Underfunding, armed conflict and impact of COVID-19 have increased gaps in the quality of education and inequalities in education in Libya, said UN’s Assistant Secretary-General, Resident and Humanitarian Coordinator for Libya, Georgette Gagnon. In Libya, some 1.3 million children have missed almost one full year of learning due to the prolonged closure of schools caused by the pandemic in 2020-2021, Gagnon tweeted on Wednesday. “The learning crisis is a global challenge as well as a local one. Let’s unite in Libya to ensure all children gain basic skills and to address gaps in learning as a priority, especially for children at risk of falling behind,” she added.

The United Nations used to play a central role in maintaining world peace, but “the foundation of the international order is violently shaken right now,” Kishida said in a speech at the U.N.'s annual assembly of world leaders. Russia is a permanent member of the U.N. Security Council, and has rejected criticism of its actions in Ukraine. “We must face the reality that the integrity of the United Nations is at risk because of the invasion of Ukraine by Russia, which is a U.N. Security Council member,” Kishida said. Kishida said Japan is committed to providing greater support for the United Nations to help it play a greater role in keeping global peace and security. Japan is to serve as one of the non-permanent members of the Security Council beginning in January.

Libya’s foreign minister Dr Najla Elmangoush sought India’s greater engagement in Libya and requested New Delhi to reopen its embassy in Tripoli. This development comes after the minister’s meeting with external affairs minister S Jaishankar on the sidelines of United Nations General Assembly (UNGA) meeting. Speaking to HT after her meeting, the Libyan minister said this was her first meeting with the Indian minister and she was “delighted and optimistic” about it. After the meeting, Jaishankar tweeted that he was glad to meet the FM of Libya. “Appreciated her perspectives on the evolving situation in Libya”, Jaishankar said.

The Head of the Presidential Council, Mohammed Menfi, said in a meeting with UN Secretary General Antonio Guterres on the sidelines of the 77th session of the UN General Assembly, that he is ready to cooperate fully with the representative of the Secretary-General of the United Nations (UN) to Libya, Abdoulaye Bathily, in order to move the political process, especially the achievement of the constitutional basis, stressing that they are on alert to intervene whenever necessary. The meeting included discussions on the latest developments in the situation in Libya, as Guterres reaffirmed his interest in the Libyan file and his support for the efforts of the Presidential Council in achieving the stability necessary to hold elections. Menfi participated in the United Nations meetings on education and sustainable development, on the sidelines of the 77th session of the General Assembly of the UN in the presence of a number of presidents, leaders and kings from all over the world. The Libyan representatives headed the meeting of Arab foreign ministers at the headquarters of the Libyan mission in New York; in the presence of the Foreign Minister in the Government of National Unity, Najla Al-Mangoush, who stressed the need to strengthen joint action mechanisms and coordinate Arab positions towards the most prominent issues in the region.

Footballer Jeffrey Chetcuti has filed a claim for damages after discovering that his seized BMW 420MSport's interior had been gutted during the time it had been in the police vehicle compound. Chetcuti is accused of smuggling fuel from sanction-hit Libya together with another former football player, Darren Debono. Some time ago, Chetcuti’s lawyers had requested the Criminal Court to order that the vehicle be returned to him. However, in view of the criminal proceedings against Chetcuti, no insurance company was in a position to provide the requested cover. All of the upholstery and the airbags had also been removed, the protest claims.

The Libyan Foreign Minister, Najla Al-Mangoush, chaired the consultative meeting of Arab foreign ministers participating in the work of the United Nations General Assembly. The consultative meeting of the foreign ministers of Arab countries participating in the 77th session of the United Nations General Assembly was held at the headquarters of the Permanent Mission of Libya to the United Nations, headed by Al-Mangoush, Chairman of the 158th Ordinary Session of the Ministerial Council of the Arab League, with the participation of the Head of the Presidential Council, Mohammed Menfi, and in the presence of the Secretary-General of the Arab League Ahmed Aboul Gheit. According to the Presidential Council, the meeting discussed the coordination process on the most important topics on the agenda of the current session of the General Assembly in order to ensure support for Arab causes, especially the Palestinian cause, and other issues related to the Arab world. The Presidential Council stressed, during the opening speech, the need to strengthen joint work mechanisms and coordinate Arab positions towards the issues in the region.

CAIRO - 20 September 2022: The Central Bank of Egypt (CBE) issued new instructions to facilitate import operations, as well as other instructions it had previously issued, after a meeting of the Deputy Governor of the Central Bank, Gamal Negm, with manufacturers. These instructions included the release of imported shipments that worth up to $25,000 to importers once every 6 months, while shipments with a value exceeding $25,000 are released using Form 4. “Accepting the proceeds of companies' cash deposits in foreign currencies resulting from export operations with neighboring countries "Libya - Syria - Sudan - Palestine - Iraq - Yemen",” the instructions revealed. In addition to using it in the implementation of import operations, taking into account the proportion of the value of deposits with the volume and nature of the customer's usual activity and the value of the documents indicating the export operation. However, the decision is still applied since the date of its issuance, with the exception of some strategic commodities from documentary credits, including production requirements and raw materials.
