The first question: "Can 'that' be acting both as relative pronoun and subordinating conjunction in this sentence: "The negotiators ultimately worked out a peace treaty that was accepted by the warring countries"? Let's begin with what a relative pronoun is. It's a function word that introduces a dependent (or relative) clause and connects it to the independent or main clause. A relative clause actually works as an adjective, providing more details about its antecedent noun. This definitely makes it a relative pronoun and not a "that" doubling up as a subordinating conjunction.

In our times, we refer to universities as institutions of higher learning providing facilities for teaching and creating knowledge through research. "At Paris, Oxford and Cambridge, 'universities, as institutions of higher learning were founded in the mid-12th century.' While universities have many similarities with colleges, what distinguishes universities from all other teaching institutions in society is the research function. To bolster the production of new knowledge, "universities have to create new disciplines having their own line of inquiry and methodology." Today's universities endeavor to develop their students to meet 21st century demands — prominently improve on their communication, broaden collaboration, exercise critical thinking and be more creative.

The event, seen as the biggest international tourism event next year, will welcome some 600 high-level delegates and will signal the grand reopening of the country’s tourism industry to the rest of the world. That’s probably the only private sector-led tourism council of the world,” she told the Kapihan sa Manila Bay weekly news forum yesterday. It is good that it is being held in the Philippines, since Asia is the most conservative in terms of opening (the tourism industry). It’s a good signal that we are opening the tourism (industry) to the rest of the world,” she said.

William Chui Chun-ming, President of the Society of Hospital Pharmacists, on Wednesday said there was no evidence that current vaccines are ineffective against the new Covid-19 variant Omicron. Speaking on a radio program, the pharmacists' group head said that although there were mixed messages over vaccines' effectiveness against the new variant, he anticipated that existing vaccines could still offer protection. Chui said the vaccines would not only stimulate the human body to generate antibodies against the virus but also trigger immune responses to generate immune cells that can attack infected cells, providing a certain degree of protection. He expected that it would take pharmaceutical companies around half a year to produce vaccines targeting Omicron. He added it would only take another three months for the companies to bring the new version of the vaccines into mass production and ready for distribution.
