempted HoR members who hold positions in the state from membership in the HoR. Accepted the resignation of HoR members who submitted their resignations.

Because of the Speaker Aqila Saleh's unilateral approach at the House of Representatives (HoR), member Mohammed Al-Raeid and other west-based members rejected attending the session that was held in Benghazi on Thursday. Al-Raeid told reporters that the reason for their rejection was the fact that Saleh had been working unilaterally without any commitment to the bylaws of the HoR. He also said the HoR Speaker had beeing issuing decisions and laws without putting them for vote, reiterating that there's no quorum nor there is any agenda for those laws and decisions. Speaker Saleh convened Thursday an HoR session in Benghazi to discuss the outcome of his recent visit to Qatar and Turkey.

The Secretary General, Maritime Organisation of West and Central Africa (MOWCA), Dr Paul Adalikwu, has promised to facilitate seamless transit cargo movements from Nigeria’s Dry Ports to the Republic of Chad. He also promised to make arrangement for officials of Chad government to visit the proximate dry ports in northern Nigeria as a way of preparing grounds for the promotion of intra-African trade in line with the focus, African Continental Free Trade Area (ACFTA). The MOWCA SG reassured that all 25 member-countries of the organisation, including landlocked states, will enjoy technical support to uncover and harness the economic benefits of a thriving blue economy. Hajia Weddeye, who commended Adalikwu for championing a reawakening in MOWCA, described the SG as a dynamic leader who has shown transformational traits within a short period. The Minister said upon study of the bank’s charter by her ministry’s technical team, an informed decision will be taken on the country’s endorsement of the bank.

This represents the first cVDPV2 case identified in the country. Description of the outbreakOn 8 July 2022, a case of circulating vaccine-derived poliovirus type 2 (cVDPV2) in Algeria was notified to WHO through the Global Polio Laboratory Network (GPLN). The child had not received any polio vaccine doses and has no history of travel outside Tamanrasset province. This represents the first cVDPV2 case identified in Algeria, where, according to the 2021 WHO-UNICEF immunization coverage estimates, Pol3 (3rd dose of polio-containing vaccine) coverage was 91% and IPV1 (one dose of the inactivated polio vaccine) coverage was 94%.

The Speaker of the House of Representatives (HoR) Aqila Saleh announced in an HoR session in Benghazi on Thursday the appointment of Abdullah Abu Razizah as new Chief Justice of the Supreme Court to replace Mohammed Al-Hafi, a step that could lead to more division - caused by the HoR - in the judiciary system. The HoR session was suspended later on Thursday without any statement by the HoR on the quorum and whether or not it fulfills the needed requirements for taking such huge decisions for the country's Supreme Court. The HoR member Mohammed Al-Raeid and other west-based members rejected attending the session that was held in Benghazi on Thursday. "Sovereign institutions are not under HoR supervision anymore and have lost legal status for violating HoR decisions. Also, the absent HoR members should have their membership terminated as per the bylaws, in addition to those who took state institutions' jobs or resigned."

The UNDP reported yesterday that at a signing ceremony South Korea pledged to increase its contribution to the Libyan Korean Centre (LKC) in Tripoli, under the Ministry of Labour and Rehabilitation, to enable the centre to become a unique advanced vocational training centre for professions supporting reconstruction and economic resilience. The new US$ 400,000 contribution raises the support from the Republic of Korea to the UNDP to US$ 6,599,000. The Attorney General’s Office announced yesterday that it had ordered the pretrial detention, pending investigation, of the Director of the Tripoli Tax Authority. The Attorney General’s Office said the detention was ordered after the Anti-Corruption Prosecution at the Tripoli Court of Appeal considered the accusation against the Director of illegally obtaining a material benefit, estimated at LD 250,000 from the Tax Authority Treasury using forged cheques. The Attorney General’s Office said the preliminary investigation revealed the validity of the acts attributed to the accused, thus, the investigator ordered his pretrial detention, pending further investigations. The Public Prosecution’s Office said the investigation and pretrial detention comes as part of its measures to combat corruption.

Libyan Parliament Speaker Aqila Saleh confirmed Thursday that the governor of the Central Bank of Libya (CBL) and the heads of the Audit Bureau and the Administrative Control Authority have lost their legal status. Saleh added in a speech during the parliament session held in Benghazi that these institutions are no longer affiliated with the Parliament, and they receive orders from the outgoing government led by Abdul Hamid Dabaiba. The Speaker called on the High Council of State to respond to the Parliament regarding these positions and refer them to an investigation into the performance of their duties and neglect of the duties assigned to them. Saleh accused the Presidential Council of siding with the government of Abdul Hamid Dabaiba, and that it does not stand at the same distance from all parties. He called for presenting this plan to society in a way that ensures justice for all Libyans to benefit from oil and gas income.

The Libyan Prime Minister, Fathi Bashagha, said the U.S. State Department’s Financial Transparency Report highlighted the extent of financial corruption of the outgoing government led by Abdul Hamid Dabaiba. “Undoubtedly, these practices must end, which my government will strive to achieve,” Bashagha pointed out on his official Facebook page. He added, “We will focus on applying the principles of accountability, transparency and compliance in all state institutions, working according to a budget approved by the House of Representatives (HoR).”He stressed the need for the independence of the National Oil Corporation (NOC) and the preservation of the country’s natural resources through a clear mechanism for managing them for the direct benefit of the Libyan people, explaining that the establishment of democracy goes through achieving financial stability.
