Fighting late Sunday broke out between rival forces equipped with heavy weapons, with one group linked to the defence ministry and the other to the interior ministry, local media reported. Libya's ambulance service reported five dead, including a 10-year-old girl, and 13 injured in Zawiyah, some 40 kilometres (25 miles) west of the capital Tripoli. The United Nations mission in Libya (UNSMIL) condemned the deadly clashes. "The UN in Libya is greatly concerned about reports that civilians were injured and killed during armed clashes in Zawiyah," it tweeted. DOHA, Qatar (AP) — Youssef al-Qaradawi, an Egyptian cleric who was seen as the spiritual leader of the Muslim Brotherhood and became the Islamist “voice of revolution” during the popular uprisings around the Arab world more than a decade ago, died Monday at the age of 96. He studied at Egypt’s Al-Azhar University, the leading center of Sunni Muslim scholarship, and became involved with the Brotherhood. A U.S. diplomatic cable from 2005 published by WikiLeaks said Qatar, a strong backer of the Brotherhood, gave al-Qaradawi “substantial properties" and income. In Egypt, al-Qaradawi threw his weight fully behind the Brotherhood-led government, headed by a veteran of the group, Mohammed Morsi. Ahmed Mussa, a prominent pro-government TV host, called al-Qaradawi “the biggest inciter of terrorism” and blamed him for attacks inside Egypt.

Libya's Interior Ministry said the Public Prosecution started investigating the attack on and damage of some people's properties in Murzuq - south Libya. Exacting Law patrols of the General Directorate of Security Operations at the Interior Ministry, following instructions from the Public Prosecutor, accompanied Sunday the investigation committee of the Public Prosecutor's Office to check the properties in question in Murzuq. The Interior Ministry said the committee of the Public Prosecutor's Office was secured when it arrived in Murzuq so it could carry out its tasks and inspect the damage as well as assess the financial costs.

The Chairman of the High National Elections Commission (HNEC), Emad Al-Sayeh, discussed on Monday in Tripoli with the Office Director of the United Nations Development Program in Libya (UNDP) Marc-Andre Franche views on evaluating the performance of the project "Promoting Elections for the People of Libya” (PEPOL) which is supervised by the UN Support Mission in Libya (UNSMIL). The HNEC signed in 2021 an agreement with the German government and the UNDP to support the "PEPOL" project, with the aim of providing technical and advisory support under UNSMIL's supervision.

The National Center for Disease Control in Libya (NCDC) reported on Monday that 31 people tested positive for COVID-19, marking 25 percent of the infection rate. 9 people recovered in the same reporting period. The total recorded COVID-19 cases in Libya have reached more than 500,000 since the start of the pandemic, while over 490,000 of which have recovered, according to the NCDC. The virus has claimed the lives of 6,437 people in total. Over two million people received at least one dose of the COVID-19 vaccine, while over one million were fully vaccinated with two doses.

Four people were killed while 13 others, mostly civilians, were injured as a result of clashes that broke out overnight in the city of Zawiya, in northwestern Libya. According to press reports, among the victims killed was a young female child who died as result of indiscriminate shelling. She was identified by the press as 10-year-old Sabrine Wael Omran Al-Shtiwi. The violence reportedly erupted between rival armed groups, one of which was led by the commander of the Al Jisr Investigation Unit of the Zawiya Security District, Muhammad al-Sifaw , while the second would be led by commander of the so-called Sila Brigade, Othman al Lahab. Meanwhile, the spokesman for the emergency services, Osama Ali, urged citizens not to use the main and secondary roads of the city, also given the impossibility for the rescue teams to access the area.

Several people were killed or injured in the clashes, during which medium and heavy weaponry were used, according to the report on Sunday. The Libyan Red Crescent Society called for an immediate stop to the clashes so that civilians trapped in areas near the clashes could be evacuated to safety, Xinhua news agency reported. There was much media anxiety when parliament (the House of Representatives – HoR), appointed Aburezeza on 15 September (Law No. 5/2022) as the new head of the Supreme Court. It was though that Saleh made the appointment in reaction to the Supreme Court reactivating its constitutional chamber. It was though Saleh feared that his political opposition in western Libya would use the constitutional court to dilute his powers through the HoR.
