The Libyan Prime Minister, Abdul Hamid Dbeibah, discussed on Thursday with the Senior Advisor of the UK Defense Ministry in North Africa and the Middle East, Martin Sampson, cooperation in defense, activating a number of military training programs and the exchange of expertise between the two countries. The meeting in Tripoli was attended by the UK ambassador and military attaché in Libya as well as a UK Defense Ministry's technical team. On Wednesday, a UK Royal Navy's warship "HMS Albion" docked in Tripoli's Abu Sitta base for the first time in eight years. The British embassy in Libya said on Twitter that the ship crew was looking forward to a great day with their Libyan Navy counterparts, reiterating that the UK is committed to working with all Libyan partners for greater stability. The U.N. Security Council renewed for another year its authorization for Member States to inspect vessels on the high seas off Libya’s coast that they have reasonable grounds to suspect are being used for migrant smuggling and human trafficking from that country, and to seize those vessels that are confirmed as being used for those purposes. Unanimously adopting resolution 2652 (2022) (to be issued as document S/RES/2652(2022)under Chapter VII of the Charter of the United Nations, the Council condemned all acts of migrant smuggling and human trafficking, through and from the Libyan territory and off the coast of Libya, which undermine further the process of stabilization of that country and endanger the lives of hundreds of thousands of people. In addition, the Council requested that the Secretary-General report on the implementation of today’s resolution in 11 months’ time.

Over 1,000 people and organisations have called on the Attorney General Victoria Buttigieg to drop the charges against Amara, Abdalla and Kader, known collectively as the El Hiblu 3. The three teenagers were accused in 2019 of having committed acts of terrorism, threatening a crew and hijacking a ship. The teenagers were among 105 people who were rescued by the crew of an oil tanker, the El Hiblu 1, on their way to Malta. “As the El Hiblu 3 pre-trial hearings come to a close in Malta, the Attorney General must now decide which charges to bring against the three young men,” the letter reads. “We thus reiterate our demand that all charges be dropped and the trial be dismissed immediately.”Read the letter here.

The Ministry of Health of the Government of National Unity has launched a project to support infection control units in emergency and ambulance departments in a number of medical centers and hospitals, in cooperation with the World Health Organization (WHO) and the United Nations Children's Fund (UNICEF). The project was approved by the Deputy Prime Minister-Minister of Health in charge, Ramadan Abu Janah, in coordination between the Departments of Quality Control, Health Emergencies, and the International Cooperation Office of the Ministry of Health, according to the Ministry media office. In its first phase, the project aims to support and rehabilitate 48 medical and paramedical personnel from the infection control departments and units within eight health facilities in the southern region, according to the correct scientific methods for infection control.

On Wednesday, Meta announced the continued rebranding of its fintech service Facebook Pay by officially rolling out a revised version of the solution to roughly 200 countries. The rebranding sees Facebook Pay change to Meta Pay, and the firm is rolling out the solution gradually to selected regions, starting with the US. A division emerged between the country’s wealthier west and the east that’s home to much of Libya’s oil production. Neither of Libya’s governments have managed to fully restore order in their territories or confiscate weapons looted during the overthrow of Qaddafi. As for European nations, Libya’s vast oil reserves -- Africa’s largest -- and its location just across the Mediterranean have given them a stake in the outcome. European governments appear most concerned with stopping Libya being used as a stepping-off point for African migrants trying to cross the Mediterranean. Libya’s oil reserves give it ample resources to pay for a national reconstruction effort, if only its political squabbles can be resolved.
