PUTRAJAYA: The much-anticipated automatic voter registration (AVR) and lowering of the voting age to 18 can only be realised by Sept 1,2022, at the earliest as the Election Commission (EC) is facing constraints such as the movement control order. EC chairman Datuk Abdul Ghani Salleh explained that the nationwide MCO to curb Covid-19 had affected the commission’s plans and preparation to see the move come into fruition. He said the EC will be preparing an interim report on Undi18 and the AVR, which will be ready in September. On July 16,2019, Parliament unanimously passed the amendment to allow AVR, lower the voting age to 18, and to make 18 the minimum age for a Malaysian citizen to run for public office. However, the AVR and lowering of the voting age to 18 have yet to be completely incorporated into the federal legislation.

According to the Games organiser, Emma was chosen from hundreds of designs submitted by children aged five to 15 who entered a UK-wide competition last summer to create a mascot that represents the history, identity and culture of Birmingham and the West Midlands. "I am so excited that my design will be seen by so many people!” Emma said in a statement distributed by the Games' organiser on Wednesday (March 24). With her design chosen, Emma, from Bolton, Greater Manchester, said she felt as if she was in a dream. Till now, my child has not undergone the operation even though it could be done after doing a PCR test for Covid-19 and getting a negative result. For us as parents, knowing that his adenoids are already swollen, subjecting him to the swab would be a terrible evil. It is interesting to note that a PCR test before elective surgery is not required in some of our neighbouring countries like Singapore. If the whole country gets vaccinated by year’s end and this PCR test rule is only lifted by then, my child’s surgery would have been delayed by one year and nine months. Do we need this blanket PCR test rule for children, especially when they are already unwell and need surgery?

BERSIH 2.0 and the Bar Council organised a webinar last Monday on judicial independence. First, traditional constitutional theory on judicial independence emphasises independence from the Executive. However, threats to judicial independence come as much from private centres of power as from the executive organ of the state. Our concept of judicial independence must take note of all threats to judicial independence no matter where they emanate from. Second, security of tenure, much more than a proper system of appointment, is important for preserving judicial independence.
